This Law establishes the general beginnings of regulation of the public relations connected with town-planning activities and is aimed at providing, protection of the rights of subjects of the town-planning relations and forming of the full-fledged sphere of life activity of the person.
The state urban policy is system of the purposes, tasks and measures in the field of town-planning activities / created in interrelation with social and economic policy of society, the State urban policy is designed to provide sustainable development of society with means of town planning and directed to improvement of the habitat of the person, preserving and enhancement of historical and cultural, national peculiarities and heritage, effective and careful use of the earth and natural resources, harmonious combination of interests of the state and citizens in the field of town-planning activities.
The state urban policy is developed by public authorities of Turkmenistan.
Town-planning activities include:
the forecasting, design and regulation of the territorial organization of resettlement determining placement of productive forces, forming of engineering, transport, social infrastructures taking into account ecological state of environment;
development of concepts of development of the cities, other settlements and their systems;
development of town-planning decisions according to the layout, building, reconstruction and improvement of urban and rural environment, its humanization according to national, material, spiritual, social and other local conditions and features;
