About approval of Federal rules of use of airspace of the Russian Federation
According to article 2 of the Air code of the Russian Federation the Government of the Russian Federation decides:
1. Approve the enclosed Federal rules of use of airspace of the Russian Federation.
2. Recognize to invalid:
the order of the Government of the Russian Federation of September 22, 1999 No. 1084 "About approval of Federal rules of use of airspace of the Russian Federation" (The Russian Federation Code, 1999, No. 40, the Art. 4861);
Item of 11 changes which are made to acts of the Government of the Russian Federation concerning licensing of the separate types of activity approved by the order of the Government of the Russian Federation of December 14, 2006 No. 767 "About change and recognition voided some acts of the Government of the Russian Federation concerning licensing of separate types of activity" (The Russian Federation Code, 2006, No. 52, the Art. 5587).
3. This resolution becomes effective since November 1, 2010 and is effective till November 1, 2026.

1. These Federal rules developed according to the Air code of the Russian Federation and the Convention on the international civil aviation signed in Chicago on December 7, 1944 establish procedure for use of airspace of the Russian Federation for the benefit of economy and defense of the country, for the purpose of requirements satisfaction of users of airspace, safety of use of airspace.
2. In these Federal rules the following determinations are used:
"the emergency notification" - the notification of search and rescue services on aircrafts, in distress;
"airline hub" - consolidation of close located areas of airfields (helidromes) which general borders and the organization of accomplishment of flights from which requires approval and coordinating have;
"aeronautical data" - the data on airfields, airline hubs, elements of structure of airspace and means of radio engineering providing necessary for the organization and accomplishment of flights;
"aeronautical information" - information obtained as a result of selection, the analysis and formatting of aeronautical data;
"aerostat" - the aircraft which carrying power is based on aero static or at the same time aero static and aerodynamic principles. Aerostats are subdivided on piloted, automatic, fastened and free;
"safety of use of airspace" - the complex characteristic of established procedure of use of airspace determining it capability to provide accomplishment of all types of activity on use of airspace without threat of life and to human health, material damage to the state, citizens and legal entities;

"side echeloning" - dispersion of aircrafts at one height on the established intervals on distance or angular shift between their lines of way;
"vertical echeloning" - dispersion of the piloted aircrafts on height on the established intervals expressed in sizes of absolute (relative) height when flying at transition height below and through flight echelons when flying on transition echelon above;
"visual flight of the pilotless aircraft" - flight of the pilotless aircraft during which his external pilot supports direct bespriborny visual contact with this aircraft;
"airway" - the controlled airspace (or its part) in the form of corridor limited on height and width;
"air traffic" - aircrafts (aircraft) which are in flight or moving on the airfield maneuvering area;
"air the judgment violator" - the aircraft (aircraft) which allowed violation of procedure for use of airspace of the Russian Federation or crossed frontier of the Russian Federation with violation of statutory rules;
"air passage of flight of frontier of the Russian Federation" - the part of airspace over frontier of the Russian Federation determined for crossing by its aircrafts which are carrying out the international flights;
"the temporary mode" - prohibition or restriction of use of airspace of the Russian Federation in its certain areas;

