being guided by the purposes and the principles of the Contract on creation of common economic space between the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan and the Republic of Uzbekistan of April 30, 1994;
aiming at effective practical implementation of the arrangements following from the Agreement on interaction in the field of hydrometeorology of state members of the CIS of February 8, 1992;
in view of interdependence of hydrometeorological processes of the region, possibility of the spontaneous hydrometeorological phenomena for which prediction there is need for the coordinated actions of the State Parties;
wishing to extend the developing regional cooperation to rendering necessary assistance in receipt of operational hydrometeorological information by the Parties in case of the spontaneous hydrometeorological phenomena on the basis of international law;
understanding responsibility for providing safe favorable conditions for accommodation and timely protection against natural disasters;
noting that development of hydrometeorological processes is dynamic and has no frontiers, and the correct interpretation of hydrometeorological data requires use of information from the big territories which are not matching with administrative or other division;
recognizing importance of functioning of system of observations, development and enhancement of system of regular obtaining and use of hydrometeorological information for the benefit of safety of the population and economy of the countries and aiming at coordinated actions in the field of exchange of hydrometeorological information, including information on the spontaneous hydrometeorological phenomena;
