1. Approve enclosed:
1) Methodical recommendations about inventory count of the agricultural holdings involved in agricultural turnover according to appendix 1 to this order;
2) Methodical recommendations about determination of base rates of payment for the parcels of land by their provision in private property in settlements according to appendix 2 to this order.
2. To department of the state control of use and protection of lands, the state land cadastre and monitoring of lands of the Agency of the Republic of Kazakhstan on management of land resources (further - the Agency) to bring this order to the attention of akimats of areas, cities of Astana, Almaty, territorial land inspections and the republican state company "State Research and Production Center of Land Resources and Land Management" of the Agency.
3. To impose control of execution of this order on the vice-chairman of the Agency Raymbekov K. U.
4. This order becomes effective from the date of signing.

to the Order of the Chairman of the Agency of the Republic of Kazakhstan on management of land resources of February 24, 2012 No. 38-OD
1. Inventory count of the agricultural holdings involved in agricultural turnover is carried out according to the Strategic plan of the Agency of the Republic of Kazakhstan on management of land resources and the budget program 003 "Forming of zemelnokadastrovy data".
2. The purpose of inventory count is establishment of the actual areas of agricultural holdings and their comparison with accounting data at the time of work, and also studying of condition and use of lands by types of agricultural holdings (the ploughland including irrigated long-term plantings, deposits, haymakings, pastures).
3. The organization and technology of carrying out inventory count is performed according to the approved Technical specification of performance of works on inventory count of the agricultural holdings involved in agricultural turnover (appendix 1).
4. Inventory count is carried out on cadastral quarters (rural districts) by land use of all agricultural organizations, country and farms irrespective of patterns of ownership and managing (except lands citizens for conducting gardening and country construction).
5. For performance of works in areas Akim's order creates the working commissions as a part of representatives of territorial land inspectorates (further - TZI), bodies for land relations, agricultural industry, rural akims, divisions of the republican state company "State Research and Production Center of Land Resources and Land Management" (further - RGP "Gosnptszem"). In the presence of the irrigated lands, representatives of bodies of water economy in addition join.
6. Amounts of works on inventory count of lands are carried out according to funding plans with annual completion of works on the planned areas, their codes, including is preliminary, on areas and the republic.
7. Works on inventory count of lands are performed at the expense of means of the republican budget by the RGP "Gosnptszem" production enterprises.
8. Enter into structure of works on inventory count of the agricultural holdings involved in agricultural turnover:
- preparatory work;
- field works;
- cameral works;
- production, approval and issue of materials.
9. Preparatory work includes collection and studying of the land cadastral information: materials of aero photogeodetic, soil, geobotanical and other researches, the previous inventory counts, the audit of lands of agricultural purpose which is carried out by the working groups in 2011, cadastral cases on the organization (reorganization) of farms, projects of intraeconomic and intereconomic land management, data on natural and economic conditions, data on structure and use of lands, the other information characterizing the inspected territory.
10. During the analysis and generalization of land inventory data lists of all agricultural organizations, country and farms are constituted. Lists are constituted on cadastral quarters (rural districts) with indication of the name and cadastral numbers of the parcels of land, the area assigned to them and structure of agricultural holdings. Are used - balance sheet data of accounting of lands, the AIS GZK attributive base, zemelnokadastrovy cases of the parcels of land, projects of the organization of farms and other zemelnokadastrovy information.
11. In the course of preparatory work are made planned and cartographic basis on cadastral quarters (rural districts) in scales: the irrigated ploughland - 1:10 000, in case of their absence - 1:25 000, not irrigated agriculture - 1:25 000, in case of their absence - 1:50 000, pasturable livestock production - 1:25 000 - 1:50 000, in desert and semidesertic zones in case of their absence is allowed scale 1:100 000.
As planned and cartographic basis land cadastral maps, photoplans, plans of land use, projects of intraeconomic land management of the former sovkhozes and kolkhozes, other cartographic materials can be used.
12. Are applied on planned and cartographic basis:
- basic elements of the plan (settlements, roads, hydrography, etc.);
- borders of land use of business entities, according to the constituted list, with indication of cadastral numbers of the parcels of land. Are used - the AIS GZK graphical base, land and cadastral cases of the parcels of land, projects of the organization of farms, cadastral and accounting cards (schemes) on duty, materials of the previous inventory counts of lands and other;
