attaching importance to legal regulation of the relations when forming and using information resources of border troops and to increase in efficiency of mutually beneficial cooperation in this area,

based on the documents on boundary cooperation accepted within the Commonwealth of Independent States and wishing to develop the arrangements provided in agreements on mutual ensuring safety of interstate secrets from January 22, 1993, on information support of accomplishment of multilateral agreements of September 24, 1993 on exchange of information concerning protection of external borders of the State Parties of the Commonwealth of Independent States of April 12, 1996 and the Decision on the Concept of interstate subsystem of information exchange between border troops of the State Parties of the Commonwealth of Independent States of October 18, 1996,

aiming to render each other broader assistance in replenishment of information resources of border troops, ensuring their necessary protection and rational use in the course of interstate information exchange,

agreed as follows:

Article 1 Determination of Terms

For the purposes of this agreement the stated below terms have the following values:

information - the information about persons, objects, facts, events, the phenomena and processes, irrespective of form of their representation;

the document - the means of documentation containing in the fixed type in the established forms and rules information necessary for realization of information processes;

the material data carrier - material with certain physical properties which can be used for record and storage of information;

documentary information - information fixed on the material carrier with the details allowing to identify it;

information resources - the set of documentary information processed in certain procedure in information systems;
