About approval of the General technical regulation "About Safety of Rail Transport in case of Technical Operation"
In pursuance of the Law of the Republic of Uzbekistan "About technical regulation", for the purpose of establishment of single requirements for safety of rail transport in case of technical operation the Cabinet of Ministers decides:
1. Approve the general technical regulation "About Safety of Rail Transport in case of Technical Operation" according to appendix and enact it after six months from the date of official publication.
2. To the Uzstandart agency together with authorized state bodies to determine the specific list of earlier accepted regulating documents on standardization establishing mandatory requirements to safety of rail transport in case of technical operation with further implementation of measures for cancellation of binding character and to acquisition of voluntariness of their application from the date of enforcement of the general technical regulation "About Safety of Rail Transport in case of Technical Operation" in accordance with the established procedure in a month.
3. To the state inspectorate of the Republic of Uzbekistan for supervision of safety of rail haulings together with the Uzbek agency on seal and information, National news agency of Uzbekistan, National broadcasting company of Uzbekistan, mass media of the Republic of Uzbekistan to provide broad informing and carrying out explanatory work among the population, bodies of the public and economic board, subjects of small business and private entrepreneurship about safety requirements of rail transport in case of technical operation.
4. To the ministries and departments in two-month time to bring the departmental regulatory legal acts into accord with this resolution.
5. To impose control of execution of this resolution on deputy prime ministers of the Republic of Uzbekistan U. U. Rozikulov and B. I. Zakirov.

Appendix
to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of July 4, 2012 No. 192
1. This general technical regulation "About Safety of Rail Transport in case of Technical Operation" (further - the Technical regulation) is accepted for the purpose of establishment of the mandatory requirements ensuring safety:
a) operation of organized railway rolling stock (forming - reorganization, disbandment, movement along route);
b) operation of railway infrastructure;
c) life and health of the person, environment, property of physical, legal entities and state;
d) preventions of the actions misleading acquirers of services of rail transport.
2. Also minimum regulations on infrastructure of rail transport intended for train service with speed more than 200 km/h (infrastructure of high-speed rail transport) are given in this Technical regulation.
3. This Technical regulation is obligatory for bodies of the public and economic board, the subjects of small business and private entrepreneurship and other organizations performing the activities in the field of rail transport, and its accomplishment provides coordination of all links of rail transport, accurate smooth operation and traffic safety.
4. Scope of this Technical regulation is rail transport public, and also departmental railroad side tracks and access railway tracks which owners are physical persons.
5. For the purposes of this Technical regulation the concepts established by the Law of the Republic of Uzbekistan "About technical regulation" and also the following terms are used:
the automatic locomotive alarm system - the alarm devices placed in cabin of the driver of the locomotive and the track equipment automatically transmitting signals of traveling traffic lights which the train approaches;
Automated workplace (With 08) - the software and hardware complex intended for automation of activities of the person on duty for the station under management of objects of the station, task of managing teams and visualization of train situation;
Automated workplace of chipboard - the automated workplace of the person on duty on the station;
ShN automated workplace - the automated workplace of the electrician;
PTO automated workplace - the automated workplace of Item of maintenance of cars and locomotives;
MU automated workplace - the automated workplace of local authority shooters;
safety of rail transport - the condition of rail transport in general determined through condition of its subsystems and their interaction among themselves in case of which there is no unacceptable risk connected with damnification of life and to health of the person, the environment, property of physical, legal entities and the states on condition of observance of statutory rules of finding of objects and people in the action area of rail transport (strips of withdrawal of rail transport);
favorable profile conditions (for connection of trains) - profile conditions under which connection of trains with the established speed of coupling and the corresponding modes of braking is provided;
the block site - part of interexchange stage in case of automatic lock-out or in case of the automatic locomotive alarm system applied as independent means of the alarm system and communication, limited to traffic lights through passage (borders of block sites) or the traffic light through passage (block site border) and the station;
