About approval of Rules of safe operation of contact network and devices of electric utility service of automatic lock-out of the railroads

According to article 28 of the Law of Ukraine "About labor protection", the subitem 41 of item 4 of the Regulations on the Ministry of emergency situations of Ukraine approved by the Presidential decree of Ukraine of April 6, 2011 No. 402, I ORDER:

1. Approve Rules of safe operation of contact network and devices of electric utility service of automatic lock-out of the railroads which are attached.

2. To public service of mountain supervision and industrial safety of Ukraine (Hokhotva O. I.):

2.1. In accordance with the established procedure to provide submission of this order on state registration in the Ministry of Justice of Ukraine.

2.2. In accordance with the established procedure to enter the order in the State register of regulatory legal acts concerning labor protection.

3. This order becomes effective from the date of its official publication.

4. To impose control over the implementation of this order on the Chairman of Public service of mountain supervision and industrial safety of Ukraine Hokhotva O. I.

Rules of safe operation of contact network and devices of electric utility service of automatic lock-out of the railroads

І. Scope of application

1.1. Requirements of these rules extend to subjects of managing irrespective of patterns of ownership which will organize or carry out works on technical operation, maintenance, routine maintenance and overhaul repairs, recovery, reconstruction and carrying out testing of contact network and devices of electric utility service of automatic lock-out of the railroads (further - subjects of managing), and on workers who perform the works connected with technical operation, servicing, repair, adjustment and testing of contact network and devices of electric utility service of automatic lock-out of the railroads (further - workers).

1.2. These rules establish requirements concerning labor protection in case of operation of contact network and devices of electric utility service of automatic lock-out of the railroads:

contact network of direct current tension of 3,0 of kV and alternating current tension of 25,0 of kV, including stations of joining;

the air-lines up to 35 kV inclusive located on the supporting designs of contact network and on separate support;

the transformer substations connected to the air-lines stated above;

cable lines which belong to the listed above power lines and stations of joining;

the wave guides suspended on support of contact network and on separate support, wires of protection of contact network in case of different methods of grounding of support;

devices of Items of group;

wires of elektrorepelletny protection;

lighting electroinstallations which are on the supporting designs of contact network and on separate support;

the fiber-optic communication links suspended on the supporting designs of contact network;

the shielding and strengthening wires on the supporting designs of contact network and on separate support.

1.3. Works in the operating electroinstallations which are determined in Item 2 of this Section in case of liquidation of damages shall be carried out according to these rules.

1.4. Introduction of electroinstallations in operation and their removal from operation are drawn up by the order of the chief of service of electric utility service or person to who the order of the director assigns such functions.

1.5. Repair work shall be performed on process charts or the project of performance of works developed according to the current legislation.

In case of accomplishment of installation and construction works in electroinstallations observance of requirements of NPAOP 45.2-7.02-80 "Safe engineering in construction Construction Norms and Regulations of III-4-80" and NPAOP 45.21-1.06-91 "Industrial safety rules for installation and construction works in case of electrification of the railroads" is obligatory.

The list of process charts shall be at the power dispatcher and around contact network. In the work permit number of the process chart or the project of performance of works is specified performance of works.

1.6. The procedure for accomplishment of recovery work in places of crossing of contact network with air-lines of other owners agrees with the organizations - owners of lines of any pattern of ownership.

1.7. Machines and mechanisms, the equipment and the tool which are used during the works shall be operational and tested according to existing rules.

1.8. Electric equipment, designs, accessories, nodes of national and foreign production shall meet the requirements of the specifications and technical documentation.

1.9. At each company instructions for labor protection according to requirements of the Regulations on development of instructions for labor protection approved by the order of Committee on supervision of labor protection of the Ministry of Labour and Social Policy of Ukraine of 29.01.98 No. 9, registered in the Ministry of Justice of Ukraine 07.04.98 for No. 226/2666 are developed (NPAOP 0.00-4.15-98), and these rules.

1.10. Training and examination concerning labor protection of workers, the officials connected with servicing of contact network and the related devices of electric utility service of automatic lock-out of the railroads are carried out according to requirements of the Standard regulations on procedure for carrying out the training and examination concerning labor protection approved by the order of the State committee of Ukraine on supervision of labor protection of 26.01.2005 No. 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for No. 231/10511 (further - NPAOP 0.004.12-05), and concerning fire safety - according to requirements of the List of positions, in case of appointment to which faces shall undergo training and examination concerning fire safety, and procedure for their organization, the Ministry of Ukraine approved by the order concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash of 29.09.2003 No. 368, registered in the Ministry of Justice of Ukraine 11.12.2003 for No. 1147/8468 (NAPB B.06.001 03), and Standard regulations on instructing, special training and examination concerning fire safety at the companies, in organizations and the organizations of Ukraine, the Ministry of Ukraine approved by the order concerning emergency situations and for protection of the population against effects of the Chernobyl catastrophic crash of 29.09.2003 No. 368, registered in the Ministry of Justice of Ukraine 11.12.2003 for No. 1148/8469 (NAPB B.02.005-03).

