I. General provisions

Subject of regulation of regulations

1. The administrative regulations of provision by Federal Service for Financial Monitoring of the state service in accounting of the organizations performing transactions with money or other property in the field of which activities there are no supervisory authorities (further - Administrative regulations) are developed for the purpose of improvement of quality of execution and availability of results of provision by Federal Service for Financial Monitoring (further - Rosfinmonitoring) the state service in accounting of the organizations performing transactions with money or other property in the field of which activities there are no supervisory authorities (further - the state service).

Rosfinmonitoring provides methodological unity on provision of the state service, in particular, generalization of questions on registration and removal from accounting of the organizations arising at officials of territorial authorities of Rosfinmonitoring and at the organizations and preparation on their basis of information letters, and also methodical recommendations for territorial authorities of Rosfinmonitoring.

3. By provision of the state service by Rosfinmonitoring by applicants the following organizations will be:

a) leasing companies;

b) pawnshops;

c) the organizations which are containing totalizators and bookmaker offices, and also organizing and (or) carrying out lotteries, totalizators (mutual bet) and other games based on risk, including electronically;

d) the organizations rendering intermediary services when implementing transactions of kupliprodazha of real estate;

e) operators on acceptance of payments;

e) the commercial organizations signing agreements of financing under concession of monetary claim as financial agents.

4. The organizations staying on the registry in Rosfinmonitoring in case of their liquidation or change of profile of activities are subject to removal from accounting.
