1. These rules establish according to part one of article 25.8 of the Federal law "About Procedure for Departure from the Russian Federation and Entry into the Russian Federation" procedure for determination of quota for issue to foreign citizens and persons without citizenship (further hereinafter are referred to as - foreign citizens) permissions to temporary residence in the Russian Federation (further hereinafter are referred to as - permissions to temporary residence).
2. Issue to foreign citizens of permissions to temporary residence is performed within the quota which is annually established by the Government of the Russian Federation.
The quota for issue to foreign citizens of permissions to temporary residence (further hereinafter is referred to as - quota) is established for calendar year in absolute values for the Russian Federation in general and separately for each subject of the Russian Federation.
