About approval of the Concept and the Strategy of complex safety of the population and the territories of the Kyrgyz Republic in emergency and crisis situations till 2020

For the purpose of reducing risks of emergency and crisis situations, enhancement of complex safety of the population and the territories of the Kyrgyz Republic, establishment of strategic priorities of safe development of the country the Government of the Kyrgyz Republic decides:

1. Approve:

- The concept of complex safety of the population and the territories of the Kyrgyz Republic in emergency and crisis situations till 2020 according to appendix 1;

- The strategy of complex safety of the population and the territories of the Kyrgyz Republic in emergency and crisis situations till 2020 (further - Strategy) according to appendix 2.

2. Determine the National platform by reducing disaster risks activities of the Interdepartmental commission on Civil protection of the Kyrgyz Republic.

3. To the ministries, the state committees, administrative departments, local public administrations and local government bodies of the Kyrgyz Republic in 2-month time to make offers in the Ministry of emergency situations of the Kyrgyz Republic of strategy implementation plan development.

4. To the ministry of emergency situations of the Kyrgyz Republic till September 10, 2012 in accordance with the established procedure to submit the plan of strategy implementation for approval of the Government of the Kyrgyz Republic.

5. To impose control of execution of this Resolution on department of defense, law and order and emergency situations of Government office of the Kyrgyz Republic.

6. This Resolution becomes effective from the date of official publication.

The concept of complex safety of the population and the territories of the Kyrgyz Republic in emergency and crisis situations till 2020

Introduction

Practice and the experience of realization of tasks accumulated in recent years on safety of the Kyrgyz Republic inevitably lead to conclusion about need of implementation of integrated approach for this work.

The dominating earlier narrow approach to the problem resolution according to which for counteraction of each of set of the existing threats to national security own isolated security system was built showed the insolvency. The safety hazards making destructive impact on different spheres of life and activities of the population of the Kyrgyz Republic are in close interaction with each other. During this interaction there is resulting complex of threats which is not their simple set.

Proceeding from it, it is possible to provide effective counteraction to the existing and potential hazards only when accounting features of each of them, and also specifics of their manifestation in single system of destructive factors. From here conclusion follows that security status of the Kyrgyz Republic has complex and system character.

This fundamental conclusion is the basis for this Concept of complex safety of the population and the territories of the Kyrgyz Republic in emergency and crisis situations till 2020 (further - the Concept).

The concept represents officially the accepted frame of reference on the purposes, tasks, the basic principles and activities of state bodies of the Kyrgyz Republic in the field of ensuring complex safety of sustainable development of the state, life and health of the population of the Kyrgyz Republic, its rights and freedoms in the conditions of the existing and possible external and internal dangers and threats (further - threats).

The concept is basis for:

- forming and implementation of single state policy of state bodies, local government bodies, activities of economic and social structures, civil society in the field of ensuring complex safety;

- developments and implementation of target programs for ensuring complex safety of the Kyrgyz Republic and protection against specific threats;

- enhancement and development of regulatory framework of safety of the personality, society and the state in different spheres of life and activities;

- the organizations of activities of public authorities, law enforcement agencies, bodies of safety for counteraction to the existing threats, minimization and mitigations of consequences of their manifestations;

- acceptances of political and management decisions by public authorities and local government bodies concerning ensuring complex safety.

Implementation of the Concept will allow:

- increase the level of complex safety of the population and the territories of the Kyrgyz Republic;

- create the conditions providing possibility of worthy life of citizens, dynamic development of economic, social and spiritual spheres of life of society;

- create the effective system of ensuring complex safety capable to parry the existing and predicted threats in the Kyrgyz Republic;

- minimize damage from impact of the destructive and negative factors generating different dangers and threats.

The legal and methodological base of the Concept is constituted by the Constitution of the Kyrgyz Republic, the laws of the Kyrgyz Republic, presidential decrees of the Kyrgyz Republic, the Concept of homeland security of the Kyrgyz Republic approved by the Presidential decree of the Kyrgyz Republic of July 13, 2001 No. 221, of the Order of the Government of the Kyrgyz Republic in the field of safety in emergency situations, counteractions to terrorism and extremism, illicit trafficking and consumption of drugs, providing law and order, fight against crime.

In the Concept the purposes, the principles and the main directions of activities for ensuring complex safety are formulated.

1. Basic concepts

In this Concept the following concepts are used.

Complex safety - the condition of security of the personality, society, state from possible causing the damage caused by different emergency and crisis situations allowing to keep capability of normal functioning of life support systems, stability of economic, socio-political, ecological, demographic, technogenic, spiritual and moral, social and psychological situation.

