1. Approve Regulations on the state administrator and procedure for its interaction with regional, local allowing authorities and subjects of managing which is applied.

2. Recognize to invalid:

the order of the State committee of Ukraine concerning regulatory policy and entrepreneurship of 05.12.2005 No. 116 "About approval of the Regulations on the state administrator and procedure for its interaction with local allowing authorities, subjects of managing", registered in the Ministry of Justice of Ukraine 10.01.2006 for No. 1/11875;

Item 3 of the order of the State committee of Ukraine concerning regulatory policy and entrepreneurship of 22.09.2006 No. 82 "About actions for ensuring issue of data from the document register of allowing nature", registered in the Ministry of Justice of Ukraine 10.10.2006 for No. 1103/12977;

the order of the State committee of Ukraine concerning regulatory policy and entrepreneurship of 12.10.2009 No. 176 "About introduction of amendments to the order of the State committee of Ukraine concerning regulatory policy and entrepreneurship of 05.12.2005 No. 116", registered in the Ministry of Justice of Ukraine 09.11.2009 for No. 1047/17063;

the order of the State committee of Ukraine concerning regulatory policy and entrepreneurship of 30.05.2011 No. 34 "About introduction of amendments to the order of the State committee of Ukraine concerning regulatory policy and entrepreneurship of 05.12.2005 No. 116", registered in the Ministry of Justice of Ukraine 16.06.2011 for No. 718/19456.

3. In accordance with the established procedure to provide to department of the state regulatory policy and development of entrepreneurship provision of this order on state registration in the Ministry of Justice of Ukraine.

4. To impose control over the implementation of this order on the deputy minister of economic development and trade Ukrainyrukovoditel of Pavlenko V. P device.

5. This order becomes effective from the date of its official publication.

I. General provisions

1.1. This Provision regulates activities of the state administrators and their interaction with regional, local allowing authorities and subjects of managing concerning issue (renewal, issue of duplicates, cancellation) documents of allowing nature, adoption of declarations of compliance of material and technical resources to requirements of the legislation (further - the declaration) by the principle of organizational unity.

1.2. The main terms which are used in this Provision are used in the values given in the Law of Ukraine "About authorization system in the field of economic activity" (further - the Law).

1.3. Other terms are used in such value:

the applicant - the subject of managing or person authorized by it who, (which) addresses the state administrator concerning obtaining (renewal, receipt of duplicates, cancellation) documents of allowing nature, information, consultation and provision of the declaration of compliance of its materialnotekhnichesky base to requirements of the legislation;

the subject of managing - the legal entity registered in the procedure established by the legislation irrespective of its form of business and pattern of ownership, the physical person - the entrepreneur which intends to perform or performs economic activity;

representative regional, local allowing organadolzhnostny person of regional or local allowing body;

the authorized representative of regional, local allowing body - the official of regional or local allowing body, authorized to take part in work of the allowing center as the relevant administrative document of this body.
