About modification and amendments in User Rules for Operating Electrical Equipment

According to requirements of the Law of Ukraine "About power industry", the Regulations on the Ministry of Fuel and Energy of Ukraine approved by the Presidential decree of Ukraine of April 06, 2011 No. 382, for the purpose of reduction in compliance with requirements of the legislation, and also observance of single provisions and requirements concerning the organization of operation of electroinstallations of consumers of electricity which accomplishment will ensure reliable, safe and effective functioning of these electroinstallations I ORDER:

1. Make changes to User Rules for Operating Electrical Equipment approved by the order of Mintoplivenergo of Ukraine of July 25, 2006 No. 258, registered on October 25, 2006 for No. 1143/13017, having been reworded as follows them which is applied the Ministry of Justice of Ukraine.

2. To the director of the department of power industry (Low-flow S. Ya.) in accordance with the established procedure to submit this order on state registration to the Ministry of Justice of Ukraine.

3. This order becomes effective in 6 months after state registration in the Ministry of Justice of Ukraine, but not earlier than day of its official publication.

4. To impose control over the implementation of this order on the deputy minister Cech S. M.

User Rules for Operating Electrical Equipment

I. Scope of application

1.1. These rules establish the main organizational and technical requirements to operation of electroinstallations and electric equipment (further - electroinstallations) consumers and are aimed at providing reliable, safe and rational operation of electroinstallations.

Rules extend to the operating electroinstallations on tension to 150 kV inclusive belonging to subjects of managing - to consumers of electricity irrespective of patterns of ownership and departmental accessory which use electrical energy for ensuring own requirements based on the agreement, and also the population which on the property rights has electroinstallations on voltage over 1 kV.

Rules extend also to the population which is owners of electroinstallations on tension to 1 kV, regarding measurement of resistance of isolation of electrical wiring.

Requirements to operation of generators of power plants, synchronous compensators, cable lines with oil-filled cables of consumers of any tension, and also power transformers, autotransformers, reactors, air-lines of electricity transmission and electroinstallations of consumers on voltage over 150 kV are established according to the industry regulating document of the Ministry of Fuel and Energy of Ukraine GKD 34.20.5072003 "Technical operation of power plants and networks. Rules", the approved order of the Ministry of Fuel and Energy of Ukraine of June 13, 2003 No. 296.

1.2. Rules are obligatory for the workers performing operation of electroinstallations of consumers, management functions, regulations of the modes of power consumption, inspection of electroinstallations of consumers, and also the companies, organizations and organizations of all patterns of ownership which perform research, proyektnokonstruktorsky and project works, production, delivery, installation, adjustment, testing, diagnostics, repair of electroinstallations of consumers.

1.3. All operating electroinstallations of consumers, and also those which are designed, constructed, reconstructed or are modernized, shall meet the requirements of regulatory legal acts, the existing rules of arrangement of electroinstallations and other normative and technical documents.

1.4. Technical operation of electroinstallations of consumers can be performed by the special rules established in industry. Industry rules shall not contradict these Rules and Rules of safe operation of electroinstallations of consumers approved by the order of Committee on supervision of labor protection of the Ministry of Labour and Social Policy of Ukraine of January 09, 1998 No. 4, registered in the Ministry of Justice of Ukraine on February 10, 1998 for No. 93/2533.

1.5. Operation of electrical household appliances in conditions of production is performed according to requirements of the manufacturing companies and these rules.

1.6. The state supervision (control) of fulfillment of requirements of these rules is exercised according to requirements of the legislation the central executive body on the state energy supervision also by Public service of mountain supervision and industrial safety of Ukraine.

ІІІ. Terms, determinations of concepts, reducings

3.1. In these rules terms and determinations are used in such values:

emergency armor of electric utility service of the consumer - the smallest size of electric power and the minimum daily size of power consumption which in case of complete stop of production provides: safety of life of people; prevention of damage of the capital equipment and systems of heating of the consumer; preserving emergency, security lighting and alarm system; preserving minimum admissible level of ventilation and sewerage; work of fire extinguishing systems, drainage system and drainage; prevention of negative effects of technogenic and natural nature;

the emergency - object condition which did not turn into accident however is characterized by possible violation of operating mode of electric equipment and/or service conditions in case of which all adverse influences of sources of danger on workers, the population and the environment, contain in acceptable limits by means of the appropriate technical means;