branch track - way on which when following the railway vehicles deviate the main way on the railroad switch;
maintaining the train with special vigilance - permanent special attention of locomotive crew to conditions of following of the train;
goods wagons - the cars intended for transportation of goods. Closed cars, gondola cars, platforms, tanks, specialized cars for transportation of goods concern to them: cars of bunker type, thermoses, refrigerated cars (including autonomous refrigerated cars), hoppers (including grain-carriers, cement trucks, mineral wagons), transporters, container carrying ships, and also special cars of cargo type;
cars - the cars intended for transportation of passengers. Treat these cars also post, luggage, dining-cars, office and technical (office, clubs, sanitary, test and measuring, laboratories and other special cars of passenger type);
the air interval (the isolating interface) - interface of adjacent sites of contact network to electric isolation (tokorazdet). The isolating interface is carried out so that in case of pass of current collector of electrorailway vehicles the integrated sites electrically unite;
auxiliary post - the post on stage which does not have traveling development and intended only for servicing of Item of adjunction of siding (for the trains going on all stage, separate Item is not);
harmful factors of the habitat - biological, chemical, physical and other factors of the habitat which impact creates threat of life or to health of the person;
dimension of railway rolling stock - limiting cross (perpendicular axes of way) outline in which, without coming to light, the normalized iznos having maximum the railway rolling stock shall be located established on the direct horizontal way in case of the most adverse provision in track and lack of side inclinations and dynamic fluctuations both empty, and loaded, both new, and;
loading dimension - limiting cross (perpendicular axes of way) outline in which, without coming to light, the load (taking into account packaging and fixture) on open railway rolling stock shall be placed in case of stay it on the direct horizontal way and coincidence in one vertical plane of longitudinal axes of railway rolling stock and way;
dimension of approach of structures - limiting cross (perpendicular axes of way) outline in which no parts of constructions and devices shall come. Only the devices intended for their direct interaction with railway rolling stock (car decelerators in working order, contact wires with fixture details, the turning part of column can constitute exception in case of set of water, etc.);
the main ways - ways of stages, and also ways of stations which are direct continuation of ways of adjacent stages and, as a rule, not having variations on railroad switches;
the train schedule - graphical form of display of train service on the site;
loads of separate categories - loads to which transportation special requirements are imposed (dangerous, oversized, superoversized, perishable, etc.);
the state sanitary and epidemiologic rules and standard rates - the regulatory legal acts establishing sanitary and epidemiologic requirements (including criteria of safety and (or) harmlessness of factors of the habitat for the person, hygienic and other standard rates) which non-compliance creates threat of life or to health of the person, and also threat of origin and spread of diseases;
the person on duty on the railway station - the shift assistant to the station commander solely disposing of acceptance, departure and the omission of trains, and also other movements of railway vehicles on the main and priyemo-dispatch ways of stations (and where there is no shunting dispatcher - and on other ways);
admissible risk - risk degree from application of infrastructure facilities of rail transport, proceeding from technical and economic capabilities of the owner of infrastructure facilities, corresponding to the safety level which shall be provided at all stages of lifecycle of object;
Ebilock-950 - the big multiprocessor computer with electronic object controllers ensuring safety at the station. It does not allow station objects to switch in potentially dangerous condition, and executes commands of the person on duty on the station (chipboard);
railway infrastructure - the complex of railway technological devices, constructions and the equipment which is completely providing promotion of trains on it from one destination to another including transactions on forming, disbandment, turnover, maintenance of railway rolling stock;
the railway crossing - the place of crossing of railway tracks in one level highways and in the tram ways;
railway rolling stock - locomotives, goods wagons, cars, the motor - carriage railway vehicles and special self-propelled railway vehicles;
rail transport - the production and technological complex intended for transportation across roads with two directing rails of passengers, baggage, cargo baggage, loads and (or) objects of the labor in railway vehicles with the wheels having descent limiters from the directing rails. As the technical system rail transport represents the railway tracks connected among themselves and which are on the ways or moving on them the trains organized from railway rolling stock, shunting structures and ottsepa. According to the destination rail transport is subdivided into rail transport public, departmental railroad side tracks and access railway tracks which owners are physical persons, and also technological rail transport;
