About approval of forms of protocols of control of carrying out lotteries with use of electronic systems of acceptance of payment of participation in lottery
According to the Regulations on the Ministry of Finance of Ukraine approved by the Presidential decree of Ukraine of 08.04.2011 No. 446, and also taking into account subitem 4.4.3 of Item 4.4 of Section 4 of Licensed conditions of implementation of economic activity on release and carrying out the lotteries approved by the order of the State committee of Ukraine concerning regulatory policy and entrepreneurship and the Ministry of Finance of Ukraine of 12.12.2002 No. 128/1037 and registered in the Ministry of Justice of Ukraine 25.12.2002 for No. 1005/7293 (with changes) (further - Licensed conditions), I ORDER:
1. Approve:
1.1. Form of the protocol of incoming inspection of the operator of the state lotteries before the termination of sale of tickets (payments of participation in lottery) for circulation draw which is applied;
1.2. Form of the protocol of incoming inspection of the Public treasurer service of Ukraine before the termination of sale of tickets (payments of participation in lottery) for circulation draw which is applied;
1.3. Form of the protocol of initial control of the operator of the state lotteries after the termination of sale of tickets (payments of participation in lottery) and before holding draw of circulation which is applied;
1.4. Form of the protocol of initial control of the Public treasurer service of Ukraine after the termination of sale of tickets (payments of participation in lottery) and before holding draw of circulation which is applied;
1.5. Form of the protocol of initial control of the operator of the state lotteries after holding draw of circulation which is applied;
1.6. Form of the protocol of initial control of the Public treasurer service of Ukraine after holding draw of circulation which is applied.
2. To the public treasurer service of Ukraine (Harchenko S. I.):
2.1. Provide in the Ministry of Finance of Ukraine copies of protocols of control in the first working day after their creation;
2.2. Report to the Ministry of Finance of Ukraine about cases of violation by operators of the state lotteries of requirements of subitem 4.4.3 of Item 4.4 of Section 4 of Licensed conditions regarding providing the Public treasurer service of Ukraine with control facilities which provide possibility of removal of information in real time on payment of participation in lottery.
3. To operators of the state lotteries to provide to the Ministry of Finance of Ukraine protocols of control on electronic and papers in the first working day after their creation.
4. To department of state policy in the field of assay supervision, documents of the strict reporting and lottery activities (Klepchukov V. P.):
4.1. Provide submission of this order in accordance with the established procedure on state registration in the Ministry of Justice of Ukraine;
4.2. Bring this order to the attention of operators of the state lotteries.
5. (Press service) (Kosarchuk V. P.) to provide to management of communications placement of this order on the official website of the Ministry on the Internet.
6. To impose control over the implementation of this order on the deputy minister - the chief of staff of Shevchenko Yu. I.
7. This order becomes effective from the date of its official publication.
