About safety of objects of fuel and energy complex

This Federal Law establishes the organizational and legal basis in the field of safety of objects of fuel and energy complex in the Russian Federation, except for objects of nuclear power, for the purpose of prevention of acts of illegal intervention, determines powers of federal bodies of the government and public authorities of subjects of the Russian Federation in the specified sphere, and also the rights, obligations and responsibility of subjects of fuel and energy complex.
For the purposes of this Federal Law the following basic concepts are used:
1) the act of illegal intervention - the illegal action (failure to act), including act of terrorism or attempt at its making which is menacing to safe functioning of object of fuel and energy complex, entailed damnification of life and to human health, damage or destruction of property or created threat of approach of such effects;
2) anti-terrorist security of object of fuel and energy complex - the condition of security of the building, structure, construction or other object of fuel and energy complex interfering making of act of terrorism on it;
3) safety of objects of fuel and energy complex condition of security of objects of fuel and energy complex from acts of illegal intervention;
3. 1) the safety area of object of fuel and energy complex - the part of the territory determined according to Item 1 of part 6 of article 9 of this Federal Law, water, airspace around separate object of fuel and energy complex in which borders the measures aimed at providing specific mode of protection of such object against acts of illegal intervention are implemented;