1.11. Preliminary (in case of employment) and periodic (during labor activity) medical examinations of workers are performed at the scheduled time according to requirements of the Procedure for the performing medical examinations of workers of certain categories approved by the order of the Ministry of Health of Ukraine of 21.05.2007 No. 246, registered in the Ministry of Justice of Ukraine 23.07.2007 for No. 846/14113.

1.12. All workers performing works on operation and repair of contact network and devices of electric utility service of automatic lock-out of the railroads are provided with free of charge special clothes, special footwear and other individual protection equipment (further - SIZ) according to the Regulations of free issue of special clothes, special footwear and other individual protection equipment to workers of rail transport of Ukraine approved by the order of the State committee of Ukraine on supervision of labor protection of 21.01.2004 No. 12, registered in the Ministry of Justice of Ukraine 06.02.2004 for No. 169/8768 (NPAOP 60.1-3.01-04).

SIZ shall meet the existing national standards and the requirements of the Technical regulation of individual protection equipment approved by the resolution of the Cabinet of Ministers of Ukraine of 27.08.2008 No. 761, on the corresponding type of products and to be suitable by the sizes according to the Regulations on procedure for providing workers with special clothes, special footwear and other individual protection equipment approved by the order of the State committee of Ukraine on industrial safety, labor protection and mountain supervision of 24.03.2008 No. 53, registered in the Ministry of Justice of Ukraine 21.05.2008 for No. 446/15137 (NPAOP 0.00-4.01-08).

Workers are provided to SIZ according to GOST 12.4.011-89 "SSBT. Remedies of working. General requirements and classification".

1.13. Persons, are younger than 18 years, are not allowed to work on the positions specified in the List of hard work and works with harmful and dangerous working conditions on which application of work of minors is forbidden approved by the order of the Ministry of Health of Ukraine of 31.03.94 No. 46, registered in the Ministry of Justice of Ukraine 28.07.94 for No. 176/385.

1.14. Women are not allowed to performance of works, the hard work and works with harmful and dangerous working conditions specified in the List on which application of work of women is forbidden, approved by the order of the Ministry of Health of Ukraine of 29.12.93 No. 256, registered in the Ministry of Justice of Ukraine 30.03.94 for No. 51/260, and also according to Limit rates of lifting and moving heavy things by the women approved by the order of the Ministry of Health of Ukraine of 10.12.93 No. 241, registered in the Ministry of Justice of Ukraine 22.12.93 for No. 194.

1.15. The victim or the worker who revealed it or other person - the witness of accident shall report about each accident immediately to the direct works manager or other authorized person of the company according to requirements of the Procedure for conducting the investigation and accounting of accidents, occupational diseases and accidents on production approved by the resolution of the Cabinet of Ministers of Ukraine of 30.11.2011 No. 1232, and to take measures for provision of necessary assistance to the victim.

ІІ. Determination of terms, reducings

1. Designations and reducings

In these rules such designations and reducings are used:

VOLS - the fiber-optic communication link;

GPM - hoisting machines and mechanisms;

The DPR - air-line of longitudinal electric utility service by tension of 27,5 of kV (two wires - rail) on the electrified sites of alternating current;

DT - throttle transformer;

The EDS - the shielding wire;

EMF - the electromotive structure;

ECh - electric utility service distance;

EChK - the area of contact network;

EChTs - the power dispatcher;

C - the cable power line;

KTP - complete transformer substation;

KTPZh - complete transformer substation which is connected to PL by tension of 27,5 of kV;

KTPO - complete transformer substation single-phase which is connected to PL of 6; 10; 35 kV;

KTPZhO - complete transformer substation single-phase which is connected to PL by tension of 27,5 of kV;

KTPOS - complete transformer substation single-phase special;

KTPPO - complete transformer substation podjemnoopuskny;

COULD - the mechanism of cleaning of ice on contact wires;

OHM - the single-phase oil transformer;

PL - overhead power transmission line;

PGP - Item of group at the station of joining;

Unitary enterprise - the strengthening wire;

KP PPS - Item of parallel connection of contact suspension brackets;

PPP - Item of preparation for trip of passenger trains with electric heating of cars;

PSK - sectioning post;

RRD - the repair and auditing site;

STsB - the alarm system, centralization and blocking.