Danger - real-life possibility of damnification of the personality, to society and the state.

Safety hazard - danger at transition stage from opportunity in reality.

Safety - complex of the nation-wide measures taken by subjects of safety and allowing by means of all joint forces and means to reveal and prevent threats concerning the personality, societies and the states in general to create the system of protection providing conditions for normal functioning of all systems and also life activities of the population.

The sphere of safety - scope of complex of different measures, forces and means on identification and the prevention of threats and creations of system of protection against them.

Types of dangers and threats - in the location of source: external and internal; on formation degree: potential and real; on nature of manifestation: natural, technogenic, social; on spheres and areas of life activity: international, military, economic, political, spiritual, information, ecological, psychological, etc.

Safety types - the allocated and grouped in the bases, the corresponding types of dangers and threats, certain forms of safety (external, internal, international, military, economic, political, social, information, safety in emergency situations, ecological, public, etc.).

Subjects of safety are active participants of activities for counteraction to the existing threats. The main subjects of safety are relevant organs of the executive authority, territorial authorities of the government, local government bodies, public organizations and associations, specially created structures for the solution of tasks in the field of safety, the non-state organizations of safety and the population.

System of safety - the interacting mechanism consisting of public authorities, local government bodies, the organizations and citizens of the Kyrgyz Republic, and also specially created governing bodies, forces and means performing purposeful activities and direct participation in realization of the purposes and tasks of safety. The system of safety is supported by the legislation containing the laws and bylaws governing the relations in the field of safety, the used methods, forms and methods of counteraction to the existing threats.

Potentially dangerous objects - the companies and organizations on which use overwork, store or transport the radioactive, pozharovzryvoopasny, dangerous chemical and biological materials, hydraulic engineering constructions and other objects creating threat of causing unacceptable damage to the state in case of origin on them emergency situations.

Crucial objects - objects, the termination or violation of functioning of which leads to considerable negative effects for economy, the social sphere, management system, other important spheres of the state, or for life activity of the population in the considerable territory for the long period.

The vital interests - set of requirements which satisfaction provides existence and possibilities of development of the personality, society and the state in general.

The principles of safety - fundamental regulations which observance when implementing activities for safety allows to reach its highest efficiency.

Safety level - indicator of security of the personality, society and state from different dangers and threats.

National Platform on reducing disaster risks - the mechanism which serves for promotion of reducing disaster risk at the different levels of system of public administration and provides coordination, the analysis and recommendations about the priority directions in the field of reducing disaster risks (further - SRB).

The Hiogsky framework programme of actions (further - the Program) - the key tool for reducing disaster risks. The program was adopted by member countries of the United Nations. The comprehensive purpose of the Program is in making contribution to strengthening of stability of the population of communities and the country in general to impact of disasters, and thus to reach essential reducing damage from emergency situations by 2015. It means reducing number of the victims, and also decrease in the caused damage to social and economic and ecological objects of the Kyrgyz Republic.

Subjects to protection - administrative and territorial units of the Kyrgyz Republic and other settlements in which there are objects with mass stay of people, and also crucial objects.

Crisis situations - the circumstances of extreme nature determined in article 3 of the Law of the Kyrgyz Republic "About emergency state".

Single information managing system (further - EIUS) - organizational and technical consolidation of forces and means of communication, notifications, networks of broadcasting, channels of communication network public and departmental communication networks providing accomplishment of the main objectives of system of complex safety of the population and the territories of the Kyrgyz Republic in emergency and crisis situations.

Body of daily management of EIUS - the structural division of authorized state body in the field of Civil protection exercising operational management and control of functioning of its subsystems and links within the available powers.

Information security - condition of security of information from unauthorized access to this information, and also from violation of functioning of program technical means of collection, processing, accumulating, storage, search and information transfer or from conclusion of the specified means out of operation, provided with set of measures and means of information protection.

Information exchange - joint use of the data which are in general information system, and the data exchange performed by subjects of innovative activities according to statutory rules.

2. Purposes and purpose of the Concept

The purposes of the Concept are:

- step-by-step creation of complex security system of the population and the territories in emergency and crisis situations;

- advance risks assessment of emergency and crisis situations and action for their decrease;

- increase in readiness of all governing bodies and response forces by their consolidation in the single interacting mechanism;

- creation of inventories of material and financial provisions.

The concept is intended for further strategic planning by governing bodies of the Kyrgyz Republic of actions and programs for ensuring complex safety, development of strategy of complex safety and development of the regulatory legal base.

