The governments of the State Parties of this agreement which are hereinafter referred to as with the Parties

recognizing importance of cooperation in prevention of delivery and spread of the quarantine and other infectious diseases constituting special peril for the population of the State Parties of the Agreement;

being guided by desire to continue and expand cooperation in the field of health care and to provide coordination of the governmental anti-epidemic and sanitary and hygienic activities on sanitary protection of the territories of the states of the Parties,

proceeding from interests of mutual protection of the territories of the states of the Parties from delivery and realization of goods and loads potentially hazardous to health of the population during the implementing of contracts and development of economic and commercial intercourses within the Commonwealth of Independent States,

agreed as follows:

Article 1

The parties will hold necessary events for sanitary quarantine control at check points on borders of the states of the Parties according to the List of quarantine and other infectious diseases and the Inventory and the loads which are subject sanitary quarantine to control (appendices 1 and 2). These lists can be changed according to the decision of Council for cooperation in the field of health care of the Commonwealth of Independent States. Expenses on sanitary quarantine goods control or loads are determined according to the accepted national rates.

Article 2

The parties shall follow mutually approved health regulations and regulations on sanitary protection of the territories from delivery and spread of the quarantine and other infectious diseases constituting special peril for the population, goods and loads when importing, exporting and transit through check points on borders of the states of the Parties. The specified health regulations and regulations are accepted as interstate by Council for cooperation in the field of health care of the Commonwealth of Independent States.

Article 3

For the purpose of development of regular cooperation in the field of sanitary protection of the territories of the Party shall:

take necessary measures to the prevention of delivery and spread of the quarantine and other infectious diseases constituting special peril for the population from the territory of the state of one Party on the territory of the state of other Party;

perform necessary actions for prevention of delivery and realization when importing, exporting and transit of goods and loads potentially hazardous to health of the population;

exchange the normative and legal and other documents regulating actions for sanitary protection of the territories;

communicate about identification and spread of the quarantine and other infectious diseases constituting special peril for the population in the territories of the states of the Parties;

communicate about research works in the field of sanitary protection of the territories;

exchange specialists for the purpose of:

- implementation of selective sanitary and hygienic check of goods in places of their production and procurement;

- the operational solution of questions of sanitary and quarantine control on border check-points;

- studying of achievements of science and practice in the field of sanitary protection of the territories within the existing cooperation;

render each other scientific, technical and other assistance in holding anti-epidemic actions for sanitary protection of the territories (identification, localization and liquidation of the epidemic centers) and implementation of sanitary and quarantine control;

send at the request of any Party of specialists of antiplague or other anti-epidemic organizations of one or several Parties in emergency situations of epidemiological nature.

Article 4

The scientific and methodical management, coordination of the research works which are carried out by the Parties in the field of sanitary protection of the territories and also development together with the relevant public sanitary and epidemiologic services and research institutions of regulating documents, instructions and recommendations about questions of sanitary protection of the territories is performed by Research antiplague institute "Mikrob" of the Russian Federation.

Article 5

The parties shall accept according to the current legislation about sanitary protection of the territory of the state of the import Party all measures to prevention of delivery and distribution on the territory of the state of other Party of goods and loads potentially hazardous to health of the population.

Each batch or loads which is subject sanitary quarantine to control, exported from the territory of the state of one Party on the territory of the state of other Party shall be followed by the allowing document issued by national public sanitary and epidemiologic service, confirming hygienic assessment. Compliance of goods or load to the sanitary and hygienic requirements imposed by the importing Party makes sure of the document. Expenses on issue of this document are incurred by the owner of goods or load according to the rates accepted aside.

Each batch or loads which is subject sanitary quarantine to control which is conveyed as transit goods through the territory of the state of one Party shall be followed also by the allowing document issued by the public sanitary and epidemiologic service of the sending party, confirming hygienic assessment.

Authorized bodies of the Parties reserve the right when importing to the territory of their states of the goods and loads which are subject sanitary quarantine to control to expose additional terms on sanitary and hygienic condition of batch of such goods or load. In the specified cases competent authorities of the import Party shall inform competent authorities of the export Party on additional terms of sanitary and hygienic condition of goods and loads, effective periods of additional terms and the inventory and loads to which they extend.

Article 6

The vehicles of one Party used for transportation of passengers, goods and loads on the territory of the state of other Party and also tare packaging and other packaging materials for transportation of goods and loads shall conform to sanitary and hygienic and anti-epidemic requirements of the host party.