2. Determination of terms

In these rules terms are used in such value:

the contractor - the member of crew with the II-V group on electrical safety which performs work on contact network, PL, C and the related devices;

the sucking-away line - set of wires which join average points of throttles transformers which provide return of traction current from rails on traction substation;

the operating electroinstallation - electroinstallation or its site which is accepted in operation in accordance with the established procedure and is under the worker or the specified tension or on which tension can be given turning on of switching devices;

the additional electroprotectant - the isolating electroprotectant which in itself cannot provide at this tension protection against defeat with electric current, but supplements fixed asset of protection, and also serves for protection against tension of touch and tension of step;

electroprotective equipment - the means intended for ensuring electrical safety of personnel from defeat by current;

electrotechnical workers are workers, the position or profession of which is connected with servicing of electroinstallations which underwent examination concerning technology of works, of fire safety regulations and labor protection and have group on electrical safety ІІ above;

electrotechnological workers are workers, the position or profession of which is connected with servicing of engineering procedures which are based on use of electrical energy, or using the electric tool, figurative electrical machines, the electrowelding equipment, etc. in case of performance of works, but not connected with repair and maintenance of electric equipment;

electroinstallations - set of the machines, devices, lines and the service equipment (together with constructions and rooms, in which they are established) intended for production, transformation, distribution of electrical energy and its transformation to other type of energy which are listed in Item 2 of the Section I of these rules;

protective grounding - grounding of parts of electroinstallation for the purpose of ensuring electrical safety;

zone of the specified tension - zone along the contact alternating current main or air-line of 35 kV and above какойлибо lengths in the form of the land area and airspace, limited on both sides to the vertical planes which are from contact network or PL at distance less than 75 m;

the combined works - works which are performed on several categories concerning security measures, on disconnectors, rated sportsmen, the sucking-away transformers which are connected to contact network via normally shunted insulators cut in loops;

contact network - set of wires, designs and the equipment which provides transfer of electrical energy from traction substations to current collector of the electromotive structure;

the place of the increased danger is any danger area in and/or outside of part of electroinstallation or accession where for performance of works additional security measures of workers shall be performed;

neutral insert - the site of contact suspension bracket between two air intervals (the isolating interfaces) on which there is no tension. The neutral insert is carried out so that when passing current collectors of the electromotive structure electric isolation of connection of sites of contact network between which it is located is provided;

neutral elements (parts) - elements (parts) of contact network, PL and the related equipment located between insulators and electrically not connected as to parts which are energized, so with the grounded parts;

the same works - works on contact network, PL, C and the related equipment which are carried out in identical conditions and on one work category;

operational and production personnel - the production workers who are specially trained and prepared for operational servicing in the approved amount of the electroinstallations assigned to them;

the main electroprotectant - the electric protectant which isolation for a long time maintains the working tension of electroinstallation and which allows to work at parts which are energized;

the conservation zone of air-lines of electricity transmission and contact setizona along contact network, PL which is the parcel of land and airspace limited to the vertical planes which are located on both sides of the line from extreme wires in case of not their rejected provision at distance:

2 m for tension to 1000 V;

10 m for voltage over 1000 V and to 25 kV;

15 m for voltage of 35 kV;

20 m for voltage of 110 kV;

25 m for tension 154, 220 kV;

30 m for tension 330, 400, 500 kV;

40 m for voltage of 750 kV;

the figurative shunting bars - adaptation which consists of the isolated handles of clips of wires and flexible copper wire for connection of raznopotentsialny elements, not intended for transfer of traction current and is the additional electroprotectant;

figurative grounding (the grounding bar) - adaptation intended for grounding of conducting parts for the purpose of ensuring electrical safety which consists of the isolating bar, plugs or hook contacts of the established design, the grounding flexible copper wire for accession to grounding conductor and conducting parts which are grounded;

preparation of workplace - accomplishment of certain technical actions for ensuring work on workplace: switching of switching devices, check of lack of tension, grounding and barrier of place of employment, creation of unipotential conditions for protection of personnel against defeat by current of the worker or the specified tension and others;