accident (technological) - failure, breakdown, damage, failure, violation of normal operating mode of electric equipment;

hardly accessible space (room) - space in which because of its small size performance of works is complicated and natural air exchange is insufficient;

explosion-proof electrotechnical product (the electrotechnical device, electric equipment) - the electrotechnical device of special purpose executed in such a way that the possibility of flash of the surrounding explosive environment as a result of operation of this device is eliminated;

the operating electroinstallation - electroinstallation or its site which are energized or on which tension can be given turning on of switching devices, and also the air-line placed in the action area of the specified tension or having crossing with the operating air-line;

duplication - independent accomplishment by the operational, operativnoproizvodstvenny worker (doubler) of professional obligations on workplace under the supervision of the experienced worker with obligatory passing of antiemergency and fire-proof training;

ecological armor of electric utility service of the consumer - the minimum level of consumption of electrical energy by the consumer (except the population) which provides premises for prevention of emergence of emergency situations of technogenic and natural nature;

operation (technical) - complex of the works connected with fulfillment of requirements of these rules, and also other regulatory legal acts and normative and technical documents concerning use of electrical and heat energy, arrangement, structure, maintenance, repair of the equipment and operational management of electroinstallations;

power network - set of electroinstallations for transfer and distribution of electrical energy;

electric substation - the electroinstallation intended for acceptance, transformation and distribution of electrical energy;

electric economy (further - electrical facilities) - buildings, constructions, the equipment intended for production or transformation, transfer, distribution or consumption of electrical energy;

electric equipment - devices in which it is made, transformed, will be transformed is distributed or consumed the electric power; switching devices in distributing devices of electroinstallations; all types of protection of electroinstallations;

the electrotransfer organization - subject of managing which obtained the license NKRE for the right of implementation of business activity on transfer of electrical energy the high-level and interstate power networks or local (local) power networks, and also subject of managing which obtained the license NKRE for the right of implementation of business activity on transfer of electrical energy local (local) power supply networks and the license NKRE for the right of implementation of business activity on delivery of electrical energy on the regulated rate, performing the activities in the fixed territory;

the electrotechnical service (department, group) - structural division of the consumer which according to the conferred powers performs the organization of technical operation repair, safe servicing of own electroinstallations and provides electric utility service of current collectors of the consumer;

electroinstallation - complex of the interconnected equipments and constructions which intend for production or transformation, transfer, distribution or consumption of electrical energy;

the closed space (room) - the space limited to surfaces which have hatches (manholes), with the sizes interfering easy and bystry access through them of workers and complicating natural air exchange;

the customer - legal entity or physical person which orders performance of works, delivery of products, the provision of services connected with capital construction will organize tendering (tenders), signs agreements (contracts), controls the course of construction and exercises technical supervision of it, carries out calculations for the delivered products, the performed works, the provided services, accepts complete works;

means of the measuring equipment - the technical tool which is used during measurements and has the normalized metrological characteristics;

protective automatic switching off of food - automatic disconnection of one or several linear conductors and, in case of need, the neutral conductor which is carried out for the purpose of electrical safety;

instructing - bringing to workers of contents of the main requirements concerning the organization of safe work and rules of safe operation of electroinstallations of consumers, the analysis of the made or possible mistakes on workplaces of persons who are instructed, increasing knowledge and skills of safe performance of works and knowledge of fire safety regulations;

calibration of means of the measuring equipment - determination in certain conditions or control of metrological characteristics of means of the measuring equipment;

capital repairs - repair which is performed for renewal of operability and complete or almost complete renewal of resource of product with replacement or renewal of any its parts, including basic;

the consumer's head - the official performing the common directorship of economic or productive activity of the consumer;

complete distribution installation - the electric distribution equipment completed from cases or blocks with the equipment which is built in at them, control units, control, protection, automatic equipment and the alarm system which is delivered to the national teams or prepared for assembly for internal or outside installation;

complete transformer substation - the substation consisting of cases or blocks with built in in them by the transformer and other equipment of distribution installation which is delivered to the national team or prepared for assembly;

power line - the element of electrosupplying system intended for transfer and distribution of electrical energy by tension to and over 1 kV without change of its parameters;

power generation facility - power plant (except nuclear part of nuclear power plant), the electric substation, power network connected to the integrated power system of Ukraine and also the boiler room connected to the high-level thermal network, the high-level thermal network;

accounting technical - accounting of quantity and quality characteristics of flows of energy which are used by the energy consumer for the internal settlements;

