About investment of the Government with powers on the edition of ordinances

The parliament adopts this ordinary law.

Art. 1. - Based on article 106.2 of the Constitution the Government is authorized from the date of entry into force of this law and till October 1, 2000 to publish ordinances in the following areas:

a) approval of the program of construction, repair and content of highways;

b) use of the state reserves for ensuring food, fodder, veterinary and phytosanitary security;

c) approval of state policy in the field of food goods turnover;

d) regulation of use of genetic resources;

e) ensuring biological safety;

f) approval of insurance premiums in the field of medicine;

g) pricing on medical services and medicines;

h) pre-shipment inspection of goods and services;

i) approval of the list of the paid services rendered by the ministries and departments;

j) establishment of the size of the consular fees;

k) establishment of procedure for realization of property which it is seized, for the purpose of recovery by enforcement of debts in the national public budget;

l) provision of releases to the foreign diplomats accredited in the Republic of Moldova, to diplomatic and consular representations, the international organizations in the Republic of Moldova;

m) continuous forming of personnel of national economy.

Art. 2. - The ordinances published by the Government based on article 1 of this law are not subject to approval by Parliament and become effective from the date of publication in the Official monitor of the Republic of Moldova.

Art. 3. - The government submits to Parliament the ordinances published by it within three-day term from the date of their signing.

Art. 4. - After term, the stipulated in Article 1 this law, ordinances can be acknowledged invalid, are suspended or changed only by the law.
