1.1. Procedure for carrying out external independent estimation in 2012.
1.3. Regulations on the appeal commission of the Ukrainian center of estimation of quality of education.
2. To provide to the Ukrainian center of estimation of quality of education (Zaytsev I. P.) state registration of this order in the Ministry of Justice of Ukraine.
3. To impose control over the implementation of the order on the First Deputy Minister of Education and Science, youth and sport of Ukraine Sulima E. M.
4. This order becomes effective from the date of its official publication.

1.1. This Procedure determines the basic principles of carrying out in 2012 of external independent estimation of educational achievements of persons which showed willingness to arrive in higher educational institutions of Ukraine for receipt of obrazovatelnokvalifikatsionny level of the junior specialist, the bachelor (the specialist, the master of the medical and veterinary and medical directions) (further - external estimation).
1.2. External estimation is performed on the basis of technologies of pedagogical testing.
1.3. Main goal of carrying out external estimation - objective and impartial estimation of level of educational achievements of persons who got the complete general secondary education and showed willingness to arrive in higher educational institutions of Ukraine.
2.1. Person who has the complete general secondary education or is pupil (student) of graduation class (rate) of educational institution of system of general secondary education can take part in external estimation and it was registered in accordance with the established procedure.
2.2. Person who was registered for passing of external estimation (further - the entrant) has the right on:
2.2.1. Test passing it is no more than in four objects specified in Item 1 of the order of the Ministry of Education and Science, youth and sport of Ukraine of 09.08.2011 No. 946 "About external independent estimation of educational achievements of persons which showed willingness to arrive in higher educational institutions of Ukraine in 2012" registered in the Ministry of Justice of Ukraine 26.08.2011 for No. 1006/19744: Ukrainian and literature, history of Ukraine, world stories, mathematics, biology, geography, physics, chemistry, Russian, one of foreign languages (for choice): English, German, French, Spanish.
2.2.2. Receipt of consultations concerning the procedure of carrying out external estimation prior to work as the entrant on the test.
2.2.3. Accomplishment of tests which meet the requirements of the programs of external independent estimation approved by the Ministry of Education and Science, youth and sport of Ukraine.
2.2.4. Obtaining and use in the course of passing of external estimation of the tests translated to language by which it was performed training in general education educational institution: Crimean Tatar, Moldavian, Polish, Russian, Romanian, Hungarian.
2.2.5. Acquaintance with the rights and obligations of the entrant.
2.2.6. The polite and impartial attitude towards from persons responsible for the organization and carrying out external estimation.
2.2.7. Safe conditions during test passing.
2.2.8. Information access about:
to the purpose and program of external estimation;
forms of test tasks;
procedure for passing of external estimation;
time and venue of external estimation;
use in Items of testing of technical means (means of video surveillance, metal detectors and so forth);
procedure for determination of results of external estimation;
method and time of the announcement of results of external estimation.
2.2.9. Appeals concerning violation of the procedure of carrying out external estimation and concerning results of external estimation.
2.3. The entrant whose personal data are processed in the course of external estimation has the rights determined by article 8 of the Law of Ukraine "About personal data protection".
2.4. The entrant shall:
2.4.1. Study information on procedure for passing of external estimation.
2.4.2. It is polite to treat persons who will organize, carry out or take part in external estimation.
2.4.3. To arrive timely to the testing Item determined by the Ukrainian center of estimation of quality of education with the documents, necessary for passing of external estimation, specified in Item 6.14 of the Section VI of this Procedure.
2.4.4. Follow instructions and requirements of specialists who will organize and carry out external estimation, concerning test procedure.
2.4.5. After completion of work over the test to return forms of answers to persons who hold testing, to be convinced that they are put in special packet, to certify this fact the signature in the classroom protocol of carrying out external independent estimation.
