1. Approve the Interstate target development program of the Case of forces of the Commonwealth of Independent States for mitigation of consequences of emergency situations of natural and technogenic nature for the period till 2010 it (is applied).

2. To the governments of the State Parties of the Commonwealth to develop and perform measures of implementation of the specified Program.

3. This Decision becomes effective from the date of delivery on storage to depositary of the third notification on accomplishment by the states of the interstate procedures necessary for its entry into force which signed it.

For the states which performed necessary interstate procedures later the Decision becomes effective from the date of delivery on storage to depositary of notifications on accomplishment of the mentioned procedures.

It is made in the city of Moscow on November 25, 1998 in one authentic copy in Russian. The authentic copy is stored in the Executive Secretariat of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

In Regulations on the Case of forces of the Commonwealth of Independent States for mitigation of consequences of emergency situations of natural and technogenic nature (further - the Case of forces) accepted by Council of CIS Heads of Government on December 9, 1994 tasks of the Case of forces are determined insufficiently fully. possibility of use of the Case of forces both in peace, and in wartime;

providing conditions for phased transition to completion of rescue units by specialists on contractual basis;

use and creative application by preparation of divisions of experience of national Armed Forces, structures of civil defense, protection of the population and the territories from emergency situations.