servicing (technical) - complex of works on maintenance of operability of the equipment during its use. Testing of the equipment, devices, survey of the equipment, garter of contact connections, dolivaniye of insulating oil, testing and measurement of insulating characteristics and so forth belong to maintenance of electric equipment;

operational maintaining - management of condition of the equipment in case of which switchings in electroinstallations are carried out in case of the consent of operational workers of the appropriate (certain) level;

operational management - management of condition of the equipment in case of which switchings in electroinstallations can be carried out only according to the order of operational workers of the appropriate (certain) level and in the sequence set by them;

operational switchings - actions by switching devices which aim at change of the scheme of electroinstallation or condition of the equipment;

person responsible for electrical facilities - the electrotechnical worker to whose duties direct accomplishment of functions concerning the organization of technical and safe operation of electroinstallations of the consumer whose appointment is performed by the administrative document of the consumer belongs;

switchings simple - switchings which include no more than four transactions with switching devices in the main scheme of electric connections or circles of relay protection, antiemergency and regime automatic equipment and do not influence reliability of work of power supply system;

switchings difficult - switchings which need (require) certain sequence and coordination of actions of operational workers in case of transactions with switching devices, grounding disconnectors and devices of relay protection, antiemergency and regime automatic equipment;

the company - the business entity created for satisfaction of public and personal needs by systematic implementation of productive, nauchnoissledovatelsky, trading, other economic activity according to the procedure, provided by the Economic code of Ukraine and other regulatory legal acts;

checking of means of the measuring equipment - establishment of suitability of means of the measuring equipment to which the state metrological supervision, to application based on results of control of their metrological characteristics extends;

running repair - repair which is carried out for providing or renewal of operability of product and consists in replacement and (or) renewal of its separate parts;

workers administrative and technical - the consumer's head, his deputies, chiefs of workshops, departments, services, sites, laboratories and their deputies, masters, engineers and other officials to whom administrative functions are assigned;

workers production are workers whose work is directly connected with production processes of the consumer (operation, repair, installation, adjustment of the equipment, vehicles, constructions, buildings, and so forth);

workers electrotechnical are workers, the position or profession of which is connected with servicing of electroinstallations which passed examination in NPAOP 40.1-1.21-98 and have the corresponding group on electrical safety;

workers electrotechnological are workers, the position or profession of which is connected with operation of electrotechnical part of production equipment which obligations do not concern servicing of its electric drive;

workers operational (persons on duty) are workers who are on watch in change and are allowed to operational management and/or operational switchings;

workers operational and production are production workers who underwent special education and training in operational servicing in the approved amount of electric equipment fixed to them;

the receiver of electrical energy (electroreceiver) - the device in which the electrical energy will be transformed to other type of energy for its use;

repair - complex of transactions on renewal of operability or operability of products and renewal of resources of products or their components;

settlement (commercial) accounting of electrical energy - determination based on measurements and other regulated procedures in the cases provided by the Instructions for use electrical energy approved by the resolution of the National commission of regulation of power industry of Ukraine of July 31, 1996 No. 28 (in edition of the resolution of the National commission of regulation of power industry of Ukraine of October 17, 2005 No. 910) registered in the Ministry of Justice of Ukraine on August 02, 1996 for No. 417/1442, of quantity (amount) of electrical energy and value of capacity for implementation of commercial calculations;

system of maintenance and repair - the set of the interconnected means of documentation of maintenance, repair and contractors necessary for maintenance and renewal of product quality entering this system;

the specialized organization - business entity which carries out works the increased dangers or operation of machines, mechanisms, the equipment of the increased danger, the determined Procedure for issue of permissions to performance of works of the increased danger and on operation (application) of machines, mechanisms, equipment of the increased danger, by the approved resolution of the Cabinet of Ministers of Ukraine of October 26, 2011 No. 1107;

special preparation - additional training of workers of the consumer who have basic and (or) complete higher educations, vocational training for their preparation for accomplishment of the functional obligations, and also additional training of workers who are involved in performance of works with the increased danger or where there is need for professional selection, according to requirements of normative legal acts. Special preparation is carried out prior to independent work and in case of work stoppage over one year;

the consumer of electrical energy (further - the consumer) - the legal entity or physical person using electrical energy for ensuring requirements of own electroinstallations based on the agreement;

ІV. Organization of operation of electroinstallations

1. Obligations of workers

1.1. This Section establishes requirements to workers which work is connected with operation and servicing of electroinstallations of consumers.

