According to article 10 of the Law of Ukraine "About the Security Service of Ukraine", Articles 6, 20 Laws of Ukraine "About licensing of certain types of economic activity", the Law of Ukraine "About the basic principles of the state supervision (control) in the field of economic activity", the resolution of the Cabinet of Ministers of Ukraine of 14.11.2000 N 1698 "About approval of the list of bodies of licensing" ORDER:

1. Approve Licensed conditions of conducting economic activity on implementation, import, export of holographic protective elements, and the Procedure for control of observance of Licensed conditions of implementation of economic activity on implementation, import, export of holographic protective elements which are applied.

2. To provide to department of protection of the state secret and licensing of the Security Service of Ukraine submission of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of the order on the vice-chairman of the Security Service of Ukraine according to distribution of functional obligations.

5. To acquaint staff of the Security Service of Ukraine with the order, in the concerning part.

Licensed conditions of conducting economic activity on implementation, import, export of holographic protective elements

1. General provisions

1.1. These Licensed conditions, are developed according to the Laws of Ukraine "About licensing of certain types of economic activity", "About information", "About the state secret", resolutions of the Cabinet of Ministers of Ukraine of 14.11.2000 N 1698 "About approval of the list of bodies of licensing", of 03.07.2006 N 895 "Questions of holographic protection of documents and goods", determine organizational, qualification, production and special requirements to subjects of housekeeping which accomplishment is the compulsory provision of conducting economic activity on implementation, import, export of holographic protective elements (further - GZE).

1.2. Action of these Licensed conditions extends to all subjects of housekeeping irrespective of legal form and pattern of ownership which perform activities for implementation, import, export of GZE (further - economic activity on holographic protection).

1.3. The body performing licensing of economic activity on implementation, import, export of GZE - the Security Service of Ukraine (further - body of licensing).

1.4. Procedure for licensing of economic activity on holographic protection, responsibility of the subject of housekeeping and body of licensing for violation of the law in the field of licensing are determined by the Law of Ukraine "About licensing of certain types of economic activity".

1.5. The license for implementation of economic activity on holographic protection is granted to the subject of housekeeping based on the statement for licensing (appendix 1), copies of the certificate, about state registration of the subject of business activity or the copy of the certificate of entering into the Unified state register of the companies and organizations of Ukraine certified notarially or body which issued the original document, and also documents and data, according to the resolution of the Cabinet of Ministers of Ukraine of 04.07.2001 N 756 "About approval of the list of documents which are enclosed to the application for licensing for separate type of economic activity".

1.6. The statement for licensing and documents which are attached to it are accepted under the list of documents enclosed to the application on receipt of the license for maintaining (appendix 2) which copy is issued to the applicant or the authorized person with mark about acceptance date of documents body of licensing and the signature of the responsible person.

1.7. Renewal of the license, issue of the copy or duplicate of the license, are carried out according to the procedure, determined by Articles 14, 16 and 18 Laws of Ukraine "About licensing of certain types of economic activity".

Execution of statements on renewal of the license, about issue of the duplicate of the license or copy of the license is performed by subjects of housekeeping in the established forms (appendices 3-5).

2. Terms and determinations

In these Licensed conditions terms are used in the following value:

implementation of GZE - the activities aimed at providing holographic protection of any material object by drawing GZE on it;

import and export of GZE - the actual movement through customs border of Ukraine GZE.

3. Types of activity on holographic protection which are subject to licensing

3.1. The license for economic activity on holographic protection is granted with indication of types of activity (further - types of activity on holographic protection), namely:

1) implementation of holographic protective elements;

2) import, export of holographic protective elements.
