About approval of the State sanitary standards and rules of arrangement, content and the organization of the mode of activities of children's tent towns
According to subitem 7.1 of the subitem 7 of item 4 of the Regulations on the Ministry of Health of Ukraine approved by the Presidential decree of Ukraine of April 13, 2011 No. 467, I ORDER:
1. Approve the State sanitary standards and rules of arrangement, content and the organization of the mode of activities of children's tent towns which are applied.
2. To management of public health:
2.1. Provide provision in accordance with the established procedure of this order on state registration in the Ministry of Justice of Ukraine.
2.2. Bring this order to permission of heads of the ministries, other central executive bodies, Council of Ministers of the Autonomous Republic of Crimea, the regional, Kiev and Sevastopol city public administrations, the public scientific institutions of sanitary and epidemiologic profile for management in work and ensuring accomplishment within competence.
3. To the chairman of the Public sanitary and epidemiologic service of Ukraine, the chief state health officer of Ukraine to accept this order for management and application during implementation of the state sanitary epidemiological surveillance.
4. This order becomes effective from the date of its official publication.

1.1. These rules extend to all children's tent towns (further - the tent town) which open and operated irrespective of patterns of ownership and subordination.
1.2. Tent towns equip for children and teenagers 1 and/or 2 groups of health aged from 12 years and more for the purpose of their rest, acquisition of skills of stay in nature, occupations with physical culture, sport, tourism. The recommended number of children in change - 60-100 people.
1.3. Tent towns place in nature on specially allotted or on stationary (main) base.
Tent towns can function as temporary tourist (movement along routes in groups till 10-15 of children with stops for 1-2 days), and stationary (main), placed on stationary (main) base: tourist, sports, oboronnosportivny, rest and others, with possibility of the organization of backpackings by groups till 10-15 children with use of tents for placement and servicing of children.
Use for placement of tent towns of rooms and constructions of the functioning institutions of improvement and rest is not allowed.
1.4. The head (the founder, the owner) of the tent town needs to bring to permission of territorial authority of Gossanepidsluzhby of Ukraine about terms of its opening at least in 2 months and before arrival of children.
1.5. Persons who had routine medical examination are allowed to work in the tent town.
1.6. Each change of the tent town is completed at the same time, with the number of children of 10-15 people in each group.
1.7. The recommended change duration in the stationary (main) tent town - at least 14 days.
In the temporary tourist tent town the recommended change duration for the unprepared children who for the first time are taking part in campaign, no more than 3-4 days; for the prepared children who are engaged in tourist associations, no more than 6-8 days.
Change duration in the tent town is determined by availability of conditions for carrying out bathing days and washing of individual things and bed linen of 1 times in 7 days, temperature of outside air it is not below 15 °C within 5 days in a row at night.
In the absence of conditions for carrying out bathing days and washing of individual things and bed linen duration of change cannot constitute more than 7 days.
The organization of campaigns and sports competitions for children at temperature of outside air above 30 °C is not recommended.
1.8. Transportation of children by road transport to vacation spots and their return shall be performed in case of stay on the way continuously no more than 4 hours accompanied by the health worker.
1.9. The state of the stationary (main) tent town is completed with health workers according to the Standard regular standard rates of children's institutions of improvement and rest approved by the order of the Ministry of Ukraine for family, youth and sport of 16.04.2009 No. 1254, registered in the Ministry of Justice of Ukraine 30.04.2009 for No. 396/16412.
During campaigns of groups of the portable tent town the head (the founder, the owner) designates person for medical attendance with the corresponding medical preparation accompanying group of children.
1.10. The tent town shall be provided with reliable telephone communication, the first-aid kit (the list of the medicines, products of medical appointment and the equipment obligatory for children's tent towns which shall be expected the number of children and adults, is stated in annex 1 to these rules).
1.11. To the stationary tent town (basic) the free entrance of motor transport shall be organized.
1.12. In all cases of suspicion concerning origin or spread of infectious diseases among children and personnel, violations of sanitary standards and rules which can create threat of origin and spread of infectious diseases and poisonings the head (the founder, the owner) of the tent town shall inform immediately territorial authorities of Gossanepidsluzhby of Ukraine, treatment-and-prophylactic institution of the corresponding territory.
