About adoption of the technical regulation of the Customs union "The technical regulation on fat-and-oil products"
According to article 13 of the Agreement on the single principles and rules of technical regulation in the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation of November 18, 2010 the Commission of the Customs union (further – the Commission) solved:
1. Accept the technical regulation of the Customs union "The technical regulation on fat-and-oil products" (TR CU 024/2011) (is applied).
2. Ceased to be valid according to the Decision of Board of the Eurasian economic commission of 29.03.2022 No. 53
3. Establish:
3.1. The technical regulation of the Customs union "The technical regulation on fat-and-oil products" (further – the Technical regulation) becomes effective since July 1, 2013, at the same time:
- the requirement of Appendix of 1 Technical regulation for safety indicator "бенз (and) pyrene" becomes effective since January 1, 2014,
- the requirement for safety indicator trans-isomers of fatty acids becomes effective according to the terms established by Appendix 1 of the Technical regulation;
3.2. The documents on assessment (confirmation) of compliance to the mandatory requirements established by regulatory legal acts of the Customs union or the legislation of state member of the Customs union, issued or accepted concerning products which are object of technical regulation of the Technical regulation (further – products), about day of entry into force of the Technical regulation, are valid before the termination of term of their action, but no later than February 15, 2015. The specified documents issued or accepted about day of official publication of this Decision are valid before the termination of term of their action.
From the date of entry into force of the Technical regulation issue or adoption of documents on assessment (confirmation) of compliance of products to the mandatory requirements which are earlier established by regulatory legal acts of the Customs union or the legislation of state member of the Customs union is not allowed;
3.3. Till February 15, 2015 production and release into the stream of commerce of products according to the mandatory requirements which are earlier established by regulatory legal acts of the Customs union or the legislation of state member of the Customs union in the presence of the documents on assessment (confirmation) of compliance of products specified to mandatory requirements, issued or accepted about day of entry into force of the Technical regulation is allowed.
The specified products are marked by national mark of conformity (market access mark) according to the legislation of state member of the Customs union.
Marking of such products single market circulation mark of state members of the Customs union is not allowed;
3.4. The product circulation, released during action of the documents on assessment (confirmation) of compliance specified in subitem 3.2 of this Decision is allowed during the expiration date of products established according to the legislation of state member of the Customs union.
4. To the secretariat of the Commission jointly with the Parties to prepare the draft of the Actions plan, necessary for implementation of the Technical regulation, and in three-months time from the date of entry into force of this Decision to provide representation it on approval of the Commission in accordance with the established procedure.
5. To provide to the Russian side with participation of the Parties based on monitoring of results of application of standards preparation of offers on updating of lists of the standards specified in Item 2 of this Decision and their representation at least once a year from the date of entry into force of the Technical regulation in the Secretariat of the Commission for approval by the Commission in accordance with the established procedure.
6. To the parties:
6.1. Prior to the day of entry into force of the Technical regulation to determine the state control (supervision) bodies responsible for implementation of the state control (supervision) of observance of requirements of the Technical regulation and to inform on it the Commission;
6.2. From the date of entry into force of the Technical regulation to provide carrying out the state control (supervision) of observance of requirements of the Technical regulation taking into account subitems 3.2 - 3.4 presents of the Decision.
7. This Decision becomes effective from the date of its official publication.

The technical regulation on fat-and-oil products
Preface
1. This technical regulation of the Customs union is developed according to the Agreement on the single principles and rules of technical regulation in the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation of November 18, 2010.
2. This technical regulation of the Customs union is developed for the purpose of establishment on single customs area of the Customs union single obligatory for application and execution of requirements to fat-and-oil products, ensuring free movement of the fat-and-oil products released on single customs area of the Customs union.
3. If concerning fat-and-oil products other technical regulations of the Customs union establishing requirements to fat-and-oil products are accepted, then the fat-and-oil products shall conform to requirements of these technical regulations of the Customs union which action extends to it.
1. This technical regulation of the Customs union "The technical regulation on fat-and-oil products" (further - the technical regulation) extends to the fat-and-oil products released in the territory of state members of the Customs union establishes requirements to it, including requirements to its packaging and marking, and also to the related production processes, storages, transportations, realization.
Action of this technical regulation does not extend:
- on the fat-and-oil products received in the course of nonindustrial production, except for vegetable oil;
- non-food fat-and-oil products, except for glycerin of natural crude and laundry soap.
2. This technical regulation establishes requirements to fat-and-oil products for the purpose of protection of life and health of citizens and the prevention of the actions misleading acquirers (consumers).
3. In case of application of this technical regulation requirements of other technical regulations of the Customs union which action extends to fat-and-oil products shall be considered.
Object of technical regulation of this technical regulation are the following fat-and-oil products:
1) food fat-and-oil products:
a) vegetable oils;
b) fractions of vegetable oils;
c) oils (fats) the reesterified refined deodorized;
d) oils (fats) the hydrogenated refined deodorized;
e) margarine;
e) spreads vegetable and creamy and vegetable and fatty;
g) mixes melted vegetable and creamy and vegetable and fatty;
h) fats of special purpose, including fats culinary, confectionery, baking;
i) substitutes of milk fat;
j) cocoa butter equivalents;
k) improvers of cocoa butter of SOS type;
l) substitutes of cocoa butter of POP type;
m) the cocoa butter substitutes which are not tempered not lauric type;
o) the cocoa butter substitutes which are not tempered lauric type;
about-1) the cocoa butter substitutes which are not tempered the mixed type;
o) sauces on the basis of vegetable oils;
p) mayonnaise;
c) sauces mayonnaise;
r) creams on vegetable oils;
s) the glycerin distilled;
2) non-food fat-and-oil products:
a) glycerin natural crude;
b) laundry soap.
1. Fat-and-oil products - vegetable oils and products made on the basis of vegetable or vegetable and animal oils and fats (including fats of fishes and marine mammals), with addition or without addition of water, nutritional supplements and other ingredients.
2. Food fat-and-oil products - the fat-and-oil products intended for consumption or application in different industries of the food industry.
3. Determinations of food fat-and-oil products:
1) vegetable oil (see appendix 4) - the mix of glycerides of fatty acids and the substances accompanying them extracted from oily raw materials and containing at least 99 percent of fat;
2) oily raw materials - seeds, fruits of oily plants, oil-containing parts of vegetable cultures;
3) fraction of vegetable oil - the mix of glycerides of fatty acids emitted in the course of fractionation from vegetable oil or fraction of vegetable oil, having melting temperature other than temperature of melting of initial vegetable oil or its fraction;
4) the vegetable oil which is not refined - the vegetable oil purified of small and large suspension, which did not undergo cleaning on complete or partial cycle of stages of purification;
5) the vegetable oil frozen - the vegetable oil purified of suspension and subjected to process of low-temperature removal of wax substances;
6) the vegetable oil hydrated - the vegetable oil purified of fosforosoderzhashchy substances;
