About modification of the Order of the Government of the Russian Federation of March 11, 2010 No. 138

The government of the Russian Federation decides:

1. Approve the enclosed changes which are made to the order of the Government of the Russian Federation of March 11, 2010 No. 138 "About approval of Federal rules of use of airspace of the Russian Federation" (The Russian Federation Code, 2010, No. 14, Art. 1649; 2011, No. 37, Art. 5255; No. 40, Art. 5555; 2012, No. 31, Art. 4366; 2015, No. 29, Art. 4487; No. 32, Art. 4775; 2016, No. 8, Art. 1130; No. 29, Art. 4838; 2017, No. 9, Art. 1360; No. 50, Art. 7619; 2018, No. 6, Art. 898; No. 25, Art. 3695; 2020, No. 6, Art. 680).

2. Declare invalid the subitem "e" of Item of 1 changes which are made to Federal rules of use of airspace of the Russian Federation, approved by the order of the Government of the Russian Federation of July 8, 2015 No. 685 "About modification of Federal rules of use of airspace of the Russian Federation" (The Russian Federation Code, 2015, No. 29, the Art. 4487).

3. The paragraph third the subitem "zh" of Item of 2 changes approved by this resolution becomes effective after 6 months from the date of its official publication.

Changes which are made to the Order of the Government of the Russian Federation of March 11, 2010 No. 138

1. Add Item 3 with the words "also is effective till November 1, 2026 ".

2. In the Federal rules of use of airspace of the Russian Federation approved by the specified resolution:

a) in Item 2:

the seventeenth to declare the paragraph invalid;

in the paragraph the twenty fourth "use of airspace" is forbidden shall be replaced with words the words "flights of aircrafts are prohibited";

fifty third to state the paragraph in the following edition:

"the area of airfield" - airspace of servicing of air traffic of airfield (the terminal control area, dispatching zone) or part of airspace of the established sizes intended for the organization of accomplishment of flights for schemes of departure, landing approach, leaving on the second circle, flight around;";

to declare the paragraph of the sixty second invalid;

add with paragraphs of the following content:

"QNE pressure" - standard atmospheric pressure with in advance determined value of 760 mm of mercury column or 1013,2 of gp establishing the single level of counting of barometric height;

"QFE pressure" - atmospheric pressure at the level of exceeding of airfield (helidrome) (or landing strip threshold);

"pressure of QNH of airfield" - the atmospheric pressure in airfield specified to the average level of the sea (level of the Baltic Sea is hereinafter applied) on the standard atmosphere;

"area QNH pressure" - atmospheric pressure, minimum of the actual pressure specified to the average level of the sea on the standard atmosphere within the region of flight information or its part;

"RNP" - the prefix designating the navigation specification based on zone navigation which includes the requirement to control onboard the aircraft of keeping and issue of warnings of non-compliance with navigation characteristics;

"RNAV" - the prefix designating the navigation specification based on zone navigation which does not include the requirement to control onboard the aircraft of keeping and issue of warnings of non-compliance with navigation characteristics;

"absolute height" - distance down from the average level of the sea to the level, point or the object accepted for point;

"absolute height of transition" - the absolute height at which or below which the aircraft provision in the vertical plane is maintained in values of absolute height;

"the bulletin of availability of airspace" - the document of aeronautical information published by the main center of the Single system in the Internet, containing the aeronautical data providing to the user of airspace operational information about availability of elements of structure of airspace to activities planning for a certain period of time;

"take-off" - flight stage from the moment of the beginning of the accelerated movement of the aircraft from the line of start on land (water) or artificial surface (the moment of department from the specified surface in case of vertical take-off) until set established heights and speeds of flight in relation to the specific aircraft;

"airspace of free routing" - part of controlled airspace within which flight of the aircraft can be carried out along route with the set navigation accuracy between the main points published in documents of aeronautical information;

"airspace of servicing of air traffic" - airspace of certain sizes with alphabetic reference within which specific types of flights can be carried out and for which types of servicing of air traffic and the rule of flights are determined;

"flight visibility" - visibility from cabin of the aircraft in flight;

"transition height" - height established for transfer of scale of pressure of the barometric altimeter into standard pressure in case of flight ascent;

"flexible use of airspace" - the complex characteristic determining possibility of the most effective use of temporarily limited airspace by all interested users;

"dispatching specifying" - directions of body of servicing of air traffic (management of flights) ordering to crew of the aircraft to perform specific action;

"zone navigation" - the navigation method allowing aircrafts to carry out flights on any desirable trajectory within the action area of land or satellite navigation aids or in the limits determined by opportunities of autonomous means or their combination;
