About submission of declarations on production volume, turnover and (or) use of ethyl alcohol, alcoholic and alcohol-containing products, about use of production capacities, about amount of collected grapes and the grapes used for production of wine-making products
According to article 14 of the Federal law "About State Regulation of Production and Turnover of Ethyl Alcohol, Alcoholic and Alcohol-containing Products and about Restriction of Consumption (Drinking) of Alcoholic Products" Government of the Russian Federation decides:
1. Approve the enclosed Rules of submission of declarations on production volume, turnover and (or) use of ethyl alcohol, alcoholic and alcohol-containing products, about use of production capacities, about amount of collected grapes and the grapes used for production of wine-making products.
2. Determine that the organizations performing production and (or) turnover of beer and beer drinks, transportation of ethyl alcohol (including denatured alcohol) and not packed up alcohol-containing products with content of ethyl alcohol more than 25 percent of amount of finished goods, capacity utilization of the capital processing equipment for production of ethyl alcohol or alcoholic products with use of ethyl alcohol (production facilities), the organizations performing retail sale of alcoholic and alcohol-containing non-food products with content of ethyl alcohol more than 25 percent of amount of finished goods and also the individual entrepreneurs performing retail sale of beer and beer drinks represent declarations in I and II quarters 2012 prior to September 20, 2012.
3. Financial provision of the payment commitments connected with implementation of this resolution is performed within the budgetary appropriations provided to Federal Service for Alcohol Market Regulation on the specified purposes in the federal budget for the next financial year and planning period.
4. Bring in the Regulations on Federal Service for Alcohol Market Regulation approved by the order of the Government of the Russian Federation of February 24, 2009 No. 154 (The Russian Federation Code, 2009, No. 9, the Art. 1119), the following changes:
a) state subitem 5.2.3 in the following edition:
"5.2.3. procedure for filling of declarations on production volume, turnover and (or) use of ethyl alcohol, alcoholic and alcohol-containing products, about use of production capacities;";
b) state subitem 5.2.12 in the following edition:
"5.2.12. format of electronic submission of declarations on production volume, turnover and (or) use of ethyl alcohol, alcoholic and alcohol-containing products, about use of production capacities;".
5. Recognize invalid:
the order of the Government of the Russian Federation of December 31, 2005 No. 858 "About submission of declarations on production volumes, turnover and use of ethyl alcohol, alcoholic and alcohol-containing products" (The Russian Federation Code, 2006, No. 2, the Art. 223);

1. These rules establish procedure for submission of declarations:
about production volume and turnover of ethyl alcohol;
about amount of use of ethyl alcohol;
about production volume and turnover of alcoholic and alcohol-containing products;
about amount of use of alcoholic and alcohol-containing products;
about the volume of turnover of ethyl alcohol, alcoholic and alcohol-containing products;
about the scope of supply of ethyl alcohol, alcoholic and alcohol-containing products;
about purchasing amount of ethyl alcohol, alcoholic and alcohol-containing products;
about amount of transportation of ethyl alcohol, alcoholic and alcohol-containing products;
about transportation of ethyl alcohol and alcohol-containing products;
about use of production capacities;
about amount of retail sale alcoholic (except for beer and beer drinks, cider, Poiré and mead) and alcohol-containing products;
about amount of retail sale of beer and beer drinks, cider, Poiré and mead;
about amount of collected grapes and the grapes used for production of wine-making products.
1(1). These rules do not extend to submission of the declaration on production volume, deliveries and (or) uses for own needs of pharmaceutical substance of ethyl alcohol (ethanol).
2. The declarations specified in Item 1 of these rules (further - declarations), represent:
a) the organizations performing: production, storage and supply of the made ethyl alcohol (including denatured alcohol);
production, storage and delivery of the made alcoholic and alcohol-containing food products;
storage of ethyl alcohol, alcoholic and alcohol-containing food products;
purchase, storage and delivery of alcoholic products, alcohol-containing food products and alcohol-containing non-food products with content of ethyl alcohol more than 25 percent of amount of finished goods;
production, storage and delivery of alcohol-containing non-food products with content of ethyl alcohol more than 25 percent of amount of finished goods;
transportation of ethyl alcohol (including denatured alcohol) and not packed up alcohol-containing products with content of ethyl alcohol more than 25 percent of amount of finished goods;
retail sale of alcoholic products;
b) the organizations performing production and (or) turnover of beer and beer drinks, cider, Poiré and mead;
c) the organizations conducting procurement of ethyl alcohol in volume of more than 200 decalitres a year for production of alcoholic products, alcohol-containing food products and alcohol-containing non-food products with content of ethyl alcohol more than 25 percent of amount of finished goods for the purpose of their use as raw materials or auxiliary material in case of production of alcoholic, alcohol-containing and other products or in technical or other purposes which are not connected with production of the specified products;
d) the organizations conducting procurement of ethyl alcohol in volume of more than 200 decalitres a year for production of alcoholic and alcohol-containing products;
e) ceased to be valid according to the Order of the Government of the Russian Federation of 29.12.2017 No. 1694
e) the organizations performing retail sale of alcohol-containing non-food products with content of ethyl alcohol more than 25 percent of amount of finished goods;
g) the individual entrepreneurs performing retail sale of beer and beer drinks, cider, Poiré and mead;