1.13. The head (the founder, the owner) of the tent town is responsible person for the organization and completeness of accomplishment of these rules and provides:
fulfillment of requirements of the sanitary legislation by workers of the tent town;
availability of personal medical books on each worker and timely passing of periodic medical examinations by them;
organization and holding actions for disinfection, disinsection and deratization;
availability of first-aid kits for provision of first aid and their timely replenishment.
2.1. On the location of the tent town the head (the founder, the owner) informs territorial authorities of Gossanepidsluzhby of Ukraine.
2.2. Placement of the tent town is not allowed in the territories, local on zooantroponozny infections, the recultivated polygons toxic industrial and municipal solid waste, in sanitary protection zones of the companies, cattle mortuaries, places of burial of people.
2.3. Tent towns it is necessary to have at distance at least 500 m from settlements, 100 m from power lines, highways, railway tracks, and at least than 500 m above on current of reservoirs from sources of their pollution are not closer.
Through the territory of tent towns there shall not pass the main engineering communications (water supply, sewerages, heat supply, electric utility service).
2.4. For arrangement of the tent town, places of temporary parking along route of movement the parcel of land shall be chosen dry, not boggy, not flooded as thawed, rain and flood waters. For the best drain of rain waters and bystry airing of the territory of the town it is reasonable to choose the site with equal relief and slope for drain of storm waters.
The tent town shall be located near source of drinking water supply. In the absence of source of drinking water supply during campaign imported drinking water which meets requirements ДСанПиН 2.2.4-171-10 "Hygienic requirements to the drinking water intended for the use by the person", No. approved by the order of the Ministry of Health of Ukraine of 12.05.2010 400, registered in the Ministry of Justice of Ukraine 01.07.2010 for No. 452/17747 (further - ДСанПиН 2.2.4-171-10), or the packed-up drinking water of industrial production can be used.
2.5. The territory of the tent town shall be designated on perimeter by well noticeable signs (tags, tapes and so forth) or fence.
2.6. In the territory of the stationary (main) tent town or the territory of its temporary placement such functional zones are allocated: housing; preparation and meal, storage of foodstuff; sanitary and household; administrative; sports and improving.
2.7. Before opening of the stationary (main) tent town and in locations of temporary tourist tent towns clear-out of the territory, bevelling of grass, collection of dead wood, cleaning of prickly bushes and bushes with poisonous fruits, acaricidal processing of the territory, action for fight against rodents, wild and vagrant animals is carried out.
3.1. The tent town shall be provided with water which meets requirements ДСанПиН 2.2.4-171-10. It is allowed to use the existing sources of centralized water supply of the inhabited places, source of not centralized water supply (artesian wells, piping, mine wells), and also drinking water which is delivered by specialized transport with the preposted laboratory quality control of drinking water.
Drinking water from sources of not centralized delivery and from Items of flood can be delivered in own container intended for drinking water and shall meet requirements ДСанПиН 2.2.4-171-10.
3.2. Disinfection of reservoirs is carried out by special personnel. The responsible person for carrying out disinfection of reservoirs is appointed by the order of the head (the founder, the owner) of the tent town. Reservoirs with drinking water are stored in the places protected from direct sunshine.
3.3. During movement of children along route of campaigns, excursions, use packed up (0,5, 1,0 and 1,5 of l) non-carbonated drinking water in the presence of the positive conclusion of the state sanitarnoepidemiologichesky examination.
3.4. For drinking requirements, washing of vegetables and fruit which will not be subject further to heat treatment use the packed-up or boiled water (boiling within 5-10 min. from the boiling moment). Boiled water is stored in kitchen and replaced at least, than in 12 hours.
3.5. In the stationary (main) tent town it is necessary to provide and equip conditions for heating of water for the purpose of providing with hot water catering department and sanitary and household zone.
4.1. In the living area take place: residential tents, places for drying of clothes and footwear.
4.2. Tents should be placed on dry platforms with grass cover or with solid soil. Around tents the equipment of flutes with bias (from tent) for drain of rain waters is provided.
The distance between surfaces of extreme walls of tents among shall be at least 2,5 of m, and between ranks - m 3,5 suffices.
