List of amending documents

The Cabinet of Ministers of Ukraine decides:

1. Approve the State target social development program in Ukraine of sports and tourist infrastructure in 2011-2022 (further - the Program) which is applied.

2. To the ministries, other central executive bodies, actionees of the Program to provide in time of creation of the draft of the Government budget of Ukraine for the corresponding year of means, necessary for accomplishment of the tasks and actions provided by the Program.

3. To the ministries, other central executive bodies, the Transcarpathian, Ivano-Frankivsk, Lviv and Chernivtsi regional public administrations to give annually till January 15 to the National agency concerning preparation and carrying out in Ukraine of final part of the European championship of 2012 on soccer and implementation of infrastructure drafts of the data on condition of accomplishment of the Program for generalization and provision to the 30th coming behind the accounting period, information to the Cabinet of Ministers of Ukraine.

4. No. 970 is excluded according to the Resolution of the Cabinet of Ministers of Ukraine of 24.10.2012

The state target social development program in Ukraine sports and tourist infrastructure in 2011-2022

Program purpose

The purpose of this Program is development of sports, tourist and transport infrastructure, creation of conditions for receipt of the right to carrying out in Ukraine of the winter Olympic and Paralympic Games of 2022.

Ways and methods of the problem resolution

The problem is provided to be solved in the way:

reductions of objects of sports, tourist and transport infrastructure in compliance with international standards and regulations, and also requirements of the International federations for the corresponding sports for proper training of the national teams of teams of Ukraine to winter Olympic and winter Paralympic игрвм on 15 Olympic and five Paralympic sports;

preparation of necessary number of specialists in questions of the organization and holding the winter Olympic and Paralympic Games of 2022;

creations of conditions for the maximum involvement of non-state organizations and organizations to development of sports, transport and tourist infrastructure.

Forecast amounts and sources of financing of the tasks and actions provided by the Program are given in appendix 1.

The program is provided to be executed two stages.

At the first stage (2011-2014) it is planned to develop the feasibility statement, projects, masterful plans, to create new and to renew the available sports, tourist, transport infrastructure.

At the second stage (2015-2022) development of master plans, the feasibility statement on the national project" the Olympic hope - 2022" - creation of sports and tourist infrastructure", the design estimates, construction, reconstruction, repair of objects of sports, tourist and transport infrastructure taking into account international standards and regulations, ensuring holding the international competitions in the territory of Ukraine is provided.

Tasks and actions

Tasks and actions for accomplishment of the Program determined in appendix 2, are directed to creation of modern sports, tourist and transport infrastructure for development in Ukraine of tourism and world-class winter sports. Based on the specified tasks and actions plans of preparation of specific objects (creation of modern sports bases on winter sports and proper infrastructure of accommodation of guests, participants and fans of sports competitions, the airports, the railroads, highways, institutions of health care, culture and art, and so forth) taking into account requirements and regulations of the International federations on the corresponding sports are developed.

The task and actions for accomplishment of the Program are determined taking into account requirements and regulations of the international federations by the corresponding sports and the preliminary feasibility statement on the national project" Olympic hope-2022" - creation of sports and tourist infrastructure", the Cabinet of Ministers of Ukraine approved by the order of September 10, 2012 No. 701.

Within accomplishment of tasks and actions of the Program responsible for their accomplishment central and local executive bodies develop investment projects taking into account needs of persons physically challenged for which realization the companies of organizations of persons with disabilities are attracted.

The expected results, efficiency of the Program

Accomplishment of the Program (2011-2022) will allow:

provide development of sports, tourist and transport infrastructure according to international standards;

increase loading of sporting venues and as a result profit on their operation which will promote reduction of load of account part state and local budgets;

reduce amount of the expenses connected with holding trainings of the national teams of teams abroad;

increase the number of the youth doing winter sports in children's and youth sports schools;

provide effective use of sporting venues;

increase amount of currency receipts due to creating favorable conditions for development of the tourist industry, holding trainings of athletes and competitions of any level;

construct 27 populations of sporting venues of the international level, available to all categories, that will promote creation of conditions for competitions of any level;

increase during 2011-2022 on 1, millions quantity of the workplaces created in construction, transport, hotel, tourist and recreational area, service industry and the accompanying fields of activity;

provide participation of the national teams of teams in the winter Olympic and Paralympic Games of 2022 (15 Olympic and 5 Paralympic sports);

increase the number of faces doing winter sports by 30 percent;

create by carrying out investment tenders favorable conditions for involvement of private investors, international financial institutions, credit resources and other sources of receipts for implementation of investment projects, study of feasibility statements and accomplishment of business plans of construction new and renewals of the available sports, tourist and transport infrastructure;

increase the level of development of winter sports, determine organizational and normative legal principles of development of sports, tourist and transport infrastructure according to international standards and taking into account national interests.

Indicators of the expected results of accomplishment of the Program are determined in appendix 3.

Amounts and sources of financing

Financing of the Program is performed at the expense of means of private investors, state and local budgets, including on the terms of joint financing and the state support provided in accordance with the established procedure in the form of the state guarantees, and also other sources which are not prohibited by the law.

The amount of financing of the Program is specified annually taking into account real opportunities state and local budgets and other sources, and also results of accomplishment of the Program for previous period.
