These rules of the procedure according to the Constitutive treaty of Eurasian economic community, (further - the Agreement), and also the Regulations on Interstate Council of EurAsEC approved by the Decision of Interstate council EurAsEC (further - Mezhgossovet) of May 31, 2001 N 3, determine procedure for the organization and holding meetings of Mezhgossovet including as supreme body of custom union (further - the Supreme body of custom union) the procedure of preparation and decision making.

I. Meetings

2. Mezhgossovet's meeting by agreement of the Parties can be held in any of state members of EurAsEC.

3. Time and the venue of the regular meeting are determined, as a rule, at prior meeting of Mezhgossovet.

In case of impossibility of holding the regular meeting in the place / in time, established earlier, the Chairman/vice-chairman Mezhgossoveta with the consent of the Parties determines the new place / time it carrying out.

4. Emergency meetings of Mezhgossovet are convened at the initiative of any of state members or the Chairman Mezhgossovet.

In this case the initiator of emergency meeting sends to Mezhgossovet Chairman/vice-chairman the address with reasons for need of convocation of such meeting, and also represents drafts of its agenda and documents on the questions offered to consideration.

The chairman/vice-chairman Mezhgossoveta under approval of all Parties makes the decision on holding emergency meeting.

The emergency meeting of Mezhgossovet is held also in case of non-confirmation of the budget of EurAsEC the following financial year at the regular meeting. Such emergency meeting is, as a rule, held before the termination of the current financial year.
