The government of the Russian Federation and the Cabinet of Ministers of Ukraine which further are referred to as with the Parties

wishing to promote long-term mutually beneficial cooperation in the gas industry,

being guided by the Statement of the President of the Russian Federation and the President of Ukraine for strategic cooperation in the gas sphere of June 9, 2002,

based on regulations of the Contract between the Russian Federation and Ukraine on economic cooperation for 1998-2007 of February 27, 1998, Agreements between the Government of the Russian Federation and the Government of Ukraine on cooperation in development of fuel and energy complexes of September 7, 1994, the Agreement between the Government of the Russian Federation and the Cabinet of Ministers of Ukraine on guarantees of transit of the Russian natural gas on the territory of Ukraine of December 22, 2000, and also the Agreement between the Government of the Russian Federation and the Cabinet of Ministers of Ukraine on additional measures for ensuring transit of the Russian natural gas on the territory of Ukraine of October 4, 2001,

for the purpose of further development of gas trunk pipeline system of Ukraine, and also implementation of uninterrupted transit of natural gas to the European countries in the territory of Ukraine

agreed as follows:

Article 1

Subject of this agreement is forming of the main directions of strategic cooperation in the gas industry for the purpose of creating favorable conditions for development of trade and economic relations and mutual investments.

Article 2

The parties intend to develop long-term mutually beneficial cooperation in the following directions:

- development of joint balance and ensuring transit of natural gas for action of this agreement;

- construction, reconstruction and operation of gas pipelines, underground gas storages and other infrastructure facilities of gas complex, provision of services;
