1. This Standard provision determines the purposes, tasks and functions industry, territorial (regional, city, district) council on labor and social problems (further - council), legal and organizational basis of its activities.

Council is created for the purpose of implementation of interaction of republican state bodies or local executive and administrative organs (further - state bodies), the corresponding associations of the employers and labor unions which are the parties of council (further - the parties of council), on realization of social and economic policy, protection of the labor, social and economic rights and interests of citizens at the industry and local levels.
