According to article 7 of the Law of the Kyrgyz Republic "About frontier of the Kyrgyz Republic" and the Section IV of the Provisions on check points through frontier of the Kyrgyz Republic approved by the order of the Government of the Kyrgyz Republic of October 7, 2004 No. 739 "About approval of the Regulations on check points through frontier of the Kyrgyz Republic" for the purpose of establishment of single requirements for construction (reconstruction) and hardware of automobile check points through frontier of the Kyrgyz Republic the Government of the Kyrgyz Republic decides:
Approve the enclosed Requirements to construction (reconstruction) and arrangement of automobile check points through frontier of the Kyrgyz Republic and the Requirement to equipment of automobile check points through frontier of the Kyrgyz Republic by information technical means.

These Requirements establish regulations to construction (reconstruction) and arrangement (further - Requirements) automobile check points through frontier of the Kyrgyz Republic (further - APP).
1.1. The construction (reconstruction), arrangement of APP shall provide necessary conditions for the organization and production of the state control on check points according to the legislation of the Kyrgyz Republic.
1.2. The construction (reconstruction), arrangement and APP hardware shall be performed individually for each automobile check point, proceeding from:
- status and mode of its work;
- traffic load of vehicles;
- intensity of passenger traffic;
- if necessary - other requirements for the purpose of implementation of proper border, customs and other control (separation of flows of transport and persons on entrance and departure, on types of vehicles, establishment of the mode in the customs control zone, barrier and illumination of the territory of the customs control zone and places of examination of vehicles).
1.3. In Requirements the following concepts are used:
service premises - the rooms for employees determined by the established regulations, equipped with necessary material means for implementation of job responsibilities by them;
special rooms - rooms to which arrangement and equipping special requirements (installation of windows, panels and doors of the increased durability, equipment by the security and fire alarm, with certain operating mode are imposed (weapon pyramids, safes and cases for storage of currency, values, seized goods, etc.);
customs rooms (platforms) - rooms (platform) intended for conducting border control and customs goods inspection, loads and vehicles, and also personal inspection of physical persons and supplied with the necessary equipment and technical means;
the customs control zone - specially allocated and designated part of customs area of the Kyrgyz Republic created for implementation of customs control and ensuring compliance with the customs legislation;
the hall of customs control - the room (room) intended for carrying out customs clearance and customs control of persons, goods, loads and vehicles and supplied with the necessary equipment and technical means;
the sector of customs control - the workplaces of customs officers equipped for production of customs clearance and customs control;
office blocks - service premises for accommodation of the military personnel of bodies of border control, employees of management personnel of customs authority, and also special rooms and platforms for ensuring functioning of divisions of customs authority in APP;
the mode at the check point - procedure for stay and movement at the check point of persons and vehicles, and also other activities connected with the omission through frontier of persons, vehicles, loads and other property;
zone of border control - specially allocated and designated part of the check point created for implementation of border control and ensuring compliance with the mode at the check point.
1.4. In case of project development of APP, in coordination with customs authorities, the possibility of use of certain platforms, buildings, constructions and the equipment together with other state regulatory authorities, and also combination (placement) of separate blocks or their parts in one building (group of buildings, platforms, rooms) can be provided.
1.5. The binding of blocks to the area and structure of the buildings entering it, constructions and platforms depend on amounts of movement and the scheme of the organization of the omission through frontier of goods, vehicles and animals.
In the organization-legal relation the operating APP, and also on tovaro-and to passenger traffic are subdivided into 3 levels in this connection for the purposes of implementation of measures for arrangement of APP it is offered to classify them according to construction costs by the following categories: 1, 2 and 3.
