According to article 5 of the Law of Ukraine "About the main beginnings of the state supervision (control) in the field of economic activity" the Cabinet of Ministers of Ukraine decides:

1. Approve criteria by which the risk degree from carrying out activities of the customs broker is estimated and frequency of holding planned actions of the state supervision (control), according to appendix is determined.

2. Provide to the State Customs Service gratuitously customs brokers who intend to perform declaration of goods and vehicles by submission of customs declarations and preliminary messages in the form of electronic documents, the strengthened certificates of open keys of the digital signature.

1. Criteria by which the risk degree from carrying out activities of the customs broker is estimated are:

observance of the requirements provided by Licensed conditions of carrying out activities of the customs broker;

observance of requirements of the economic legislation and legislation concerning customs affairs;

term of carrying out economic activity by it.
