About introduction of amendments to some laws of Ukraine concerning enhancement of procedure for release of publishing products on the terms of the state order

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following laws of Ukraine:

1. Part the fourth article 1 of the Law of Ukraine "About the state order for satisfaction of priority state requirements" (Sheets of the Verkhovna Rada of Ukraine, 1996, N 3, Art. 9; 2000, N 4, Art. 28; 2006, N 14, 118) after words "mass media" to add the Art. with words "release of publishing products on the terms of the state order".

2. The law of Ukraine "About publishing" (Sheets of the Verkhovna Rada of Ukraine, 1997, N 32, Art. 206; 2002, N 29, Art. 194; 2003, N 30, Art. 247; 2004, N 11, Art. 141, N 16, Art. 238; 2005, N 33, Art. 429, N 51, Art. 553; 2007, N 1, Art. 3; 2009, N 6, 20) to add the Art. with Article 26-1 of the following content:

"Article 26-1. The state order on release of publishing products

The state order on release of publishing products is created according to requirements of the Law of Ukraine "About the state order for satisfaction of priority state requirements" taking into account the features provided by this Article.

Indicators of the state order on release of publishing products is the total amount of the printing edition, its circulation and cost. Total amounts of the publishing products which are turned out according to the state order shall correspond to total amounts of its distribution.

The state customers as the main managers of means of the government budget within allocated funds and proceeding from the approved indicators of the state order according to the list of the book editions provided to release according to the state order which is constituted based on expert opinions sign public contracts in which economic and legal obligations of the parties are determined and relations of the customer and the contractor are regulated.

The choice of contractors of the state order is performed according to the procedure, established by the Law of Ukraine "About implementation of public procurements".
