The Republic of Kazakhstan, People's Republic of China, the Kyrgyz Republic, the Russian Federation and the Republic of Tajikistan which are hereinafter referred to as by the Parties proceeding from general aspiration to expansion and deepening of multilateral cooperation on the basis of the arrangements fixed in the Joint statement of participants of the Almaty meeting of July 3, 1998 held on August 25, 1999 summit in the city of Bishkek, having discussed in the conditions of constructibility and mutual understanding wide range of questions, of common interest, declare as follows:

1. The parties, with satisfaction noting success in cooperation achieved during the period after the Shanghai meeting in 1996 highly appreciate the practical steps of five states corresponding to current trends for the benefit of strengthening of regional security and cooperation. The parties express confidence in perspectives of further cooperation increase in the field of safety and deepening of multilateral interaction in other areas.

2. The parties, proceeding from conviction that creation of mechanisms of specific interaction by five states in the areas which are of mutual interest favors to complete identification of potential of multilateral cooperation for stability, safety developments and prosperity of the region, express intention to hold the meetings of Heads of States and Governments which are not caused by frequency, and also regular contacts and consultations at the different levels, including meetings of Ministers of Foreign Affairs, Ministers of Defence, heads of the state departments dealing with issues of economic and cultural cooperation.

In this regard the Parties agreed to exchange offers on terms of holding interdepartmental meetings through diplomatic channels.
