for the purpose of ensuring participation of the research organizations and specialists of the State Parties of the Commonwealth of Independent States in accomplishment of national scientific and technical programs,

being effective according to the Agreement on creation of general scientific and technological space of the State Parties of the Commonwealth of Independent States of November 3, 1995,

agreed as follows:

Article 1 of Determination

For the purposes of this agreement the stated below terms have the following values:

"the national scientific and technical program" (further - the Program) the scientific and technical program or independent Sections of research and development works of other program which is carried out for the state needs by the scientific organizations, organizations of the higher school and the companies irrespective of patterns of ownership in case of financial support from means of the government budget of the relevant Party;

"the state customer" - executive body (or other authorized organization) the Parties, the responsible for the organization and payment for work for accomplishment of the Program, determining the organization customer, exercising control of matching of the organizations contractors and specialists from other states, the level of contract prices on custom scientific and technical researches and developments, expenditure of the funds allocated for accomplishment of the Program, acceptance of the completed phases of works of the Program and work on it in general;