1.2. The head of the consumer shall provide:

proper operation of electroinstallations according to requirements of these rules and other ND;

reliable work of electroinstallations and their safe servicing;

accomplishment of actions for prevention of use of technologies and methods of work which negatively influence the surrounding environment;

observance of the set modes of consumption of electrical energy and capacity;

easy access on the objects of authorized persons of the central executive body for the state energy supervision, representatives of the electrotransfer organization (on presentation of the official ID), provision of information and documents necessary for implementation of the powers by it by them, and also accomplishment of the issued instructions in the specified terms.

1.3. For ensuring safe and reliable operation of electroinstallations, as a rule, at the consumer the electrotechnical service (department, group) with the necessary number of electrotechnical workers, depending on class of supply voltage, complexity of works on servicing of electroinstallations is created.

1.4. For direct accomplishment of functions concerning the organization of operation of electroinstallations the consumer's head the administrative document shall designate person responsible for electrical facilities which will replace it in case of absence (leave, disease).

The administrative document concerning appointment of person responsible for electrical facilities, and faces which will replace it is published after the successful examination concerning technical operation of electroinstallations, fire safety and labor protection and assignment to these persons ІV of group on electrical safety for servicing of electroinstallations on tension to 1 kV or the V group on electrical safety for servicing of electroinstallations on voltage over 1 kV.

1.5. Person responsible for the consumer's electrical facilities shall have the corresponding group on electrical safety and the higher education on the corresponding direction (specialty) of energy profile, and also length of service on this direction:

for person with complete higher education (with obrazovatelnokvalifikatsionny level the specialist, the master) - at least 1 year;

for person with basic higher education (with obrazovatelnokvalifikatsionny level the junior specialist, the bachelor) - at least 2 years.

If at the consumer electroinstallations II and III of categories on reliability of electric utility service on tension to 1 kV are used, it is allowed to designate, by way of exception, person responsible for the consumer's electrical facilities, from number of persons employed, having group on electrical safety not below ІV and length of service:

with vocational training in the corresponding direction (specialty) - at least 3 years;

with complete general secondary education which had special training, - at least 4 years.

1.6. In case of economic inexpediency of creation of electrotechnical service (department, group) at the consumer who has electroinstallations II and III of categories on reliability of electric utility service on tension to 1 kV electroinstallations of the consumer are transferred according to the service agreement of the specialized organization.

1.7. Accomplishment of obligations of person responsible for electrical facilities, or her deputy can be performed in combination.

In the presence the consumer has positions of the chief power engineer of obligation of person responsible for electrical facilities are, as a rule, assigned to it.

Fulfillment of duties of person responsible for electrical facilities is allowed, to assign to the deputy chief power engineer.

Consumers at whom the installed capacity of electroinstallations does not exceed 10 kW, the deputy of person responsible for electrical facilities cannot appoint.

At consumers who treat the population and are owners of electroinstallations to voltage over 1 kV, person responsible for electrical facilities it is not appointed. Operation of these electroinstallations is carried out according to requirements of Item 1.9 of this Chapter.

1.8. The owner of electroinstallation or, in case of the conclusion of the relevant agreement, the electrotransfer or specialized organization provide accomplishment of actions for the organization of operation of electroinstallations according to requirements of these rules.

If the owner of electroinstallation independently performs the organization of operation of this electroinstallation, completeness and sufficiency of developed actions he shall approve with the relevant territorial authority of the central executive body on the state energy supervision.

1.10. For performance of works in the operating electroinstallations (which belong to objects of the increased danger) or for their servicing the consumer has the right to attract the specialized organization.

Operation of electroinstallations of consumers by the specialized organization shall be provided according to requirements of these rules.

1.11. Operation of electroinstallations of the consumer in case of absence is forbidden:

own electrotechnical, electrotechnological workers of the corresponding qualification;

service provision agreements concerning servicing of electroinstallations with the electrotransfer or specialized organization in case of impossibility of independent implementation of the organization of operation of own electroinstallations by the consumer.

