aiming at full cooperation in implementation of the Joint statement of the European Union and the Russian Federation on transit between the Kaliningrad region and other territory of the Russian Federation of November 11, 2002,
in view of regulations of Items 7 and 9 of the Joint statement of the European Union and the Russian Federation on transit between the Kaliningrad region and other territory of the Russian Federation of November 11, 2002 about organization of the special simplified travel document on the railroad and implementation of its mechanism for the purpose of creation of conditions for its introduction in action since July 1, 2003,
agreed as follows:
1. To citizens of the Russian Federation for making of one-time trip by the passenger train of the Russian forming, the following transit through the territory of the Republic of Lithuania from the territory of the Russian Federation to the Kaliningrad region of the Russian Federation there and back, issues the simplified travel documents on the railroad (further hereinafter are referred to as - UPD-ZhD). In case of this UPD-ZhD are not required to the citizens of the Russian Federation having the right to transit through the territory of the Republic of Lithuania according to the documents specified in appendix 1 to this agreement.
2. "The one-time trip" in this agreement is understood as single trip in the presence of the valid travel document (ticket) one way or double trip in the presence of the travel document (ticket) there and back.
3. The decision on issue or on refusal in issue of UPD-ZhD is accepted by diplomatic representation and consular establishments of the Republic of Lithuania in the Russian Federation.
