About introduction of amendments to some laws of Ukraine concerning optimization of issue of documents of allowing nature in the field of economic activity

The Verkhovna Rada of Ukraine decides:

I. Make changes to such laws of Ukraine:

1. Bring in the List of documents of allowing nature in the field of economic activity approved by the Law of Ukraine "About the List of documents of allowing nature in the field of economic activity" (Sheets of the Verkhovna Rada of Ukraine, 2011, No. 47, Art. 532; with the changes made by the laws of Ukraine of July 8, 2011 No. 3677VI of November 3, 2011 No. 3995-VI and of March 22, 2012 No. 4619-VI), such changes:

1) to add the List with Items 105-1, 122-1 and 124-1 of such content:

Items 11 and 87 to exclude 2).

2. Part third of article 2 of the Law of Ukraine "About authorization system in the field of economic activity" (Sheets of the Verkhovna Rada of Ukraine, 2005, No. 48, Art. 483; 2010, 13, the Art. 128) to add No. with paragraphs tretyimpyaty such content:

"Issue of certificates on observance of regulations of use of pesticides and agrochemicals (only regulators of growth of plants) in agricultural products and raw materials of plant origin and certificates of conformity concerning content in agricultural products and raw materials of plant origin of residual amount of pesticides, agrochemicals and heavy metals is performed according to this Law taking into account the features determined by the Law of Ukraine "About protection of plants".

Issue of permissions to international carriages of passengers and loads road transport and permissions of the European Conference of Ministers of Transport (ECMT) to transportation of goods is performed by road transport between state members of EKMT according to this Law taking into account the features defined by international treaties of Ukraine concerning the international motor transportations and the Law of Ukraine "About road transport".

Issue of permissions to re-export of goods which come from other countries quarantine permissions (for import or transit), the international veterinary certificates (for the countries of Sngveterinarny certificates of form No. 1, No. 2 and No. 3) - when moving out of limits of Ukraine, veterinary certificates (for Ukraine - forms No. 1 and No. 2) - when moving out of limits of the territory of the Autonomous Republic of Crimea, areas, cities of Kiev and Sevastopol, quarantine certificates, certificates concerning compliance of services in storage of grain and products of its conversion, quality certificates of grain and products of its conversion, phytosanitary certificates, phytosanitary certificates on re-export is performed according to this Law taking into account the features determined by the Customs code of Ukraine, the Law of Ukraine "About grain and the market of grain in Ukraine", the Law of Ukraine "About veterinary medicine" and the Law of Ukraine "About quarantine of plants".

II. Final provisions

1. This Law becomes effective from the date of, its publication following behind day.

2. To the Cabinet of Ministers of Ukraine in three-months time from the date of the introduction in operation of this Law:

bring the regulatory legal acts into accord with this Law;

provide reduction by the ministries and other central executive bodies of their regulatory legal acts in compliance with this Law.