4.3. Type of tents - two-layer or three-layered. Tent height - is at least m 1,7 from floor.
Tents shall be strong, waterproof, wind-shelter, with heat-insulating properties, have the valves or windows for airing equipped with protective equipment from penetration of insects (protective grid at windows and doors, fastener like "lightning").
All tents shall have entrance which is densely closed. The place for storage of footwear shall be provided in tent.
The bottom of internal tent shall be from waterproof fabric which is located on the floor made of clapboard flooring or with use of warm and moisture insulating materials.
4.4. Tourist tents should be used according to the maintenance instruction.
The quantity of berths in tent is determined by its capacity specified in the instruction for application, but shall not be more than 5. Each child shall take individual berth.
Tents for boys and girls shall be separate.
Tents shall have the positive conclusion of the state sanitary and epidemiologic examination.
4.5. Basic tent towns can be equipped with military tents (modules) the area at least than 3 sq.m on one living which have valves windows with grid. In tents on wooden floorings which are placed by at least 0,2 of m from the Earth's surface beds or folding beds are established.
4.6 One berth shall include: mattress, two blankets, pillow, at least two bedding sets and two sets of towels.
Change of bed linen is carried out at least 1 time in 7 days and in process of pollution.
Dirty linen in tents is stacked in special sacks (made of cloth, oil-cloth) by which deliver in laundry. Laundry bags shall not be stored in residential tents.
4.7. For the organization of dream in the tent towns equipped temporarily use of sleeping bags with individual collars from cotton fabric which place on special tourist rugs is allowed.
Sleeping bags shall keep warmly and dry quickly. Sleeping bags are completed with two sets of replaceable inserts.
Sleeping bags and replaceable inserts shall have the positive conclusion of the state sanitary and epidemiologic examination.
4.8. The place for drying of footwear and clothes shall be equipped with canopy (tent).
4.9. Bed things (mattresses, pillows, blankets) shall be aired and dried in the fresh air once a year before the improving campaign, be exposed to dry cleaning, in case of registration of diseases of viral hepatitis A chamber processing shall be applied. Tents are subject to processing with use washing and disinfectants.
5.1. The sports zone in the basic tent town shall be well insolirovanny, with allocation of platforms for holding active games. The covering of platforms can be grassy, firm soil or have special coverings which received the positive decision of the state sanitarnoepidemiologichesky examination. The football field shall have grass covering.
5.2. Bathing of children in open reservoirs is performed in specially allotted places.
In case of the choice of the territory of the beach it is necessary to exclude opportunity adverse and natural hazards (shifts, mudflows, avalanches, collapses) and pollution by industrial and household facilities for what the beach shall be located at distance at least 500 m from ports, locks, hydroelectric power stations, places of dumping of sewage, settlements, and so forth.
In places which are allocated for bathing on reservoir there shall not be exit of ground waters with low temperature, sharply certain and harmful whirlpools, funnels and big waves: speed of current of water shall not exceed 0,5 of m/s. Reservoir depth in places of bathing shall constitute 0,7 - m 1,3; the bottom of reservoir shall be sandy, free from silt, seaweed, sharp stones.
The zone provided for bathing is reflected in water surface bright floating signals which it is well visible.
The beach and the coast in the place of bathing shall be flat, have equal relief, well insolirovanny and have the platforms protected from wind equipped with canopies from the sun.
5.3. The zone provided for bathing is reflected in water surface bright floating signals which it is well visible (buoys).
5.4. The territory of the coast of reservoir intended for rest and bathing shall be cleared of garbage and stones, is located at distance at least 500 m from places of dumping of sewage, watering place of the cattle and other sources of pollution.
6.1. Provide arrangement in administrative zone: tents of administration and service personnel; warehouse tents for storage of fresh linen, the net and disinfected bed things (mattresses, pillows, blankets, linen), stock and equipment of collective use.
6.2. The medical block consists at least of two tents. Near tent the wash basin with soap and towel for the health worker shall be equipped. In the second tent the insulator on two places will be organized at least. In case of need (heterosexual children, different types of infections and so forth) establish additional tent. The list of the medicines, products of medical appointment and the equipment obligatory for children's tent towns, is given in appendix 1 to these rules.
