According to Articles 6, of 8, of 9, 20 Laws of Ukraine "About licensing of certain types of economic activity", the resolution of the Cabinet of Ministers of Ukraine of 14.11.2000 No. 1698 "About approval of the list of bodies of licensing" and for the purpose of ensuring legal regulation of activities in the field of production of forms of securities, documents of the strict reporting, I ORDER:

1. Approve applied:

Licensed conditions of implementation of economic activity on production of forms of securities, documents of the strict reporting;

Procedure for control of observance of Licensed conditions of implementation of economic activity on production of forms of securities, documents of the strict reporting.

2. To department on control of production of securities, excise stamps, documents of the strict reporting and holographic protective elements (Gosznak) (Kozimenko A. V.), in accordance with the established procedure to provide submission of this order on state registration in the Ministry of Justice of Ukraine.

3. To impose control over the implementation of this order on the Deputy Minister of Finance Shevchenko Yu. I.

4. This order becomes effective from the date of official publication.

Licensed conditions of implementation of economic activity on production of forms of securities, documents of the strict reporting

I. General provisions

1. These Licensed conditions developed according to part eight of article 164 of the Economic code of Ukraine, article 8 of the Law of Ukraine "About licensing of certain types of economic activity", the resolution of the Cabinet of Ministers of Ukraine of 14.11.2000 N 1698 "About approval of the list of bodies of licensing" determine organizational, qualification, production and other requirements to subjects of housekeeping which accomplishment is the compulsory provision of implementation of economic activity on production of forms of securities, documents of the strict reporting.

2. Action of these Licensed conditions extends to all subjects of housekeeping irrespective of pattern of ownership performing economic activity on production of forms of securities, documents of the strict reporting.

3. Licenses for implementation of economic activity on production of forms of securities, documents of the strict reporting, are issued for five years with indication of separate works which can be carried out within type of economic activity, namely:

production of forms of securities;

production of forms of documents of the strict reporting.

4. Subjects of housekeeping which produce forms of securities, documents of the strict reporting shall be protected by law-enforcement bodies.

5. For receipt of the license for the activities noted in Item 3 of this Section in full or partially the subject of housekeeping submits in the Ministry of Finance of Ukraine the application in the established form (appendix). Documents according to article 10 of the Law of Ukraine "About licensing of certain types of economic activity" and documents which exhaustive list is established by the Cabinet of Ministers of Ukraine are enclosed to the application.

6. The subject of housekeeping shall have complete complete production cycle of production of forms of securities, documents of the strict reporting (further - forms).

7. Engineering procedures of production of forms shall be carried out according to industry technological instructions or the approved internal instructions.

8. Forms shall meet the requirements of specifications, schemes of protection, and other specifications and technical documentation.

9. The subject of housekeeping shall adhere to the procedure for acceptance and registration of citizens established by the legislation for work according to requirements of Chapter III of the Labor code of Ukraine.

II. Requirements for implementation of economic activity for production of forms of securities, documents of the strict reporting

1. Regime requirements

The subject of housekeeping shall have:

division or person responsible for observance of requirements of the mode of protection of the company;

regime and confidential department or person who is responsible for observance of the state or trade secret in case of development of schemes of protection and their realization in the course of production of forms;

the instruction concerning the organization of the throughput and inside modes on production (site);

the instruction about procedure for obtaining, expenditure, accounting and storage in structural divisions of the separate material types which are applied in case of production of forms (general provisions);