rail transport public - single production and technological complex with entering it the companies, organizations and the organizations of production and social appointment providing in interaction with the railroads of other states and other modes of transport of need for transportations;
railway and construction machines - one of types of special railway vehicles having one or several working bodies performing works on construction, all types of repairs, content and maintenance of constructions and devices of the railroads;
departmental railroad side tracks - the railway tracks which are in property of business entities, intended for servicing of the separate companies, organizations and certain consignors and consignees, and uniting with railway tracks public continuous rail track. The relations, between owners of departmental railroad side tracks and the companies of rail transport are determined by the agreement;
railroad side track - the railway track intended for servicing of the separate companies, organizations and certain consignors and consignees, connected with general network of the railroads continuous rail track, and belonging to the railroad or the organization;
index of the cargo train - the special code consisting of 10 figures, appropriated to all cargo trains at the station of their forming. The first four figures - the single network marking (SNM) of the station of forming of the train, the following two - sequence number of the structure created at this station, and the last four - ESR of station of destination of the train;
identification sign - the sign inherent in this object expressing its properties, characterizing object definitely and used for the purpose of identification;
heavy traffic of trains - the amount of movement of passenger and cargo trains (in the amount) according to the schedule on two-acceptable sites more than 50 couples and single-line - more than 24 couples a day;
testing - the form of assessment of conformity consisting in experimental determination of quantity and (or) quality characteristics of properties of object of testing as result of impact on it, in case of its functioning, when modeling object and (or) impacts;
contact network - set of the wires, designs and the equipment providing transfer of electrical energy from traction substations to current collectors of electrorailway vehicles;
locomotives - units of railway rolling stock to which electric locomotives, diesel locomotives, gas turbine locomotives, engines belong;
locomotive crew - the workers appointed for servicing of locomotives, and also motorvagonny trains;
logical object - the actual object of the station in the program of the computer (the arrow block, the traffic light block);
low-active sites - sites with amount of movement of passenger and cargo trains (in the amount) according to the schedule no more than 8 couples a day;
shunting structure - group of the cars linked among themselves and to the locomotive making maneuvers. The locomotive linked to one car is also considered as shunting structure;
stage interon point duty - the stage limited to traveling posts or traveling post and the station;
interexchange stage - the stage limited to stations, traveling and obgonny Items;
motorvagonny railway vehicles - the motor and not motor cars connected in sections of which motorvagonny passenger trains (electric trains, diesel train, diesel electric train and railcars (rail buses) intended for transportation of passengers and baggage are created;
MPTs - microprocessor centralization of arrows and signals of computer type based on the Ebilоck-950 system;
Mishk.S08 - the automated workplace of the person on duty on the station, providing the convenient interface for chipboard to the managing Ebilоck-950 computer;
neutral insert - the site of contact suspension bracket between two air intervals (the isolating interfaces) on which normally there is no tension. The neutral insert is carried out so that when passing current collectors of electrorailway vehicles electric isolation of the integrated sites is provided;
off-gage loads - loads, limiting cross (perpendicular axes of way) which outline goes beyond loading dimension (taking into account packaging and fixture) on open railway vehicles in case of stay it on the direct horizontal way;
not self-propelled special railway rolling stock - railway and construction machines without traction drive in the transport mode, trail cars and other special railway rolling stock intended for works on content, servicing and repair of constructions and devices of the railroads, included in economic trains;
obgonny Item - the separate Item on two-acceptable sites having the traveling development allowing overtaking of trains and in necessary cases - transfer of the train from one main way on another;
single-line, two-acceptable and more site - the site with the corresponding number of ways on railway stage;
window - time during which train service on stage, separate ways of stage or the station for production of repair construction works stops;
