The State Parties of the Commonwealth of Independent States which are hereinafter referred to as the Party

unconditionally condemning the totalitarian practice of forced relocation of the people, ethnic minorities and certain citizens of the former USSR taking place in the past as the crime contradicting the universal, humane principles

considering that the legal and other regulations adopted former allied, republican both by regional authorities and managements, officials about forced relocation of the people, ethnic minorities and certain citizens of the former USSR are illegal and invalid from the very beginning,

confirming the right of the deported persons, ethnic minorities and the people on recovery of historical justice and return to places of their accommodation at the time of deportation,

realizing that providing this right has interstate nature and requires the approved approaches both on multilateral, and on bilateral basis,

recognizing necessary to assume liabilities on protection of legitimate interests of the deported persons, ethnic minorities and the people and to ensuring voluntary return to places of their accommodation at the time of deportation,

agreed as follows:

Article 1.

The parties provide to the deported persons who are voluntarily returning to places of their accommodation at the time of deportation, the political, economic and social rights and conditions for arrangement, employment, education, national, cultural and spiritual development, equal with the citizens who are constantly living there.

In case of implementation of provisions of this agreement the rights and legitimate interests of the citizens living in the corresponding territories shall not be infringed.