PL or contact network under the specified tension - PL or contact network which passes on all length or on certain sites in zone of electromagnetic impact of other operating PL of 35 kV and above or the contact alternating current main of 25 kV and in which on the switched-off wires in case of different schemes of grounding or lack of grounding tension more than 42B can be given;

the assistant to the contractor - the member of crew which performs work together with the contractor and on his team;

raznopotentsialny elements (parts) - the elements or parts (including grounded) contact network, PL and the related equipment which are not connected one to one electric (metal) connection;

working grounding - intended electric connection with the earth or its equivalent (rail network) of conducting parts of electroinstallation on which constantly or temporarily current of operating mode of this electroinstallation proceeds;

workplace - the site of contact network, PL, C and the related devices limited to support, air shooters, section insulators on which in case of acceptance of all security measures (preparation of workplace, application of remedies, providing safe distances, etc.) performance of work is allowed;

creation of unipotential conditions - creation of conditions when within work zone (place of employment) of part of contact network, PL or the related equipment, and also the personnel performing on it work are under the same potential which is provided due to electric connection of elements (parts) of electroinstallation and mounting accessories by means of installation of the grounding bars, the shunting bars, the shunting crossing points, etc.;

the special grounding conductor - the temporary artificial grounding conductor which is specially executed for ensuring electrical safety which is hammered into the soil on depth of at least 0,5 of m executed from steel pipe with a diameter at least 50 mm or angular steel at least 50х50 mm in size length is at least m 1,0, with bolted clip with a diameter at least 10 mm for accession of the grounding wire;

the shunting crossing point - the device from flexible copper wire with clips on the ends intended for reliable electric (metal) connection of raznopotentsialny elements (parts) and for equalization of potentials and transfer of working current;

the waveguide wire - the wire suspended on the supporting designs of contact network or support on bypasses for providing two-way radio communication of drivers of locomotives, drivers of section cars, operators of self-propelled traveling machines, autonomous cars, railcars with persons on duty on stations and dispatchers.

ІІІ. General requirements

1. Organization of safe operation of contact network and devices of electric utility service of automatic lock-out

1.1. Subjects of managing shall have approved in accordance with the established procedure:

project documentation;

production schedules;

passports (certificates) of processing equipment;

instructions for conducting engineering procedures, repair and cleaning of the equipment;

regulations on protection works which act on the company and are developed according to Procedure for study and approval of regulations by the owner about labor protection which act on the company, the approved order of the State committee of Ukraine on supervision of labor protection of 21.12.93 No. 132, registered in the Ministry of Justice of Ukraine 07.02.94 for No. 20/229 (NPAOP 0.00-6.03-93);

list of the regulatory legal acts, standards necessary for ensuring safe and trouble-free operation of the company.

1.2. Study and enforcement new, review and cancellation of the existing instructions for labor protection at the companies are performed according to requirements of the Regulations on development of instructions for labor protection approved by the order of Committee on supervision of labor protection of the Ministry of Labour and Social Policy of Ukraine of 29.01.98 No. 9, registered in the Ministry of Justice of Ukraine 07.04.98 for No. 226/2666 (NPAOP 0.00-4.15-98).

1.3. The subject of managing shall get permission to the beginning of performance of works the increased dangers and the beginning of operation (application) of machines, mechanisms, the equipment of the increased danger according to the Law of Ukraine "About labor protection".

1.4. According to the List of works with the increased danger approved by the order of the State committee of Ukraine on supervision of labor protection of 26.01.2005 No. 15, registered in the Ministry of Justice of Ukraine 15.02.2005 for No. 232/10512 (NPAOP 0.00-8.24-05), the employer is developed and affirms the corresponding list of works with the increased danger for which carrying out workers need to undergo special training and annual examination concerning labor protection.

1.5. At the company the employer the list of works which accomplishment needs professional selection, according to the List of works where there is need for professional selection, the approved order of the Ministry of Health of Ukraine of the State committee of Ukraine on supervision of labor protection of 23.09.94 No. 263/121, registered in the Ministry of Justice of Ukraine 25.01.95 for No. 18/554 is constituted and affirms.

1.6. Workers who directly service contact network and devices of electric utility service of automatic lock-out of the railroads which had medical examination according to the Procedure for performing medical examinations of workers of certain categories of rail transport, the subways and companies of cross-industry industrial rail transport of Ukraine approved by the order of the Ministry of Transport and Communications of Ukraine of 29.04.2010 No. 240, registered in the Ministry of Justice of Ukraine 16.07.2010 for No. 537/17832 are allowed to work.