OK - the objective controller - the device providing coordination (interface) between the central processing unit and objects at the station (the shooter, the traffic light, moving);
organized railway rolling stock - trains, shunting structures and ottsepa which consist of the units of railway rolling stock and/or special railway rolling stock created and operated taking into account requirements of this Technical regulation;
especially heavy traffic of trains - the amount of movement of passenger and cargo trains (in the amount) according to the schedule on two-acceptable sites more than 100 couples and on single-line - more than 48 couples a day;
special security measures - the security measures undertaken by the railway organization for increase and ensuring level of safety due to acceptance to execution of documents in the field of standardization and sets of rules;
special track signs - borders of railway strip of branch, the index of number of arrow, sign of axis of the passenger building, signs on linear roadway buildings, reference points of the beginning and end of circular curves, and also began, the middle and the end of transitional curves, hidden constructions of road bed, the highest horizon of waters and the maximum height of wave;
отцеп - the unit or group of units of railway vehicles linked among themselves, getting in railway track or moved from push of the locomotive or by gravity on bias when forming (disbandment) of structures of trains or shunting structures;
security arrow - the arrow established in case of preparation of route of acceptance or departure of the train in the provision excluding possibility of exit of railway vehicles to the prepared route;
passenger stopping point - the Item on stage which does not have traveling development, intended only for landing and disembarkation of passengers (separate Item is not);
stage - the part of railway infrastructure limited to adjacent stations, traveling, obgonny Items or traveling posts;
superficial drain - the drain occurring on the land surface;
the pushing locomotive - the locomotive appointed for the aid to the leading locomotive on separate stages or part of stage (in the rear of the train);
the train - the created and linked structure of cars with one or several operating locomotives or motor cars, having the established signals. Locomotives without cars, the motor cars and special self-propelled railway vehicles sent to stage are considered as the train;
the train passenger-and-freight - is created on low-active sites of cars cargo and passenger, intended for transportation of goods and passengers;
the train cargo dlinnosostavny - the cargo train which length (in conditional cars) exceeds the maximum regulation established by the traffic schedule on the site of following of this train;
the train cargo the increased weight - the cargo train weighing more than 6 thousand tons with one or several operating locomotives - in the structure head, in the head and tail, in the head and the last third of structure;
the train of the cargo increased length - the cargo train, which length of 350 axes and more;
the train cargo connected - the train constituted from two and the cargo trains which were more linked among themselves with the operating locomotives in the head of each train;
the train cargo heavyweight - the cargo train which weight for the corresponding series of locomotives on 100 tons and more exceeds the weight regulation established by the traffic schedule on the site of following of this train;
the train human - the cargo train in which there are 10 and more cars occupied by people;
the train passenger - the train for transportation of passengers, baggage and mail created from cars. By message types passenger trains are divided into the distant, following on distance over 700 km, local - to 700 km and suburban - to 200 km;
the train passenger dlinnosostavny - the passenger train which length exceeds established by the scheme of forming of this train;
the train passenger the increased length - the passenger train having as a part of 20 and more cars;
the train passenger high-speed - the passenger train handling the speeds corresponding to high-speed movement of passenger trains with speeds in intervals of 141 - 160 and 161 - 200 km/h;
the train passenger high-speed - the passenger train handling the speeds corresponding to high-speed movement of passenger trains with speeds in intervals of 200 - 250 km/h;
the train passenger connected - the train constituted from two passenger trains linked among themselves with the operating locomotives in the head of each train;
the train post and luggage - is created of cars passenger and cargo, intended for transportation of mail, baggage and cargo baggage, and also separate cars for transportation of passengers;
the train economic - the train created from the operating locomotive or from: the special self-propelled railway vehicles used as the locomotive; the cars allocated for special and technical needs of the railroads; the special self-propelled and not self-propelled railway vehicles intended for performance of works on content, servicing and repair of constructions and devices of the railroads;
train signals - the signals applied to designation of trains, locomotives and other mobile units;
