About system of the emergency toxicological help in Ukraine

According to Articles 8, of 35, of 37 Bases of the legislation of Ukraine on health care and for the purpose of development and enhancement of the organization of provision of the emergency toxicological help in Ukraine, creation of network of the centers of the toxicological help as single system which is connected by information, methodical, lechebnodiagnostichesky support in provision of specialized medical care to the population of Ukraine in case of sharp poisonings of any chemical etiology, decrease in level of disability and death rate in case of medical emergencies which are caused by sharp poisonings, I ORDER:

1. Approve Regulations on system of the emergency toxicological help in Ukraine which are applied.

2. Bring in the Regulations on single system of provision of the emergency (urgent) medical care approved by the order of the Ministry of Health of Ukraine of June 01, 2009 No. 370, such change registered in the Ministry of Justice of Ukraine on September 14, 2009 for No. 863/16879,:

ІІ to exclude subitem 3.4 of Item 3 of the Section.

3. To the chief non-staff specialist of the Ministry of Health of Ukraine in "Toxicology" Sheiman B. S. to develop the actions plan concerning the organization of provision of the emergency toxicological help in Ukraine.

4. To the director of the department of maternity welfare, childhood and sanatorium providing Ostashko S. I. in the procedure established by the legislation to provide submission of this order on state registration in the Ministry of Justice of Ukraine.

5. This order becomes effective from the date of its official publication.

6. To impose control over the implementation of the order on the First Deputy Minister of Health of Ukraine Moiseenko R. O.

Regulations on system of the emergency toxicological help in Ukraine

І. General provisions

1.1. The system of the emergency toxicological help (further - system) provides regulation of the mechanism of interaction of levels of provision of the emergency toxicological help to the population of Ukraine (further - the help).

1.2. The system is effective for the purpose of realization of state policy concerning ensuring the state and utility patterns of ownership with treatment-and-prophylactic institutions, the timely and high-quality help to the victims who are in medical emergency which is caused by action of toxic factor that will allow to avoid negative impact on efficiency of assistance by the victim of sharp poisonings both in everyday life, and in case of the emergency situations which resulted from effect of toxic substances.

1.3. Activities of system provide use of the latest standardized medical technologies, optimization of structure of divisions of treatment-and-prophylactic institutions of the state and utility patterns of ownership based on the single evidence-based organizational principles and international standards of assistance with the corresponding personnel, materialnotekhnichesky providing, professional training of health workers concerning its provision, and also other specialists who take part in the organization and ensuring assistance and have no medical education.

1.4. In this Provision terms are used in such value:

The emergency toxicological help is system of actions for ensuring timely and high-quality medical care to each person which is in medical emergency as a result of action of toxic factor with use of the latest standardized medical technologies for treatment of sharp poisonings which are applied in network of treatment-and-prophylactic institutions of the state and utility patterns of ownership formed on the basis of the single evidence-based organizational principles and international standards of provision of the emergency toxicological help with the corresponding material logistics, professional training of health workers concerning provision of the emergency toxicological help.

1.5. Other terms in this Provision are used in the values given in Bases of the legislation of Ukraine on health care and other regulatory legal acts.

ІІ. Tasks and principles of system

2.1. Tasks of system are:

assistance by the victim in case of sharp poisonings in everyday life and in the conditions of emergency situations which resulted from effect of toxic substances;

assistance with use of methods of extracorporal detoxication in case of sharp and chronic exogenous and endogenous intoxications;

development of actions for questions of prevention, diagnostics and treatment of patients which need the help, with sharp and chronic intoxications;

development of the priority directions of development of system which provide holding actions for the prevention and detection of toxicological pathology, to reduction of level of complications, disability and death rate of the population as a result of sharp and chronic exogenous and endogenous intoxications, determination of problematic issues of assistance and ways of their decision;

organization of carrying out scientific research for topical issues of prevention, diagnostics and treatment of toxicological diseases;

monitoring, generalization and information analysis concerning assistance;

participation in the organization of preparation, retraining and advanced training of anesthesiologists (including nurseries), vracheytoksikolog and doctors of adjacent specialties concerning prevention, diagnostics and treatment of toxicological diseases;

development and deployment of the latest forms and methods of prevention, diagnostics and treatment of toxicological diseases;

organizational and methodical management and coordination of activities of treatment-and-prophylactic institutions of the state and utility patterns of ownership and scientific institutions concerning provision of the emergency toxicological help;

development and control of implementation of actions, directed to decrease in incidence, disability and death rate of the population as a result of sharp poisonings;

ensuring knowledge of the population concerning actions of prevention, prevention and elimination of effects of toxic effect of substances in everyday life and in the conditions of emergency situations which resulted from effect of toxic substances.

2.2. The principles of system are:

availability of the help;

free of charge help;

timeliness of the help;

assistance in everyday life;

assistance in the conditions of emergency situations which resulted from effect of toxic substances;

unity of methodological approaches of education and practice in case of assistance;

dynamism of development of system and enhancement of assistance.

ІІІ. The constituting system components

3.1. For accomplishment of functional tasks the system consists of such components:

3.1.1. At the central level from:

center of clinical toxicology, intensive and efferent therapy;

center of children's clinical toxicology, intensive and efferent therapy.

3.1.2. At the territorial level from:

regional centers of clinical toxicology, intensive and efferent therapy;

departments of clinical toxicology, intensive and efferent therapy;

departments of anesthesiology and intensive therapy with divisions of clinical toxicology, intensive and efferent therapy;

departments of children's anesthesiology and intensive therapy with divisions of children's clinical toxicology, intensive and efferent therapy.

3.1.3. At the local level from:

departments of anesthesiology and intensive therapy;

departments of children's anesthesiology and intensive therapy.

3.2. Control of activities of system is exercised by the central executive body in the field of health care.

3.3. Management of system consists in subordination and accountability of the lowest component of system to higher, and also creation of end-to-end control over the implementation of the relevant clinical protocols, manuals and standards of assistance approved by the Ministry of Health of Ukraine.
