The Parliament adopts this organic law.
This law establishes the basic principles of the organization and regulation of activities in the field of energy saving for the purpose of creation of the corresponding organizational and economic conditions for effective use of energy resources in the course of their production, production, conversion, storage, transportation, distribution and consumption.
In this law the following concepts are used in value:
energy saving - the organizational, scientific, practical, technical, economic and information activities directed to rational use of energy resources in the course of their production, production, conversion, storage, transportation, distribution and consumption on drawing into economic circulation of renewable types of energy;
energy saving policy gosudarstvaadministrativno-legal, organizational and financial and economic regulation of activities in the field of energy saving;
energy efficiency indicator - the absolute or specific value of consumption or loss of energy resources established by regulations;
energy resources - set of all primary and transformed types of fuel and energy used in productive activity and in life;
secondary energy resources - the energy carriers received in the form of by-product of the main production;
effective use of energy resources - achievement of the maximum efficiency of use of energy resources which is economically justified in case of the existing level of development of the equipment, technologies and observance of requirements of environmental protection;
renewable energy resources - energy of the sun, wind, heat of the earth, water flows, biomass, etc.
