Rail transport is component of transport system of the Kyrgyz Republic and is called in interaction with other modes of transport timely and to provide qualitatively in case of internal and international railway messages of need of the population for transportations and services, life activity of all industries of economy, homeland security of the state, market grouping of transportations and the related services, effective development of business activity. The state exercises regulation and control of activities of rail transport, development of its material and technical resources and satisfies basic needs as a part of the state needs.
Rail haulings belong to natural monopoly that determines special conditions of development and functioning of rail transport.
In this Law the following basic concepts are applied:
rail transport - one of modes of transport public, public administration of which exercises the state body of the executive authority in the field of transport which is under authority of the Government of the Kyrgyz Republic, representing single technological complex with the companies entering it, organizations of production and social appointment;