strip of allocation of land of roadside forest planting - the normalized strip of the earth occupied with protective afforestation or intended for its creation;
acceptance - continuous confirmation of conformity of each unit of production or controlled lot of products delivered in the address, to requirements of technical regulations, provisions of standards or conditions of agreements;
the safety deadlock - the deadlock way intended for the prevention of exit of railway vehicles to routes of trains;
track sign - the permanent index of profile and extent of railway tracks;
traveling post - the separate Item on the site of railway infrastructure which does not have traveling development (post in case of semi-automatic blocking, adjunction post on single-line stage with two-acceptable insert, prenodal post, etc.);
ways of special purpose - the safety and catching deadlocks and railroad side tracks on stages and stations;
separate Item - the Item dividing the site of railway infrastructure into stages or block sites;
travel - the separate Item on single-line sites having the traveling development intended for skreshcheniye and overtaking of trains;
the refrigerator train - the train created from refrigerated cars;
the speech informant - the electronic device providing automatic transfer of previously programmed messages in communication channels;
the head of maneuvers - the worker who is directly leading actions of all persons participating in maneuvers without whose specifying the driver of the locomotive, special self-propelled railway vehicles making maneuvers has no right to set the locomotive, special self-propelled railway vehicles in motion;
the works manager - the responsible person to who the management of works on the operated railway tracks, constructions and devices is assigned;
superoff-gage loads - the loads exceeding limiting outlines of zones of bulkiness, and also loading dimension in the lower zone (it is lower than 480 mm) from rail head top level) and in the upper zone (higher than 5300 mm from rail head top level);
own train forming - the locomotive, irrespective of accessory (on the property right or other right), linked to cars in loaded and/or empty condition and serviced by locomotive crew;
certification of products, services and other objects (certification) - the procedure of confirmation of conformity by means of which independent of the manufacturer (the seller, the contractor) and the consumer (buyer) the organization certifies in writing that products conform to the established requirements;
the signal - conventional visible or sound sign by means of which certain order moves or is transferred the message;
alarm sign - conventional visible sign by means of which the order or specifying of certain employee category moves. The limiting columns, signs specifying borders of the station, giving of whistle, shutdown and inclusion of current, etc. belong to alarm signs;
the high-speed train - the passenger train with speed of movement of 141 - 200 km/h;
special railway rolling stock - fixed mobile units on railway to the course;
self-propelled special railway rolling stock - autonomous cars, section cars, special railcars for transportation of materials, necessary for works, or delivery of employees of the organizations to place of employment, the railway and construction machines having the autonomous engine with the traction drive in the transport mode;
sanitary and epidemiologic safety on rail transport - lack of unacceptable risk of damnification of life and to health of passengers and the personnel diseases confirmed by set of indicators and characteristics of objects of rail transport;
the sanitary and epidemiologic conclusion - the document certifying compliance (discrepancy) to the state sanitary and epidemiologic rules and standard rates of factors of the habitat, economic and other activity, products, works and services, and also drafts of regulations, construction projects of objects, operational documentation;
descent long - descent in case of the following values of the steepness and extent:

Note: in the text of this Technical regulation in all cases when it is told about the separate Items having traveling development or serviced by duty workers (the station, travel, obgonny Item, traveling post) general terms "Station" or "Person on Duty on the Station", except for places where on nature of requirements it is necessary to specify precisely about what separate Items there is a speech are applied;
station post of centralization - post at the station in which management of group of centralized arrows and signals is concentrated;
station ways - the railway tracks located in borders of the station and including the next ways: main, priyemo-dispatch, sorting, loading and unloading, exhaust, depot (locomotive and car farms), connecting (the connecting certain parks on the stations conducting to container Items, fuel storage depots, bases, sorting platforms, to Items of cleaning, washing, disinfection of cars, repair of railway vehicles and production of other transactions), hump ways, ways of the parking;
arrow - the part of the railroad switch consisting of frame rails, funnymen and the translated mechanism. In the presence of crosspieces with the mobile core the crosspiece also enters concept of arrow;
