About entering of amendments into the order of the Government of the Kyrgyz Republic "About approval of Requirements to construction (reconstruction) and arrangement of automobile check points through frontier of the Kyrgyz Republic and Requirements to equipment of automobile check points through frontier of the Kyrgyz Republic information technical means" of December 13, 2007 No. 587

For the purpose of unification of technical means of control of weight parameters of cargo vehicles at automobile check points through frontier of the Kyrgyz Republic the Government of the Kyrgyz Republic decides:

1. Bring in the order of the Government of the Kyrgyz Republic "About approval of Requirements to construction (reconstruction) and arrangement of automobile check points through frontier of the Kyrgyz Republic and Requirements to equipment of automobile check points through frontier of the Kyrgyz Republic information technical means" of December 13, 2007 No. 587 the following amendments:

The requirements to equipment of automobile check points through frontier of the Kyrgyz Republic information technical means approved by the specified resolution:

- add with the Section III of the following content:

"III. Technical requirements to automobile scales

1. General provisions

Stationary electronic automobile scales (further - scales) are intended for control (dynamic poosevy) weighings of cargo vehicles on check points through frontier of the Kyrgyz Republic.

2. Requirements to scales

1. Are part of scales:

1) the Cargo reception platform intended for dynamic (poosevy) weighing of freight vehicles in movement.

2) the Set of limiters from longitudinal shifts of cargo reception platforms.

3) the Set of limiters on length of the cargo intake for ensuring safe journey through scales (in case of land configuration with zayezdny ramps).

4) the Weight terminal with the RS232/RS 485, interface with cable of connection to the personal computer (further - the personal computer).

5) the Dynamic converter with cable distributing for connection to sensors and personal computer (for the dynamic cargo intake of poosevy weighing).

6) Operational documentation.

7) the personal computer with the preset "Windows XP" and the software for scales.

4. Scales shall have the operational documentation in Russian containing without fail data on technical resource.

3) Odnovariantnost - this or that operation shall be performed only by one method.

4) Unambiguity in understanding - menu items (or their analogs) shall be represented so that the user unambiguously understood their appointment.

7. ON shall:

1) to Include programs for reading and accounting of results of weighings. Provide access to results of weighings;

2) to be used as independent appendix for indication of results of weighings on the personal computer display and to be used as a part of multicomponent appendix, providing data to external programs;

3) to Correspond to the parameters given in appendix 2.

5. Requirements to the file of results of weighing for data transmission in the automated information system of Customs Service

2) date and time of weighing in format "GG-MM-DD: chch-mm":

- weight in kilograms;

- machine number;

b) the heading of the file shall have the following format:

- NNNNNNNN - number of weighing (eight-digit number with leading zero);

- DDDDDDDD - date of weighing, without gaps: YEAR, MONTH, DAY;

- TTTT - weighing time, without gaps: HOURS, MINUTES;

- number of weighing, date and time shall be divided by sign "_" - underscore;

- XML - extension of the file.

6. Requirements to information compatibility with other systems

The software of scales shall be integrated with other systems of collection and information transfer (systems of reading and recognition of car numbers, systems of determination of overall dimensions of cargo vehicles, control systems behind movement of the sharing and radioactive materials) on local workplace (one personal computer) of the operator (the official of customs authorities).

11. Within functioning of system automatic transfer of the report created by the software shall be realized (see Item 4) in other interconnected automated system (see Item 10) standard means of "Windows".

12. The organization of collection and information transfer shall be performed by means of the special utility of unloading of data which shall provide unloading of data in full for certain accounting period.

7. Certification and certification

13. The certificate of OIML on compliance to recommendations of the International Organization of Legislative Metrology (IOLM).

14. Certificate of conformity of production of scales of manufacturer to the ISO standards.

8. Additional requirement

15. Process of weighing shall happen in the automated mode. Actions of the operator are limited to regulation of opening / closing of barrier at the beginning and at the end of process of weighing of the vehicle.

16. At certain automobile check points with difficult geografiko-climatic conditions (highlands and the long cold period) the cargo reception platform of scales is established indoors, specially adapted for protection of the equipment against atmospheric precipitation and snow drifts.";

- add with appendices 1 and 2 in edition according to appendices 1 and 2 to this resolution.
