Permit the commission on emergency situations of the Industry ministry of the Republic of Belarus and the commissions on emergency situations of links of industry subsystem of the state system of the prevention and liquidation of emergency situations, and also governing bodies on emergency situations in case of need of rapid response (according to the plan of protection of the population and the territories from emergency situations of natural and technogenic nature, plans of the prevention and liquidation of emergency situations of natural and technogenic nature) in case of liquidation of emergency situations to attract in accordance with the established procedure necessary transport, rescue, fire, medical, recovery, other forces and means, and also to use reserves of material resources, communication networks and information located in the territories subordinated to them.";
