About approval of Rules of conducting quantitative and high-quality accounting of cotton

(as amended of the Order of the Government of the Republic of Kazakhstan of 23.12.2013 No. 1386)

According to the subitem 4) of article 6 of the Law of the Republic of Kazakhstan of July 21, 2007 "About development of cotton industry" the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Rules of conducting quantitative and high-quality accounting of cotton.

2. This resolution becomes effective after ten calendar days from the date of the first official publication.

Rules of conducting quantitative and high-quality accounting of cotton

1. General provisions

1. These rules of conducting quantitative and high-quality accounting of cotton (further - Rules) are developed according to the subitem 4) of article 6 of the Law of the Republic of Kazakhstan of July 21, 2007 "About development of cotton industry" and regulate procedure for conducting quantitative and high-quality accounting of cotton.

2. In these rules the following basic concepts are used:

1) the owner of cotton - the physical person or legal entity having raw cotton and (or) cotton-fiber, and (or) cotton seeds on the property right;

2) standard weight - the cotton weight specified to the single regulations of contamination and humidity determined by regulating documents by standardization;

3) quantitative and high-quality accounting of cotton - system of accounting and registration of all transactions with cotton in case of primary conversion of cotton raw in cotton-fiber;

4) cotton batch - the isolated amount of cotton of one selection and industrial grade, homogeneous on quality, drawn up by the documents containing data on quality of cotton;

5) physical weight - the mass of cotton determined by weighing on scales;

6) the calculated weight of cotton raw - the cotton raw weight specified to regulation of the contamination determined by regulating documents by standardization;

7) hlopkopriyemny Item - the specialized construction intended for acceptance, storage and leave of cotton raw.

2. Conducting quantitative and high-quality accounting of cotton on hlopkopriyemny Item

3. All transactions with cotton, quantitative and high-quality accounting and execution of the relevant documents are conducted by the cotton-processing plant (hlopkopriyemny Item) in the physical, calculated weight and standard weight with an accuracy of 1 kilogram.

4. Acceptance of cotton is performed by hlopkopriyemny Item in the corresponding administrative territory and hlopkopriyemny the Item functioning under the cotton-processing plant.

5. The Hlopkopriyemny Item performs acceptance of cotton raw in the following procedure:

1) registration of acceptance of cotton raw on hlopkopriyemny Item;

2) determination of standard mass of cotton raw;

3) registration of shipment of cotton raw from hlopkopriyemny Item.

6. The raw cotton arriving on hlopkopriyemny Item is accepted on quality manager by cereal-receiving Item which determines grade and quality of the accepted cotton raw by appearance, by quantity - the merchandiser of II zone after weighing on the scales which underwent in accordance with the established procedure checking.

7. Results of weighing are entered in the weight magazine of acceptance of cotton raw on hlopkopriyemny Item according to appendix 1 to these rules.

8. Acceptance of cotton raw is made by batches based on commodity-transport delivery notes. During the day record of the actual mass of the accepted cotton raw on each commodity-transport delivery note is made separately on industrial grades.

9. Sampling of cotton raw is made in places of unloading of cotton raw before its weighing.

10. Determination of qualitative indexes of the accepted cotton raw is made by laboratory of hlopkopriyemny Item.

11. Analysis results of test of cotton raw are brought by the laboratory assistant of laboratory of hlopkopriyemny Item in card of the analysis of cotton raw according to appendix 2 to these rules and the magazine of registration of analysis results of humidity and contamination of cotton raw according to appendix 3 to these rules.

12. On the raw cotton of one selection grade, one type of collection and appointment accepted in day (seed, technical) and separately on matching the accountant of hlopkopriyemny Item based on commodity-transport delivery notes and cards of the analysis of cotton raw draws up the receipt on acceptance of cotton raw according to appendix 4 to these rules, in triplicate, one of which is issued to the owner of cotton.

In the receipt on acceptance of cotton raw the actual percent of contamination and humidity based on laboratory analyses separately on each industrial grade registers.

13. Aggregated data in day from receipts on acceptance of cotton raw on each batch of the accepted cotton raw daily register in receipt of cotton raw to the book of quantitative and high-quality accounting of cotton raw according to appendix 5 to these rules.

