The State Parties of this agreement on behalf of the governments (further - the Parties),

being guided by the Agreement on creation of general scientific and technological space of the State Parties of the Commonwealth of Independent States of November 3, 1995,

considering the interlibrary subscription of the State Parties of the CIS as the most important instrument for ensuring of functioning of general information and scientific and technological space,

confirming commitment to obligations concerning human rights on open entry to information,

proceeding from mutual interest in development of cooperation in the interlibrary subscription and enhancement of the mechanism of mutual use of funds of libraries, documentary funds and bodies of information,

agreed as follows:

Article 1

1. The parties create system of the interlibrary subscription of the states of members of the CIS (further - SMBA) on the basis of interaction of the national MBA systems (further - NSMBA) and documentary funds.

2. The parties assign functions of coordination of interlibrary servicing in SMBA to the Russian state library.

Article 2

1. The parties according to their national legal systems take measures for creation and development effective NSMBA, the Parties providing for users the maximum availability of funds of libraries and bodies of information irrespective of their departmental accessory.

2. The parties determine parent organizations of the national NSMBA systems for implementation of coordination of activities of libraries and bodies of information. In the presence of several parent organizations one of them is allocated with functions of the national center of the interlibrary subscription bearing responsibility for scientific, methodical and organizational support and observance of requirements of SMBA.

3. The parties undertake obligations on legal and financial and economic support of NSMBA and the centers of the interlibrary subscription and development of SMBA on contractual basis.