- borders of contours of agricultural holdings (the ploughland including irrigated, long-term plantings, deposit, the improved haymakings and pastures). In the presence of the irrigated lands, the irrigating network and sources of irrigation is put. - obvodnitelny constructions on pastures (tubular, mine wells, etc.). Are used - materials of inventory count of the flooded pastures (1986-1988), inventory counts of the flooded pastures on the local squares executed in the years ahead, other project and prospecting data.
13. The necessary statement and systematization of inventory data on the accounting units accepted when carrying out inventory count of the agricultural holdings involved in agricultural turnover is made.
14. In the course of field works information collection on places is made; inspection of the parcels of land according to the established purposes and tasks of inventory count; creation of the act and drawing of inspection.
15. In the district organizations (on land relations, agricultural and water economy, according to the statistics, registration of the real estate, etc.) collection of the following information is made:
- lists of business entities, availability and fixing of the areas of agricultural holdings to them by their types at the time of carrying out inventory count are specified. The reasons of discrepancies of accounting data with their actual state are established;
- statistical data by agricultural organizations, country and farms, rural districts and in general on the area, about acreage, the leading crops, availability of crop rotations on ploughland and their characteristic, cattle livestock on animal species;
- technical condition of irrigating network and obvodnitelny constructions on pastures, actions for their repair and reconstruction;
- the available programs, projects of use of lands of agricultural purpose, for optimization of arable land, involvement of laylands in agricultural turnover, development of gardening and wine growing, improvement of fodder grounds, etc.
16. In rural districts and farms it is made:
- refining of data on separate farms, collection and disaggregation of information on condition and use of lands (according to Item 14 of these Recommendations);
- identification of not used sites of ploughland and long-term plantings, their use not on purpose;
- condition of the irrigated lands;
- the reasons of formation of laylands (low quality and erosion of soils, salinity, melkokonturnost, loss of communication with irrigation source, defect of irrigating network, other natural and economic reasons) having offers on further use of sites of deposit;
- the characteristic of natural fodder grounds, condition of the improved haymakings and pastures, vodopoyny Items, establishment of availability of pastures for distant-pasture livestock production (the areas, terms and extent of use).
17. Departure on the area is carried out in case of need establishments and amendments of data on separate land use, their locations, borders and the area of actually used lands, disaggregation of other indicators of high-quality condition and extent of use of land grounds.
18. In the course of field works on inventory count of lands opinions and offers of district bodies, rural akims, heads and specialists of farms on further use of inventarizuyemy agricultural holdings at the same time become clear.
19. Results of inventory count are reflected in the inventory report of the agricultural holdings involved in agricultural turnover (appendix 2) and are applied on the drawing of inventory count which are signed by members of the commission.
20. Cameral works include processing of materials of field inspection, development of suggestions for improvement of use of lands, the code of materials of inventory count at the district, regional and republican levels.
Cameral data processing is made on each economy which is part of cadastral quarter. The processed inventory count materials on cadastral quarters (rural districts) are analyzed and generalized on administrative areas.

24. Not used sites of lands revealed in the course of inventory count are analyzed and generalized, their areas are determined by types of agricultural holdings and distribution on farms. Origins of the thrown lands are established. Data are located in table 4.

25. Data on availability of crop rotations on ploughland, with determination of the leading crops which are entered in table 5 are established.
26. The technical characteristic of irrigating network and water security of the irrigated lands is determined.

The areas of low-productive sites of ploughland, according to classification of arable lands by quality of soils and meliorative condition for development of recommendations about their further use are determined (appendix 3). Actions for transformation of low-productive ploughland in other types of grounds are developed.
28. In the analysis and further use of sites of the irrigated ploughland technical condition of irrigating network and water security of the irrigated lands in addition are considered. From accounting of the irrigated lands sites the lost touch with source of irrigation and the failed irrigating system more than for 50% are offered to exception.
The characteristic of low-productive sites of ploughland and the recommendation about their transformation in other types of grounds is provided in table 7.
29. Determination of high-quality condition of laylands and the recommendation about their further use is made similar to the actions connected with low-productive ploughland. The characteristic of laylands and the offer on their further use is provided in table 8.