- implementation of coordination actions for protection of the population and the territories from emergency situations taking into account economic, natural and other priorities of safety of life and health of the person and society in general;

- scientific justification in case of the choice of the directions and methods of protection of the population and the territories from emergency situations;

- differentiation of powers of republican state bodies and local executive bodies in the field of protection of the population and the territories against emergency situations;

- optimality of amounts and terms of the planned and implementable actions of civil protection and their economic justification;

- advance and timely holding the actions directed to the prevention of emergency and crisis situations, and also decrease in human losses and material damage in case of their origin;

- ensuring sufficiency of forces and means for holding actions for protection of the population and the territories from emergency and crisis situations, their most rational use;

- further integration of system of the prevention and liquidation of emergency situations;

- publicity when implementing the activities connected with the prevention and liquidation of emergency situations.

4. Main objectives of enhancement of system of complex safety

Enhancement of system of complex safety assumes accomplishment of the following events:

- realization of tasks of Single management information system of forecasting, the early notification, prevention and mitigation of consequences from emergency and crisis situations of state bodies in the field of protection of the population and the territories;

- creation of the single forces and means intended for carrying out rescue and other urgent works on the prevention and liquidation of emergency and crisis situations, ensuring their permanent readiness;

- development of single approaches to training of administrative board of the governing bodies and forming of Civil protection entering single system of protection of the population and the territories from emergency and crisis situations and also to training and informing the population in methods of protection against them;

- creation of centralized system of the early notification and prevention of administrative board of the governing bodies entering single system of the protection of the population and the territories from emergency situations functioning in peace and wartime;

- creation of single reserves of the material and financial resources intended for the prevention and liquidation of emergency situations.

5. The priority directions of enhancement of system of complex safety in emergency and crisis situations

Enhancement of complex safety in emergency and crisis situations is supposed in the following directions: - enhancement of the mechanism of interaction of the ministries, state committees and administrative departments in ensuring complex safety of the population and the territories in emergency and crisis situations;

- creation of flexible management system which will enter the Ministry of emergency situations of the Kyrgyz Republic, the Ministry of Defence of the Kyrgyz Republic, the Ministry of Internal Affairs of the Kyrgyz Republic, the State committee of homeland security of the Kyrgyz Republic. This mechanism shall in case of threat and emergence of emergency and crisis situation to allow to perform transfer of operational management to that department whose prerogative is this or that emergency and crisis situation;

- increase in responsibility of heads of republican public authorities, other state organizations subordinated to the Government of the Kyrgyz Republic, local government bodies and other organizations for violation of requirements of complex safety in emergency and crisis situations;

- rendering the state support to the public voluntary associations and not paramilitary forces participating in ensuring complex safety;

- creation of geographic information system of observation and forecasting of emergency and crisis situations, including with use of information of remote sensing of Earth artificial satellites, implementation of system of scheduling and monitoring of safety of potentially dangerous objects and the notification about threat and emergence of emergency and crisis situations;

- enhancement of methods of promotion of knowledge in the field of protection of the population and the territories against emergency and crisis situations;

- enhancement of system of reserves of financial and material resources for the prevention and liquidation of emergency and crisis situations.

6. Stages of creation of complex safety in emergency and crisis situations

Creation of complex safety in emergency and crisis situations for 2012-2020 assumes two stages:

1) Enhancement of the National platform on reducing disaster risks.

2) Enhancement of system of complex safety in emergency and crisis situations.

7. The expected results

Enhancement of system of complex safety in emergency and crisis situations will increase the level of information and analytical ensuring acceptance of management decisions by governing bodies and the organizations of effective interaction between republican executive bodies, local public administrations, local government bodies and administrations of the organizations with mass stay of people, anti-terrorist and operational staff in areas of the Kyrgyz Republic, for the benefit of the prevention, suppression and liquidation of emergency and crisis situations, and shall allow:

- ensure safety of the population and the territories in emergency and crisis situations;

- provide compatibility of the existing and created information and technical systems for increase in effective management of complex safety;

- increase efficiency of the solution of tasks republican executive bodies, executive bodies of the Kyrgyz Republic, and also administration of the organizations with mass stay of people, the anti-terrorist commissions and operational staff in areas of the Kyrgyz Republic for protection against threats of natural, technogenic, biologo-social, terrorist and other nature; - increase efficiency of actions for mitigation of consequences of emergency and crisis situations;

- reduce death of people in emergency and crisis situations - at least 3 percent;

- reduce the number of people, injured in emergency and crisis situations, - at least 4 percent.