6.3. Autonomous sources of electric utility service (diesel or petrol power plants) (further - AIES) shall be located not closer than 25 m from the living area and to be executed in shumo-, vibroprotective option. Levels of sound pressure in octava strips of frequencies from AIES on border of the living area shall not exceed the predelnodopustimy levels determined by the current legislation. Levels of ground concentration of hazardous substances from AIES on border of the living area shall not exceed predelnodopustimy concentration according to the State health regulations of protection of atmospheric air of the inhabited places (from pollution by chemical and biological substances) approved by the order of the Ministry of Health of Ukraine of 09.07.97 No. 201.
7.1. Are part of sanitary and household zone: shower, wash basins, the place for washing of legs, the place for washing of linen, the place for drying of clothes, toilets, the place for personal hygiene of girls; place of collection of garbage.
7.2. Wash basins it is necessary to have near the living area under canopy on the stamped platform at the rate of 1 wash basin on 10 children. Under wash basins will organize wooden or metal trench for drain of water and wooden flooring.
Sewage moves away from wash basins on trench in cesspool which reservoir makes at the rate of 5 liters on 1 person for days. Mile waters shall pass through myloulavlivatel (the box with trellised bottom filled with straw, shavings).
Indicators of safety and quality of water in wash basins, shower, places for personal hygiene of girls and washing shall meet requirements ДСанПиН 2.2.4-171-10.
7.3. In the stationary (main) tent town it is necessary to provide daily evening dress (hygienic shower) for children. Bathing days are spent at least 1 time in 7 days and in process of requirement. For washing of children and personnel the bath of the next settlement which meets the requirements of the sanitary legislation can be used.
7.4. For personal hygiene of girls equip the certain place with obligatory availability of wooden trellised flooring, supports (shelves) for personal care products and tank with warm boiled water (water temperature is not below 25 °C). The organization of compartment for personal hygiene of girls in ladies' room with obligatory availability of partition is allowed.
7.5. For individual washing by children of linen and clothes the place from the counter party from wash basins with arrangement of shelves for Tazy at height of at least 0,6 of m and the established tank for water is allocated (with drain through trench in the same cesspool, as from wash basins).
7.6. The place for washing of legs is equipped with wooden flooring, ladles, tank for warm water (water temperature is not below 20 °C).
7.7. Toilets in stationary (main) tent towns are located at distance of at least 30,0 of m from the living area and zone of catering department at least 50,0 of m from the place of bathing at the rate of 1 point (the size no more 0,2 of m x 0,3 of m) on 20 children separately for boys and girls. The separated toilet is established for personnel. Arrangement of toilets without roof (canopy) is not allowed. About toilets equip washstands.
Toilets of refuse type equip with elevated part and waterproof vygreb and have below all zones of the town. Depth of vygreb from the Earth's surface is calculated depending on the level of standing of ground waters, but at least 1 meter. Filling of vygreb more than 2/3 amounts is not allowed.
In stationary (main) tent towns use of dry closets is optimum.
7.8. To vygreba from toilets, holes of acceptance of sewage from wash basins, shower, places of personal hygiene of girls, washing, catering department the separated entrance for special motor transport is equipped.
Removal of sewage from vygreb, servicing of dry closets is performed by specialized enterprise.
7.9. In the temporary tourist tent town (lasting stay it is more than 1 days) for collection and neutralization of sewage toilets of short-term use are equipped (ditches at the rate of 1 ditch the m 0,3 width, depth of 0,5-0,8 of m and 1 m long on 10 children. It is allowed to equip ditches in parallel at distance of 1-2 m). After each use of ditch sewage disinfects and directly powders with the earth. Toilets of short-term use shall not be located above reservoir, shall be not closer than 200 m from it, at distance at least 30 m from the living area, zone of catering department, water supply sources.
8.1. The daily routine of the tent town shall provide: duration of night dream is at least 8,5-9,0 of hours, 5-times food, carrying out morning exercises, sports and cultural events, hygienic, improving, tempering (water, air) procedures, rest and free time, works on improvement of the town.
8.2. In the tent town different forms of sports and improving work shall be used: morning exercises, exercises, training in swimming, backpackings, walks, excursions, sports competitions and holidays.
When holding sports actions use of the places of dislocation of the town of sports constructions which are available close is possible.
