About introduction of amendments to article 5 of the Law of Ukraine "About transactions with raw materials supplied by the customer in the external economic relations"

The Verkhovna Rada of Ukraine decides:

1. Part the twelfth article 5 of the Law of Ukraine "About transactions with raw materials supplied by the customer in the external economic relations" (Sheets of the Verkhovna Rada of Ukraine, 2002, No. 6, Art. 40; 2005, No. No. 17-19, of Art. 267; 2007, No. 9, Art. 73; 2011, 29, the Art. 272) to add No. with paragraphs of such content:

"The letter on approval on export out of limits of customs area of Ukraine as raw materials supplied by the customer of precious metals and gemstones, their waste and scrap (further - the letter on approval) is issued to the subject of managing by the Ministry of Finance of Ukraine free of charge.

The term of issue or provision of the written message on refusal in issue of the letter on approval to the subject of managing constitutes 10 working days from day of registration in the Ministry of Finance of Ukraine of the documents necessary for its obtaining.

The bases for refusal in issue of the letter on approval are:

giving by the subject of managing of information and the documents necessary for receipt of approval, not in full and with violation of regulations of the legislation of Ukraine;

identification in the documents filed by the subject of managing, false information;

not giving to the Ministry of Finance of Ukraine and are imported by the subject of managing of information on amounts of precious metals and gemstones which are actually exported out of limits of customs area of Ukraine as raw materials supplied by the customer into Ukraine in the form of products made of raw materials supplied by the customer under the previous approvals, except cases when the subject of managing addresses for approval for the first time;