14. Account of cotton raw in the book of quantitative and high-quality accounting of cotton raw is kept by the manager of hlopkopriyemny Item on actual weight, calculated weight and standard weight.

15. At the end of the day two copies of the receipt on acceptance of cotton raw with commodity-transport delivery notes are transferred to accounts department of hlopkopriyemny Item for carrying out calculation of the weighted average indicators of contamination and humidity.

16. At the same time cards of the analysis of cotton raw by the accepted batches are transferred to accounts department of hlopkopriyemny Item.

17. Calculation of standard mass of cotton raw is made on the indicators of contamination and humidity determined on the date of acceptance and is final.

Analysis results on grade, humidity and contamination, made after acceptance on the cotton raw tests which are selected from the completed batches cannot form the basis for change of the qualitative indexes of cotton raw determined in case of acceptance and the standard mass of cotton raw established on the date of acceptance.

3. Registration of shipment of cotton raw from hlopkopriyemny Item

18. Shipment of cotton raw from hlopkopriyemny Item on the cotton-processing plant is performed by homogeneous batches on selection and industrial grades, types of collection and drawn up by commodity-transport delivery notes (in triplicate). The raw cotton shipped from hlopkopriyemny Item on the cotton-processing plant surely is subject to weighing.

19. The laboratory of hlopkopriyemny Item in all cases makes the analysis of contamination and humidity of the shipped cotton raw. In case of bad weather or in case of high temperature of air sampling is made not earlier than before one hour before sending batch.

20. In case of shipment of cotton raw from hlopkopriyemny Item in the form of commodity-transport delivery note shall be specified the cotton-processing plant weight (gross, container, net), grade of cotton raw and the signature of officials. Indicators of humidity and contamination of the shipped batch of cotton raw register in commodity-transport delivery note, last for day of shipment.

21. In case of shipment of batch of cotton raw from hlopkopriyemny Item on the cotton-processing plant by the laboratory assistant of hlopkopriyemny Item creates the joint test. Data register in all day batch daily in the last delivery note when sending the last machine with cotton raw.

22. In commodity-transport delivery notes the indicator of grade is specified hlopkopriyemny Item according to the book of quantitative and high-quality accounting of cotton raw, and indicators of contamination and humidity - according to analyses before sending batch of cotton raw from hlopkopriyemny Item the cotton-processing plant.

23. It is not allowed to interrupt export of the begun batch of cotton raw or to start shipment of other batch before the end of export of previous.

24. On everyone exported from the hlopkopriyemny Item located out of the location of the cotton-processing plant, batches of cotton raw the reconciliation statement of acceptance and sending cotton raw from hlopkopriyemny Item on the cotton-processing plant according to appendix 6 to these rules is drawn up.

25. The reconciliation statement of acceptance and sending cotton raw from hlopkopriyemny Item on the cotton-processing plant is constituted by the commission as a part of the manager of hlopkopriyemny Item, the merchandiser of the II zone, the head of the laboratory of hlopkopriyemny Item and the accountant no later than five working days after export of this batch.

26. The reconciliation statement of acceptance and sending cotton raw from hlopkopriyemny Item on the cotton-processing plant is constituted based on data of the book of quantitative and high-quality accounting of cotton raw, in triplicate, two of which no later than five working days from the date of the end of export are sent to the cotton-processing plant for consideration and pronouncement of the decision on it.

27. If in case of storage on hlopkopriyemny Item there was movement of cotton raw from one batch in another, this movement shall be documented and brought in the book of quantitative and high-quality accounting of cotton raw (in one batch it is credited, in another it is written off). The mass of cotton raw in the reconciliation statement of acceptance and sending cotton raw from hlopkopriyemny Item shall be specified the cotton-processing plant taking into account this movement.

28. Transfer of cotton raw from one responsible person to another without weighing and registration by the act is not allowed.

29. By results of the carried-out acceptance the cotton receipt in which the physical weight and standard mass of cotton raw are considered is drawn up.

4. Acceptance of cotton raw at the cotton-processing plant

30. Acceptance of cotton raw at the cotton-processing plant includes:

1) registration of acceptance of cotton raw at the cotton-processing plant;

2) registration of purification of cotton raw;

3) registration of shipment of products of primary conversion of cotton raw;
