About approval of Rules of efficiency evaluation of functioning of special economic zones

1. Approve the enclosed Rules of efficiency evaluation of functioning of special economic zones.
2. To the Ministry of Economic Development of the Russian Federation annually, since 2012, till October 1 of the year following after year of evaluating efficiency of functioning of special economic zones:
submit in the Government of the Russian Federation the report on results of functioning of special economic zones, and also the report containing the analysis of reasons for rejection from the established indicators of development of special economic zones and offers on increase in efficiency of functioning of special economic zones;
place the report on results of functioning of special economic zones on the official site of the Ministry of Economic Development of the Russian Federation on the Internet.

1. The efficiency evaluation of functioning of special economic zones (further - efficiency evaluation) is carried out by the Ministry of Economic Development of the Russian Federation concerning each special economic zone annually.
2. The efficiency evaluation is carried out proceeding from the following indicators:
a) the number of the residents of the special economic zone who received resident status within year of evaluating efficiency and from the beginning of functioning of the special economic zone;
