"22. After completion of veterinary actions for delivery for conversion of the animals, products and raw materials of animal origin constituting special peril for health of animals and the person, the state veterinary health inspector of the corresponding territory draws up the statement of their delivery in the form established by authorized state body in the field of veterinary science.
23. The act of delivery for conversion of the animals, products and raw materials of animal origin constituting special peril for health of animals and the person is signed by the state veterinary health inspector, the head of the organization for conversion of products and raw materials of animal origin and the owner of animals, products and raw materials of animal origin and sealed district (city) territorial subdivision of department of authorized state body in the field of veterinary science.
