1. These Federal aviation rules "Organization of Planning of Use of Airspace of the Russian Federation" (further - Rules) developed according to Item 105 of the Federal rules of use of airspace of the Russian Federation approved by the order of the Government of the Russian Federation of March 11, 2010 No. 138 (The Russian Federation Code, 2010, No. 14, Art. 1649; 2011, No. 37, Art. 5255; 2011, No. 40, Art. 5555) (further - Federal rules), determine the organization of planning of use of airspace of the Russian Federation.
2. These rules are obligatory for execution of servicing of air traffic by bodies (management of flights) and users of airspace.
3. The organization of planning of use of airspace includes:
obtaining and processing of the Single system of air traffic management of the Russian Federation by the centers (further - the Single system) information on plans of use of airspace, information on the course of their accomplishment, and also other information on questions of allowing and notifying procedure for use of airspace;
procedures of strategic, pretactical and tactical (current) planning of use of airspace, coordinating of use of airspace for the purpose of its distribution in the place, time and height between all interested users of airspace, and also providing the organization of flows of air traffic;
interaction of the centers of the Single system among themselves, with bodies of servicing of air traffic (management of flights) of users of airspace, with bodies of air defense regarding control of observance of requirements of Federal rules.
4. The main center of the Single system, the zone center of the Single system, the regional center of the Single system carry out strategic, pretactical and tactical (current) planning and coordinating of use of airspace.
The main center of the Single system coordinates activities of the zone centers of the Single system, the regional centers of the Single system.
5. The zone center of the Single system, the regional center of the Single system carry out strategic, pretactical and tactical (current) planning and coordinating of use of airspace, and also perform coordination of activities of bodies of servicing of air traffic (management of flights) in zone of the Single system concerning the organization of use of airspace.
6. The district center of the Single system given the appropriate right of planning of use of airspace according to the list of zones and regions of the Single system carries out pretactical and tactical (current) planning, coordinating of use of airspace, and also performs coordination of activities for questions of the organization of use of airspace:
the district centers of the Single system and the auxiliary district centers of the Single system functioning in its region of responsibility;
bodies of servicing of air traffic (management of flights) of the users of airspace allocated as auxiliary control centers with the state aircraft;
the bodies of servicing of air traffic providing flight and information services in class G;
bodies of servicing of air traffic of airfields and airfields around responsibility.
7. Strategic, pretactical and tactical (current) planning of use of airspace, and also coordinating of use of airspace are performed based on information:
messages on plans (schedules, schedules) of use of airspace, including messages on plans of the international flights of aircrafts and internal flights of aircrafts along routes of servicing of air traffic, flights of aircrafts out of routes of servicing of air traffic and use of zones of restriction of flights;
about the permissions (issued by the corresponding federal executive bodies) to accomplishment of the international flights and about cancellation of such permissions;
about prohibitions and restrictions for use of airspace;
about permissions to use of airspace in prohibited areas and zones of restriction from persons for the benefit of whom such zones, and about cancellation of such permissions are established;
about movement of aircrafts in airspace;
about the beginning and the end of the activities for use of airspace which are not connected with accomplishment of flights of aircrafts.
8. For ensuring planning process of use of airspace in the centers of the Single system the aviation land data transmission network and cable messages will be organized, the telephone network of communication public, telephone and (or) cable communication network of limited access, the Internet, and also is provided acceptance of information on paper, including the facsimile message.
Planning of use of airspace in the centers of the Single system equipped with complexes of the automation equipment of planning of use of airspace is performed with use of the specified complexes.
9. To bodies of servicing of air traffic (management of flights) of users of airspace, the physical persons and legal entities organizing and performing activities for use of airspace it is necessary to provide timely and in full to the centers of the Single system information concerning activities for use of airspace.
10. Coordinating of use of airspace provides optimum and its flexible use and includes:
safety of use of airspace in case of changes of air, meteorological and aeronautical situation through realization of powers of the centers of the Single system for redistribution of airspace according to the state priorities;