8.3. The morning exercises are carried out daily in the fresh air, except for rainy weather.
8.4. Bathing is carried out to the first half of day, in hot days repeated bathing in the second half of day is allowed. It is recommended to begin bathing in sunny and windless days in case of the air temperature not below 23 °C and water temperature not below 20 °C. Bathing duration in the first days - 2-5 minutes, with gradual increase to 10-15 minutes. Bathing right after food is not allowed. At the same time no more than 10 children under the supervision of 2 adults can bathe (one is in reservoir, the second observes from the coast).
8.5. It is recommended to include one-day walks and walking tours 5-10 km long depending on age of children in day regimen of the basic tent town. Every 35-40 min. walking it is necessary to arrange for 10 min. stop for rest. The route shall lie generally on the shaded area.
8.6. Movement of children in pedestrian campaign along route shall be uniform with speed no more than 5 km/h. Depending on land relief and weather conditions the speed of movement can be reduced.
For the prepared children who are engaged in tourist associations movement duration along route shall be no more than 15 km a day for children of 12-15 years and 20 km - for children of 16-17 years.
For unprepared children who for the first time take part in campaigns it is recommended to organize duration of crosswalks no more than for 3-4 days and no more than 25-30 km long for all transition. In the first day about 3-5 km for children of 1215 and to 5-7 km - for children of 16-17 years are recommended to limit.
The first halt will be organized in 10-15 minutes after the beginning of movement (for pripasovka of belts of backpacks and so forth), then every 40 minutes lasting not less than 15 minutes. During small halts self-checking of heart rate directly upon termination of movement both and then in 3-4 min. is carried out. During big halt lasting 2-3 hours the lunch and rest will be organized. Meal comes to an end not later than 30 minutes prior to movement.
8.7. Before campaign all participants shall have medical examination by results of which children are allowed to participation in campaigns by person determined by the order of the head (the founder, the owner) of the tent town.
8.8. The mass of personal equipment for unprepared children shall not exceed: for children of 12 years - 2, kg, 13-14 years - 3,5 of kg, 15-17 years - kg 4,5. The mass of backpack without equipment shall not be more than 1 kg.
The recommended mass of backpack with equipment for the prepared children depending on gender and age shall not exceed:
for children of 12 years - 4 kg;
boys of 13-14 years - 5 kg, girls of 13-14 years - 4 kg;
boys of 15 years - 6 kg; girls of 15 years - 5 kg;
boys of 16 years - 8 kg; girls of 16 years - 5 kg;
boys of 17 years - 9 kg; girls of 17 years - 6 kg.
9.1. For catering services of children and teenagers of the tent town the following forms of food can be used:
a) food in adjoining (or along movement route) institution of public catering which meets the requirements of the sanitary legislation;
b) imported hot meals;
c) preparation of ready food in the conditions of catering department of the stationary (main) tent town;
d) cooking in the conditions of the field kitchen. In the absence of the special (military) field kitchen cooking for children of the tent town on fire, brick, self-made furnaces is forbidden.
For cooking the military field kitchen is used (KP-130) on solid fuel with the built-in 2 pressure cookers and frying pan. For heating of water, preparation of the third dishes - KP-48 on 130 liters. For kitchen and the lunch hall 2 tents which are placed nearby are allocated.
Regulations of food of children in the camp shall meet the requirements of the resolution of the Cabinet of Ministers of 22.11.2004 No. 1591 "About approval of regulations of food in educational and improving institutions" and the order MZ of Ukraine of 18.11.99 No. 272 "About approval of Regulations of physiologic needs of the population of Ukraine for the main substances and energy", registered in the Ministry of Justice of Ukraine 02.12.99 for No. 834/4127.
The supplier, the founder (owner), the head of institution and the organization (company) providing food of children are responsible for safety and product quality of food and food staples, finished goods. Food and food staples shall arrive in improving institutions with accompanying documents of the company supplier (small wholesale base, trade organization, the sponsor who provided the humanitarian aid, and so forth) or the manufacturing company, testimonial of origin of the product or raw materials guaranteeing its carelessness and quality.