1.12. Person responsible for the consumer's electrical facilities, taking into account power consumption and structure of energy consumer equipment shall provide:

a) development and holding organizational and technical actions which include:

content of electroinstallations in working order and their operation according to requirements of these rules, POE PBEES, instructions for labor protection and other ND;

observance of the modes of power consumption and contractual conditions of consumption of electrical energy and capacity set by the electrotransfer organization;

accomplishment of actions for preparation of electroinstallations of the consumer for work during the autumn and winter period;

rational use of electrical energy;

the optimum modes of overflow of the reactive electric power and economic regimes of operation of the compensating devices;

implementation of the automated systems and devices of measurement and accounting of electrical energy;

timely and high-quality repair of electroinstallations;

accident prevention and injury rate in electroinstallations;

safe operation of electroinstallations;

increase in reliability of work of electroinstallations;

training and examination of these Rules PBEES, POE PPEE, PPB, job and operational descriptions and instructions for labor protection for electrotechnical (electrotechnological) workers;

protection of the surrounding environment (depending on the assigned functions);

b) enhancement of electric utility power grid of the consumer with allocation to reserve external nutritious lines of current collectors of ecological and emergency armor;

c) increase in level of industrial safety, development of complex of the actions directed to prevention of injury rate, death of animals, damages to machinery, possible negative ecological and other effects in case of the termination or restriction of the electric utility service performed in accordance with the established procedure;

d) operation of electroinstallations according to requirements of the Instruction for accounting and investigation of technological violations in the work of energy economy of consumers approved by the order of the Ministry of Fuel and Energy of Ukraine of August 04, 2006 No. 270, of Ukraine registered in the Ministry of Justice on August 22, 2006 for No. 993/12867;

ґ) development and observance of expense rates of fuel, electrical energy, their timely review during enhancement of the production technology and implementation of the new equipment;

e) carrying out engineering certification of electroinstallations;

e) accounting and control of consumption of electrical energy and capacity and development of actions for their decrease. Accomplishment of the set power consumption modes;

є) development with involvement of technological and other divisions, and also specialized institutes and project organizations of perspective plans of decrease in power consumption of products which are turned out, implementation of energy-saving technologies, heat recovery installations, use of secondary fuel and power resources, implementation of progressive forms of economic incentives;

g) accounting and the analysis of accidents which happened in electrical facilities, and also taking measures to elimination of the reasons of their origin;

h) development of maintenance instructions of electroinstallations and networks, instructions for labor protection and fire safety and training programs for employees of electrotechnical service;

i) provision of information upon the demand of the central executive body on state energy supervision according to requirements of ND;

і) maintaining documentation on electrical facilities according to requirements of ND;

ї) observance of requirements of sanitary standards and rules concerning working conditions on workplaces of workers according to requirements of the Section VІ of these rules.

Obligations of the specialized organization concerning servicing and/or operation of electroinstallations of the consumer are determined in the service provision agreement concerning servicing of these electroinstallations with the electrotransfer or specialized organization.

2. Requirements to workers and their preparation

2.1. The main requirements to workers concerning carrying out training and examination concerning labor protection according to requirements of GND 34.12.102-2004, of briefings, special training and examination concerning fire safety, and also the list of positions, in case of appointment to which faces shall undergo training and examination concerning fire safety, and procedure for their organization are determined by NPAOP 0.00-4.12-05, of NAPB B.02.005-2003 in case of performance of works in the electroinstallations placed in explosive or pozharnoopasny zones according to requirements of NAPB B.06.001-2003.

2.2. In electroinstallations, specially prepared electrotechnical workers shall perform servicing of electroinstallations of consumers, including accomplishment of repair, installation, adjustment work and operational switchings, namely: administrative and technical, operational, production and operational and production workers of the consumer or employees of the specialized organization (under the agreement).

2.6. In the course of labor activity electrotechnical and electrotechnological workers pass according to requirements of GND 34.12.102-2004 the following forms of education concerning technical operation of electroinstallations:

instructing;

periodic training in specialized educational institutions (further - SUSA);

annual training at the company of power industry;

special preparation;

training;

duplication;

antiemergency trainings.

2.7. Annual training at production there undergo electrotechnical and electrotechnological workers who are engaged at works with the increased danger or where there is need for professional selection. Lists of these workers, scheduled plans of carrying out annual training at production and periodic training of SUSA, affirm the consumer's head.

As a rule, annual training at production is provided with involvement of administrative and technical workers of the consumer (electrotechnical services) and SUSA.

2.8. The consumer's workers who provide production processes on power generation facilities have special training. The list of such workers is determined by each consumer according to requirements of GND 34.12.102-2004.
