2. To the Ministry of Internal Affairs of the Russian Federation:

start since October 1, 1997 issue of passports of the citizen of the Russian Federation. Make issue of passports in first-priority procedure to the citizens who reached 14 - 16-year age, to the military personnel, and also other citizens in the cases determined by the Ministry of Internal Affairs of the Russian Federation;

3. Determine that the expenses connected with production in 1997 of forms of the passport of the citizen of the Russian Federation are performed by the Ministry of Internal Affairs of the Russian Federation at the expense of the means provided in the federal budget on its current content.