1.7. The employer provides timely and high-quality carrying out certification of workplaces under the terms of work where engineering procedure, the used equipment, raw materials and materials is potential sources of harmful and dangerous production factors which can adversely influence the state of health working, and also on their descendants both now, and in the future, according to requirements of the Procedure for carrying out certification of workplaces under the terms of the work approved by the resolution of the Cabinet of Ministers of Ukraine of 01.08.92 No. 442.

1.8. Operation of the devices specified in Item 1.2 of the Section I of these rules, including accomplishment of the repair, installation, adjustment work and operational switchings, according to requirements of User Rules for Operating Electrical Equipment approved by the order of the Ministry of Fuel and Energy of Ukraine of 25.07.2006 No. 258, registered in the Ministry of Justice of Ukraine 25.10.2006 for No. 1143/13017, are performed by specially prepared electrotechnical workers who have the corresponding group on electrical safety.

According to the conclusions of the commission on examination the chief of the company, ECh the order appoints workers who have the right of issue of work permits, orders, can be works managers, supervisors, to perform special works (steeplejack, electrowelding, etc.), have the right of accomplishment of operational switchings.

Persons with the II group on electrical safety shall:

have elementary knowledge of electrical equipment and structure when servicing electroinstallations;

know the principles of food and sectioning of contact network and PL and devices which carry out sectioning;

know the main safety requirements during the works on contact network and PL;

have practical skills of provision of the first emergency medical service by the victim from accidents.

Specified persons can perform work at height and steeplejack works with removal of tension and grounding; far from conducting parts which are energized, and under the supervision of persons with the highest group on electrical safety.

Persons with III group on electrical safety in addition to amounts of knowledge which are necessary for ІІ groups shall:

know assembly and schematic diagrams of contact network, lines and devices, their power supply circuits and sectioning within servicing of the area of contact network;

carry out solely inclusion and shutdown of disconnectors and other switching devices;

it is accurate to constitute danger during the works on lines and devices within servicing of the area of contact network;

know general requirements of safety and procedure for the admission to works in electroinstallations;

know safety requirements on those work types which belong to duties of this person;

be able to conduct supervision of working;

the nobility of the rule of provision of the first emergency medical service (acceptances of artificial respiration, etc.) and to be able to provide practically the first emergency medical service by the victim in case of accidents.

Specified persons can perform as a part of crew work at height and steeplejack works with removal of tension and grounding; energized (on contact network) on the working platform of the isolating removable tower; with the isolating bars when cleaning ice; and also to be works managers without removal of tension far from conducting parts which are energized.

Persons with the IV group on electrical safety shall:

have knowledge of electrical equipment in volume of specialized technical training college;

be able to provide danger during the works on contact network, PL and the equipment which is available on the and adjacent areas of contact network;

know safety requirements, and also rules of use and testing of remedies which are used in electroinstallations;

know power supply circuits and sectionings of contact network and PL so freely to understand what elements shall be disconnected for performance of work, find all these elements and check accomplishment of necessary measures for safety;

be able to do in the cases permitted by these rules to organize safe performance of works with removal of tension and grounding, to conduct supervision of working;

be able to train personnel of other groups in safety requirements and provisions of the first emergency medical service by the victim from accidents.

Specified persons can be works managers during the works without removal of tension far from conducting parts which are energized, and with removal of tension and grounding on the area of contact network. As a part of crew can perform works energized (on contact network), without removal of tension near conducting parts which are energized in electric utility service distance limits.

Persons with the V group on electrical safety shall:

know power supply circuits and sectionings of contact network and PL and the equipment and adjacent sites;

know safety requirements both in general, and in special parts, and also instructions for use and testing of electroprotective equipment which are used in electroinstallations;

be able to organize safe performance of works and to conduct supervision for working in electroinstallations with any tension.

Specified persons have the right of independent accomplishment of all works and management of them within electric utility service distance.

The minimum length of service for assignment of the next group on electrical safety is specified in appendix 1 to these rules.

1.9. Workers who except the devices given in Item 2 of the Section I of these rules service also electroinstallations of consumers shall undergo training and examination in amount to post with assignment of the corresponding group on electrical safety according to requirements of NPAOP 40.1-1.21-98.

1.10. Persons who did not reach 18-year age in electroinstallations are not allowed to independent works.

1.11. Probationers of the highest and average educational institutions, technical training colleges are allowed to take part in work of crews under constant surveillance of the experienced and skilled worker with group on electrical safety not lower than IV. Higher than II it is forbidden appropriate them group on electrical safety.

1.12. Accomplishment of orders and tasks which contradict requirements of these rules is forbidden.

1.13. In case of accidents with people removal of tension for release of the victim of influence of electric current shall be made immediately, without preliminary permission.
