About approval of regulations on medico-social organizations of the Ministry of Health of the Republic of Uzbekistan
In pursuance of the Resolution of the President of the Republic of Uzbekistan of May 30, 2011 No. PP-1542 "About additional measures for further strengthening of social protection lonely aged, pensioners and disabled people for 2011 - 2015" the Cabinet of Ministers decides:
1. Approve:
Regulations on houses nursing homes for aged and persons with disability Sakhovat according to appendix No. 1;
Regulations on houses nursing homes for persons with disability Muruvvat according to appendix No. 2;
Regulations on houses nursing homes for children with disability Muruvvat according to appendix No. 3;
Regulations on sanatoria for aged and persons with disability, veterans of war and work according to appendix No. 4;
Regulations on Republican boarding house for veterans of war and work according to appendix No. 5.
2. To the Ministry of Health of the Republic of Uzbekistan together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent:
in three-months time to bring activities of houses nursing homes Sakhovat and Muruvvat, sanatoria for aged and disabled people, veterans of war and work, Republican boarding house for veterans of war and work into compliance with requirements of the provisions approved by this resolution;
take measures for further strengthening of material and technical resources of houses nursing homes Sakhovat and Muruvvat, sanatoria for aged and disabled people, veterans of war and work, Republican boarding house for veterans of war and work and to creation in them necessary conditions for assistance lonely aged, to disabled people, veterans of war and work;
provide systematic control of activities of houses of nursing homes Sakhovat and Muruvvat, sanatoria for aged and disabled people, veterans of war and work, Republican boarding house for veterans of war and work, to render them every possible assistance in implementation of the tasks assigned to them.
3. To the ministry of national education together with the Ministry of Health of the Republic of Uzbekistan:
in three-months time to review programs of education and training of the handicapped children having expressed or much the expressed mental violations;
it is regular to perform actions for preparation, retraining and advanced training of teachers and tutors taking into account modern technologies of education, training, psychological and intellectual development of children with disability.
4. To the Ministry of Health of the Republic of Uzbekistan:
provide rendering on permanent basis of the preventive, diagnostic, medical and advisory help to persons living in houses nursing homes Sakhovat and Muruvvat, sanatoria for aged and persons with disability, veterans of war and work, Republican boarding house for veterans of war and work;
perform in the procedure for action for preparation, retraining and advanced training of health workers of medico-social organizations of the Ministry of Health of the Republic of Uzbekistan established by the legislation.
5. Make changes to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 6.
6. To the Ministry of Labour and Social Protection of the population of the Republic of Uzbekistan together with the interested ministries and departments to bring departmental regulatory legal acts into accord with this resolution in a month.
7. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan Azimov R. S.

to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of August 23, 2011 No. 240
1. This Provision determines procedure for education and the organization of activities of houses nursing homes for elderly and persons with disability Sakhovat (further - houses nursing homes Sakhovat) the Agency of medico-social services under the Ministry of Health of the Republic of Uzbekistan.
2. Houses nursing homes Sakhovat are the public medico-social institutions for constantly living in the Republic of Uzbekistan lonely aged and persons with disability of I and II groups aged from 18 years which do not have relatives or other persons who shall contain them according to the Family code of the Republic of Uzbekistan (further sponsored).
3. Houses nursing homes Sakhovat in the activities are guided by the Constitution and the laws of the Republic of Uzbekistan, resolutions of chambers of Oliy Majlis of the Republic of Uzbekistan, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, orders of the Ministry of Health and Agency medico-социальних services of the Republic of Uzbekistan, other acts of the legislation, this Provision, and also the charters.
4. 6. Charters of houses nursing homes Sakhovat affirm the Agency of medico-social services.
7. Coordination of activities of houses nursing homes Sakhovat is performed by department of medico-social services of the Republic of Karakalpakstan, regional managements of health care and Head department of health care of Tashkent.
8. The number of places in houses nursing homes Sakhovat is established by the Agency of medico-social services of the Republic of Uzbekistan in coordination with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent with obligatory observance of health regulations, regulations and hygienic standard rates.
9. Houses nursing homes Sakhovat are legal entities in the form of public institution, have the charter, separate balance, personal account in the relevant territorial subdivision of treasury and the currency account in bank, seal with the image of the State Emblem of the Republic of Uzbekistan and with indication of the name, stamp, forms.
Houses nursing homes Sakhovat undergo state registration in khokimiyats of areas (cities).
10. The main objectives of houses nursing homes Sakhovat are:
content, social servicing, improvement and support sponsored, creation of the conditions promoting receipt of the high-quality medico-public assistance by them;
providing social legal protection of the legitimate rights and interests sponsored, ensuring protection of their health;
first aid, carrying out medical examination 2 times a year with involvement of highly qualified specialists of health care system, planned improvement, in case of needs their treatment in specialized hospitals, on medical indications providing sponsored by prosthetic and orthopedic products, technical means of rehabilitation (hearing aids, wheelchairs, canes and crutches);
holding the sanitary and anti-epidemic and cultural and educational actions directed to systematic work and enhancement of social servicing of sponsored.
11. Sakhovat also persons with disability of I and II groups aged from 18 years which do not have relatives or other persons who shall contain them according to the Family code of the Republic of Uzbekistan are subject to acceptance to houses nursing homes constantly living in the Republic of Uzbekistan lonely aged.
Acceptance is performed in the presence of empty seats.
12. Contraindications to the direction to houses nursing homes Sakhovat are:
epilepsy with frequent (more than 5 times a month) attacks, tendency to serial attacks, the epileptic status, twilight conditions of consciousness, dysphorias;
the mental diseases which are followed by the gross violations of inclination and disorders of behavior dangerous to the most sick and people around.
13. General contraindications to acceptance to houses nursing homes Sakhovat are:
tuberculosis in active stage of process;
infectious diseases of skin and hair;
acute infectious diseases;

venereal diseases.
Persons in whom in case of receipt to houses nursing homes Sakhovat the increased temperature or rash of not clear etiology is found are subject to the direction in healthcare institutions.
14. The direction to houses nursing homes Sakhovat, and also transfer from one in another are performed based on the order of heads of departments of medico-social services of the Republic of Karakalpakstan, areas and Tashkent, accepted according to the decision of the Special commission of the Agency of medico-social services in accordance with the established procedure.
