About the Concept of Bases of the bank law of EurAsEC
The bureau of Inter-parliamentary Assembly decides:
1. Approve the MPA of EurAsEC provided by the Permanent commission on economic policy the draft of the Concept of Bases of the bank law of EurAsEC (is attached).
2. According to the Agreement on the status of Bases of the legislation of Eurasian economic community, procedure for their development, acceptance and realization of June 18, 2004 to send the draft of the Concept and reasons for need of development of Bases of the bank law of EurAsEC to Integration Committee of EurAsEC for the organization of the procedure of consideration of documents by the governments of the Parties.

Bases of the bank law of EurAsEC (further - Bases) the fundamental regulatory legal act of Community establishing the main beginnings of legal regulation of banking activity, the principles and mechanisms of functioning of bank systems, single for state members of EurAsEC, determining the status of the Central (National) bank, procedure for creation and activities of banks, non-bank credit institutions, implementation by them of banking activities and other activities.
The purposes of development of Bases are:
assistance of economic integration of state members of EurAsEC by rapprochement of their bank systems;
creation of legal conditions for unification and harmonization of bank laws of state members of EurAsEC;
ensuring functioning of bank systems of state members of EurAsEC on the basis of the single principles.
In state members of EurAsEC the necessary legal mechanism of regulation of the relations in the bank sphere is created now. This circumstance causes need to consider by preparation of Bases the distinctions existing in state members of EurAsEC in approaches to implementation of banking activity.