arrow not centralized - arrow which funnymen are translated manually by means of the translated mechanism directly at arrow;
arrow centralized - arrow which funnymen (and in the presence of crosspiece with the mobile core and the core) are translated by the special devices managed from one central Item;
the railroad switch - the device serving for transfer of railway vehicles from one way on another. Railroad switches consist of arrows, crosspieces and connecting ways between them. Crosspieces can be with the motionless or mobile core;
arrow post - one or several railroad switches of not centralized management serviced by one person on duty of arrow post;
the arrow area - group of the adjacent arrow posts which are under control of one senior arrow post on duty;
removable mobile units - removable section cars, repair towers on the electrified sites, traveling cars, track measuring, defektoskopny and other carts and mobile units which can be removed from way by the workers servicing them manually;
brakes - the devices intended for creation of regulated forces of resistance to movement;
braking office - braking by steps of any size for smooth reduction of speed or stop of the train in in advance provided place;
emergency brake application - the braking applied to immediate stop of the train by the emergency discharge of the highway and realization of the maximum brake force;
brake way - the distance passed by train in time from the moment of transfer of the handle of the crane of the driver or the crane of emergency brake application in brake provision to complete stop. Brake ways differ depending on braking type (office, complete office and emergency);
UKSPS - devices of detection of details and descent of railway vehicles;
bias - the element of longitudinal profile of railway track having inclination to the horizontal line. The bias for the train moving from the lowest point to the highest is called rise, and back – descent;
the catching deadlock - the deadlock way intended for stop of the train which lost control or parts of the train in case of movement on long descent;
the site of rail line - the piece of rail line which is completely providing promotion on its ways of railway rolling stock according to their appointment;
the managing director of infrastructure - the organization which is responsible for maintenance of railway infrastructure and presenting her for rail haulings;
the established signals for power railway vehicles and the train - the unified signals placed on head and tail parts of power railway vehicles and the train applied to designation of power railway vehicles, trains and other mobile units;
functional subsystems of rail transport (subsystem) - the technical and technological parts of rail transport containing sets of processing equipment, rather homogeneous on functional purpose;
functional subsystem of railway electric utility service - the technical means and engineering constructions providing with electric utility service electrorailway vehicles for train service with the established weight regulations, speeds and intervals between them in case of the required amount of movement; devices of the alarm system, centralization, blocking, communication, informatization and other consumers, and also the engineering procedures connected with their functioning;
the functional subsystem of railway vehicles - includes railway rolling stock (locomotives, cars and the motor - carriage railway vehicles), special railway rolling stock, and also complex of the engineering constructions providing safe operation, including repair and maintenance of railway rolling stock and special railway rolling stock, and also engineering procedures connected with their functioning;
the functional subsystem of way - includes railway track (road bed and the upper structure of way) and artificial constructions built on crossings of railway track and different obstacles (bridges, water throughput pipes, tunnels; drainage, antideformation, protective, strengthening constructions of road bed), and the engineering procedures connected with their functioning;
the functional subsystem station - includes the stations connected by railway tracks – the separate Items having the traveling development consisting of station ways, allowing to make transactions on acceptance, departure, skreshcheniye and overtaking of trains, transactions on acceptance, issue of loads, baggage and cargo baggage and servicing of passengers, shunting work on forming and disbandment of structures of trains and technical transactions with trains with the stations arranged at certain stations intended for servicing of passengers;
the functional subsystem of management, control, the alarm system and communication - includes systems of information transfer, technical devices and constructions providing safe train service and shunting structures along the routes established for them at stations, interval differentiation of trains on stages, acceptance, transfer and processing of all types of information, and also engineering procedures connected with their functioning;
economic and household sewage - the sewage of the cities and other settlements which is formed of household sewage, sewage of the utility companies, thawed and rain snow which are flowing down on the inhabited area;
The CPU - the central processing unit.