"horizontal echeloning" - dispersion of aircrafts in the horizontal plane on distance on the established intervals;
"dispatching servicing" - services (management) provided for the purpose of prevention of collisions between aircrafts and collisions of aircrafts with obstacles in the maneuvering area and also for the purpose of regulation of air traffic;
"dispatching permission" - permission to crew of the aircraft to be effective in accordance with the terms, finished by body of servicing of air traffic (management of flights);
"airship" - the aircraft moving in the atmosphere by means of the power plant and managed on height, the direction, speed;
"the document of aeronautical information" - the publication containing aeronautical information;
"Single system" - the Single system of air traffic management of the Russian Federation;
"prohibited area" - airspace of the Russian Federation of the established sizes within which use of airspace is forbidden, except as specified, provided by these Federal rules;
"zone of restriction of flights" - airspace of the Russian Federation of the established sizes within which flights of aircrafts are limited to certain conditions;
"zone (area) of the Single system" - airspace of the established sizes within which operational bodies of the Single system perform the functions;
"use of airspace" - activities in the course of which movement in airspace of different material objects is performed (aircrafts rockets and other objects), and also other activities (construction of high-rise constructions, activities in the course of which there are electromagnetic and other radiations emission in the atmosphere of the substances worsening visibility, carrying out explosive works, etc.) which can pose safety hazard of air traffic;
"controlled airfield" - airfield in which dispatching servicing of airfield movement regardless of availability of dispatching zone is provided;
"controlled airspace" - airspace of certain sizes within which dispatching servicing is provided;
"coordinating of use of airspace" - the activities performed in planning process of use of airspace and servicing (management) of air traffic, directed to optimization of airspace depending on the developing air, meteorological, aeronautical situation and according to the state priorities in use of airspace;
"short-term restriction" - prohibition or restriction of use of airspace for ensuring safe accomplishment of flights of aircrafts;
"route of servicing of air traffic" - the established route which is intended for the direction of flow of movement for the purpose of ensuring servicing of air traffic;
"flight route" - the projection of the set (established) trajectory of flight of the aircraft to land (water) surface determined by the main Items;
"route of zone navigation" - the route of servicing of air traffic established for aircrafts which can apply zone navigation;
"the international airway" - the airway open for the international flights;
"local air-line" - the controlled airspace (below transition echelon) in the form of corridor limited on height and width;
"the local mode" - prohibition or restriction of use of airspace in certain regions of airspace of zone of the Single system;
"uncontrollable airfield" - airfield in which dispatching services are not provided;
"the notice of NOTAM" - the notice transferred on communication channels and containing information on condition of the aeronautical equipment, elements of structure of airspace, the timely prevention of which is important for the personnel connected with accomplishment of flights of aircrafts and also other aeronautical information;
"servicing of air traffic" - flight and information servicing, the emergency notification, dispatching servicing;
"danger area" - airspace of the established sizes within which during certain periods of time the activities constituting danger to flights of aircrafts can be performed;
"bodies of the Single system" - governing bodies (Federal Air Transport Agency and its territorial authorities), and also operational bodies of the Single system;
"bodies of servicing of air traffic (management of flights)" - operational bodies of the Single system, bodies of servicing of air traffic (management of flights) of users of airspace, operators of the airfields of civil aviation which are not included in structure of the airports of federal importance whose list is approved by the Government of the Russian Federation according to article 40 of the Air code of the Russian Federation, and also operators of helidromes of civil aviation;
"bodies of air defense" - operational bodies of the Armed Forces of the Russian Federation to which the task of execution of alert on air defense is assigned;
"the plan of use of airspace" - the certain data on the planned activities represented to the centers of the Single system;
"planning of use of airspace" - the activities performed for the purpose of providing allowing and notifying procedure for use of airspace, air traffic management, the organization of flows of air traffic by distribution of airspace in the place, time and height between its users according to the state priorities;
"flight and information servicing of air traffic" - servicing which purpose is provision of consultations and information for ensuring safe and effective implementation of flights;
"users of airspace" - the physical persons and legal entities given in accordance with the established procedure the right to implementation of activities for use of airspace;
"aerodrome environs" - the site, adjacent to airfield, terrestrial or surface of the water within which (for the purpose of safety of flights and exception of harmful effects on human health and organization activity) the zone with special conditions of use of the territory is established;
"longitudinal echeloning" - dispersion of aircrafts at one height on the established intervals on time or distance along the line of way;
"one-time flight" - any flight of the aircraft which is not regular flight;
"permission to use of airspace" - provision to the user of airspace of the right to be effective in accordance with the terms, the finished centers of the Single system;
"the area of airfield" - airspace of servicing of air traffic of airfield (the terminal control area, dispatching zone) or part of airspace of the established sizes intended for the organization of accomplishment of flights for schemes of departure, landing approach, leaving on the second circle, flight around;
"the region of airline hub" - the part of airspace intended for the organization of accomplishment of airfield flights with 2 and more close located airfields;
"the district center" - the operational body of the Single system intended for the organization of use of airspace in the region of the Single system;
"the region of flight information" - airspace of certain sizes within which flight and information servicing and the emergency notification are provided;
"communication" the dispatcher - the pilot" on data line" - the means of communication between the dispatcher and the pilot for the purpose of air traffic control with use of data line;
"watch system of servicing of air traffic" - systems of broadcasting automatic dependent observation, primary survey radar, the secondary survey radar or any other land (air, sea) the system allowing to identify the aircraft and providing the level of safety of the flights and the characteristic not worse provided with the monopulse secondary survey radar;
"the reduced interval of vertical echeloning (RVSM)" - the interval of vertical echeloning applied in the range from echelon of flight 290 to echelon of flight 410 to echeloning of the aircrafts having the admission to flights using RVSM;
"the senior aviation chief" - the official given the rights and obligations determined by the air legislation of the Russian Federation. For airfields, helidromes and airfields of civil aviation by the senior aviation chief the official designated by the director of photography of the airport, helidrome or the owner of the airfield, and for airfields (helidromes) of the state and experimental aircraft is, airfields of joint basing by the senior aviation chief of airfield (helidrome) the official designated by authorized body under which authority such airfield (helidrome) is is;
"structure of airspace" - set of the elements of airspace limited in the vertical and horizontal plane intended for implementation of activities for use of airspace;