9.2. In case of catering services of children of the tent town in adjoining (or along movement route) institution of public catering cooking is performed in institution of public catering under conditions of observance of requirements of the current legislation. Catering departments, dining rooms of improving institutions shall be equipped according to construction and sanitary standard rates. For the purpose of ensuring complete embracing of children with food, prevention of outbreaks of sharp intestinal diseases and food poisonings in institutions the necessary materialnotekhnichesky base with enough processing and refrigeration equipment, kitchen and tableware, washing and disinfectants, stock, sanitary and special clothes and so forth shall be created. The workers connected with food of children shall have obligatory medical examinations according to the order MZ of Ukraine of 23.07.2002 No. 280 "Concerning the organization of performing obligatory routine medical examinations of workers of separate professions, productions and the organizations which activities are connected with servicing of the population and can lead to spread of infectious diseases", registered in the Ministry of Justice of Ukraine 08.08.2002 for No. 639/6927.
9.3. In case of catering services by imported hot meals cooking is performed in institution of public catering of the blizprilegayushchy settlement with delivery of ready dishes in thermoses to the location of the tent town.
Transportation of foodstuff needs to be carried out in the conditions providing their storage and prevention of pollution and according to the order MZ of Ukraine and MOP of Ukraine of 01.06.2005 No. 242/329 "About approval of the Procedure for catering services of children in educational and improving institutions" registered in the Ministry of Justice of Ukraine 15.06.2005 for No. 661/10941. Transportation of products which especially quickly spoil shall be carried out in the closed marked container. Transportation shall be carried out to warm season in isothermal transport in the presence of ice no more than 3 hours, without ice - no more than 1 hour. Use of one isothermal vehicle for joint transportation diverse, including perishable, foodstuff, in container of the producer on condition of obligatory observance of the commodity neighbourhood, carrying out between flights of sanitary processing of transport using disinfectants is allowed.
The accompanying documentation needs to be stored until the end of realization of product.
Quality of foodstuff and food staples is checked by the responsible person for catering services of children in the tent town, certain order of the head (the founder, the owner), with the subsequent entering of information in the magazine of inspection of crude products.
Acceptance of foodstuff is not allowed:
without accompanying documents;
on the verge of the termination of term of realization or the term of realization of which ended;
with external signs of spoil.
For delivery of ready dishes use isothermal container (thermoses), thermal containers in the presence of the positive conclusion of the state sanitary and epidemiologic examination. Ready first and second courses can be in isothermal container (thermoses) throughout the term providing maintenance of temperature distribution temperatures are not lower. Delivery date of ready dishes in isothermal container (thermoses), thermal containers from the moment of their preparation before realization shall not exceed 2 hours.
9.4. In case of preparation of ready food in the conditions of catering department of the stationary (main) tent town enter zone of catering department of the stationary (main) tent town:
place of meal (lunch hall);
kitchen with the allocated sites for processing of foodstuff;
washing;
the storage room for storage of foodstuff;
the place for short-term storage of food wastes (tanks with covers).
If the kitchen and the lunch hall are not combined by one tent (building), the distance between them shall not exceed 20 meters.
9.5. Premises of kitchen, the lunch hall and washing shall be from waterproof material and have height of at least 2,0 of m. Rooms of the lunch hall should be protected from the sun, rain, wind and dust.
Premises of kitchen provide with natural ventilation through window openings and entrance openings. Windows and entrance openings are closed by small mosquito grid.
Before entrance to premises of kitchen equip two wash basins for workers with obligatory availability of soap. Each employee of catering department shall be provided with individual towel or paper towels. In kitchen there shall be first-aid kit for provision of emergency medical service.
The kitchen is equipped:
plate for cooking;
at least than two tables with hygienic covering and the corresponding marking for processing of crude and finished goods;
cooking apparatus and stock;
racks for storage of kitchen ware and stock.
Enter the equipment of kitchen:
finishing boards and knives with the corresponding marking ("MS" - meat crude, "MV" - meat boiled, "RS" - fish crude, "RV" - fish boiled, "OS" vegetables crude, "OV" - vegetables boiled, "X" - bread, "" - gastronomy, "KS" of chicken crude, "З" - greens);
meat grinders - at least two (for boiled and for crude products);
tanks, tanks, buckets, cauldrons, pans, tableware and other pieces of the cooking apparatus;
aprons, dressing gowns, kerchiefs at least two sets for all cook structure and persons on duty on the lunch hall;
reservoirs with covers for collection of food wastes.