Other terms are applied in the value used in the legislation of the Republic of Uzbekistan.
6. This Technical regulation governs the relations arising in case of application and execution of mandatory requirements to objects of technical regulation of this Technical regulation (further - objects of technical regulation) and their assessment of conformity.
7. Object of technical regulation for the purposes of this Technical regulation is the rail transport consisting from:
railway infrastructure (sites of railway infrastructure);
components of railway infrastructure (subsystem: ways, railway electric utility service, management, control, alarm system and communication, station);
organized railway rolling stock and its components (subsystem: trains, shunting structures, ottsepa);
rail transport public;
departmental railroad side tracks and access railway tracks which owners are physical persons of technological rail transport.
8. For the purposes of this Technical regulation object of technical regulation the concept "railway infrastructure" includes the following functional subsystems of rail transport (further - subsystems):
a) ways;
b) railway electric utility service;
c) managements, control, alarm system and communication;
d) station.
Not all above-stated subsystems can be part of railway infrastructure. Obligatory sign of railway infrastructure is availability in its structure of subsystem of way and subsystem of management, control.

10. This Technical regulation establishes the minimum requirements of safety intended for application and execution of lifecycle of objects of technical regulation:
a) operation - for railway infrastructure;
b) operation (forming - reorganization, disbandment, movement along route) - for organized railway rolling stock.
11. This Technical regulation taking into account risk degree of damnification establishes minimum necessary requirements to railway rolling stock and its components, infrastructure of rail transport and its components which accomplishment provides:
a) operational safety;
b) fire safety;
c) electric safety;
d) ecological safety;
e) unity of measurements;
e) information security.
12. Requirements of this Technical regulation do not extend to production processes, storages, transportations, realization and utilizations of the objects of technical regulation which are structural elements (components, components) of objects of technical regulation of this Technical regulation. Requirements to these objects of technical regulation are established by other acts of the legislation of the Republic of Uzbekistan taking into account this Technical regulation.
13. For the purpose of this Technical regulation identification is understood as establishment of identity of the object provided for evaluating compliance to the essential signs established by this Technical regulation and the legislation of the Republic of Uzbekistan in the field of rail transport.
14. Identification is carried out by the authorized bodies performing function of the state control (supervision) in spheres of rail transport, environmental protection, fire safety, sanitary and epidemiologic wellbeing of the population, communication, environmental management and also the bodies performing assessment procedures of compliance.
15. The identification signs of railway infrastructure (the site of railway infrastructure) determining its category are given in table 1 of this paragraph. All sites of railway infrastructure, irrespective of pattern of ownership, are subdivided into categories depending on most permitted train service speeds on them.

16. Products used on rail transport shall be identified.

20. Ensuring admissible values of safety of railway rolling stock and its components (further - admissible values) provided by documents on the standardization applied on voluntary basis is necessary condition of observance of requirements of this Technical regulation.
21. Identification signs of the train, shunting structure and ottsep are the signs given in the corresponding determinations of these objects in paragraph 2 of this Chapter.
The main identification signs of the train is availability:
a) the created and linked units of railway rolling stock and (or) special railway rolling stock, including traction and (or) self-propelled special railway rolling stock;
b) the included and tested automatic brakes on railway rolling stock and (or) special railway rolling stock;
c) the signals established for designation of trains;
d) the signals of the traveling and (or) locomotive alarm system applied to the organization of train service.
The main identification signs of shunting structure is availability:
a) the linked locomotives and cars;
b) the designation of the locomotive established only for night time;
c) the signals of the traveling and (or) locomotive alarm system applied to shunting movements.
